The synthesis presented in this volume is a direct outgrowth of our ten-year FORMAP Project (Forest Mapping Across Eastern North America from 20,000 yr B.P. to the Present). Many previous research efforts in paleoecology have used plant-fossil evidence as proxy information for primarily geologic or climatic reconstructions or as a bio stratigraphic basis for correlation of regional events. In contrast, in this book, we deal with ecological questions that require a holistic perspective that integrates the interactions of biota with their dynamically changing environments over time scales up to tens of thousands of years. In the FORMAP Project, our major research objective has been to use late-Quaternary plant-ecological data sets to evaluate long-term patterns and processes in forest de velopment. In order to accomplish this objective, we have prepared subcontinent-scale calibrations that quantitatively relate the production and dispersal of arboreal pollen to dominance in the vegetation for the major tree types of eastern North America. Quantification of pollen-vegetation relationships provides a basis for developing quan titative plant-ecological data sets that allow further ecological analysis of both individual taxa and forest communities through time. Application of these calibrations to fossil pollen records for interpreting forest history thus represents a fundamental step beyond traditional summaries based upon pollen percentages.

Where formerly scientific funding proposals were evaluated by outside experts on the basis of merit, there is now an increasing consideration of congressional districts and "fair" geographical distribution. In this ground-breaking volume, Joseph P. Martino offers a critical examination of special-interest funding and the danger it poses to the integrity of American society as a whole, as well as to its scientific component. Science Funding is distinguished by its comprehensive approach to the structural and historical background of the current situation. It examines the history of science funding from the early twentieth century through present, public vs. to taxpayers, instances of fraud, and the effects of government funding for research in universities. Martino's survey demonstrates conclusively that government has been inefficient in its funding capacity and that the shortcomings are inherent: political criteria for the support of science, congressional micromanagement, freezing out of innovative ideas, and the favoring of massive projects-Big Science-over small, but significant experimental programs. In his concluding chapter Martino provides an agenda for new thinking on the funding of science. After the Civil War and Reconstruction, and before the 'second Reconstruction' and cultural revolution of the 1960s, Americans dealt with the challenges of the urban and industrial revolutions. In the crises of the American Revolution and the Civil War, the American founders - and then Lincoln and the Republicans - returned to a long tradition of Anglo-American constitutional principles. During the Industrial Revolution, American political thinkers and actors gradually abandoned those principles for a set of modern ideas, initially called progressivism. The social crisis, culminating in the Great Depression, did not produce a Lincoln to return to the founders' principles, but rather a series of leaders who repudiated them. Since the New Deal, Americans have lived in a constitutional twilight, not having completely abandoned the natural-rights constitutionalism of the founders, nor embraced the entitlement-based welfare state of modern liberalism.
