The concern over rising state violence, above all in Latin America, triggered an unprecedented turn to a global politics of human rights in the 1970s. Patrick William Kelly argues that Latin America played the most pivotal role in these sweeping changes, for it was both the target of human rights advocacy and the site of a series of significant developments for regional and global human rights politics. Drawing on case studies of Brazil, Chile, and Argentina, Kelly examines the crystallization of new understandings of sovereignty and social activism based on individual human rights. Activists and politicians articulated a new practice of human rights that blurred the borders of the nation-state to endow an individual with a set of rights protected by international law. Yet the rights revolution came at a cost: the Marxist critique of US imperialism and global capitalism was slowly supplanted by the minimalist plea not to be tortured.

Published in 1954, Rembert Patrick's Florida Fiasco details the aggressive schemes developed by President Madison and Secretary of State Monroe in the attempted acquisition of Florida. Patrick shows that George Matthews's influence over General John McIntosh inspired him to plan a revolt in east Florida in the hopes of turning the conquered territory over to Matthews. The plot was thwarted when Spanish minister Luis de Onis heard of the coming attack and appealed to the British. Thus begins the five-year attempt which was led in succession by George Matthews, David Mitchell, and Thomas A. Mitchell. Patrick's account includes the plotting of undercover agents, manipulation of discontented nationals, denials by high officials, and adventurers seeking rich rewards.
Between 1958 and 1970, a distinctive movement for racial justice emerged from unique circumstances in Milwaukee. A series of local leaders inspired growing numbers of people to participate in campaigns against employment and housing discrimination, segregated public schools, the membership of public officials in discriminatory organizations, welfare cuts, and police brutality. The Milwaukee movement culminated in the dramatic—and sometimes violent—1967 open housing campaign. A white Catholic priest, James Groppi, led the NAACP Youth Council and Commandos in a militant struggle that lasted for 200 consecutive nights and provoked the ire of thousands of white residents. After working-class mobs attacked demonstrators, some called Milwaukee “the Selma of the North.” Others believed the housing campaign represented the last stand for a nonviolent, interracial, church-based movement. Patrick Jones tells a powerful and dramatic story that is important for its insights into civil rights history: the debate over nonviolence and armed self-defense, the meaning of Black Power, the relationship between local and national movements, and the dynamic between southern and northern activism. In A Climate of Crisis, historian Patrick Allitt shows that our present climate of crisis is far from exceptional. Indeed, the environmental debates of the last half century are defined by exaggeration and fearmongering from all sides, often at the expense of the facts. In a real sense, Allitt shows us, collective anxiety about widespread environmental danger began with the atomic bomb. As postwar suburbanization transformed the American landscape, more research and better tools for measurement began to reveal the consequences of economic success. A climate of anxiety became a climate of alarm, often at odds with reality. The sixties generation transformed environmentalism from a set of special interests into a mass movement. By the first Earth Day in 1970, journalists and politicians alike were urging major initiatives to remedy environmental harm. In fact, the work of the new Environmental Protection Agency and a series of clean air and water acts from a responsive Congress inaugurated a largely successful cleanup. Political polarization around environmental questions after 1980 had consequences that we still feel today. Since then, the general polarization of American politics has mirrored that of environmental politics, as pro-environmentalists and their critics attribute to one another the worst possible motives. Environmentalists see their critics as greedy special interest groups that show no conscience as they plunder the earth while skeptics see their adversaries as enemies of economic growth whose plans stifle initiative under an avalanche of bureaucratic regulation. There may be a germ of truth in both views, but more than a germ of falsehood too. America’s worst environmental problems have proven to be manageable; the regulations and cleanups of the last sixty years have often worked, and science and technology have continued to improve industrial efficiency. Our present situation is serious, argues Allitt, but it is far from hopeless. Sweeping and provocative, A Climate of Crisis challenges our basic assumptions about the environment, no matter where we fall along the spectrum—reminding us that the answers to our most pressing questions are sometimes found in understanding the past.
