Despite efforts to redress the prejudice and discrimination faced by people with mental illness, a pervasive stigma remains. Many well-meant programs have attempted to counter stigma with affirming attitudes of recovery and self-determination. Yet the results of these efforts have been mixed. In The Stigma Effect, psychologist Patrick W. Corrigan examines the unintended consequences of mental health campaigns and proposes new policies in their place. Corrigan analyzes the agendas of government agencies, mental health care providers, and social service agencies that work with people with mental illness, dissecting how their best intentions can misfire. For example, a campaign to change the language around mental illness by replacing supposedly stigmatizing words with empowering ones has made little difference in how people with mental health conditions are viewed. Educational programs that frame mental illness as a brain disorder have made the general public less likely to blame people for their illnesses, but also skeptical that such conditions can be cured. Ultimately, Corrigan argues that effective strategies require leadership by those with lived experience, as their recovery stories replace ideas of incompetence and dangerousness with ones of hope and empowerment. As an experienced clinical researcher, as an advocate, and as a person who has struggled with such prejudices, Corrigan challenges readers to carefully examine anti-stigma programs and reckon with their true effects.

Not Enough Representation: The Disconnect between Congress and Its Citizens examines how representative the United States Congress is among different demographic groups and how representational issues affect Americans’ perception of Congress, potentially threatening its legitimacy. The opening chapter analyzes political representation from the perspective of the nature of the relationship between voters and legislators, addressing why Congress is so demographically unrepresentative. The book will then focuses on outcome—the representativeness of the legislature in terms of its members’ demographic backgrounds. Congress, simply put, is not demographically representative of the American public. There are significant gaps between Congress and the American public on the basis of race, gender, religion, wealth and generation. Since members of Congress do not adequately represent the diversity in their electorate, this suggests that Congress in turn does not make polices that advocate for the citizenry as a whole. The book first examines the nature of the relationship between citizens and legislators before analyzing demographic groups in the general population and comparing their preferences to how Congressional members of that demographic group legislate. In the process, the book ties representation to many of the hot-button issues that polarize both the American public and Congress. Congress is not descriptively representative of the U.S. population. Many groups of Americans have historically been, and continue to be, underrepresented in Congress. More than ever before, this underrepresentation is troublesome to a substantial number of Americans—and problematic for American democracy.

For tens of thousands of Union veterans, Patrick Kelly argues, the Civil War never ended. Many Federal soldiers returned to civilian life battling the lifelong effects of combat wounds or wartime disease. Looking to the federal government for shelter and medical assistance, war-disabled Union veterans found help at the National Home for Disabled Volunteer Soldiers. Established by Congress only weeks prior to the Confederate surrender, this network of federal institutions had assisted nearly 100,000 Union veterans by 1900. The National Home is the direct forebear of the Veterans Administration hospital system, today the largest provider of health care in the United States. The three main levels of analysis in international relations have been the systemic, the national, and the individual. A fourth level that falls between the systemic and the national is the region. It is woefully underdeveloped in comparison to the attention afforded the other three. Yet regions tend to be distinctive theaters for international politics. Otherwise, we would not recognize that Middle Eastern interstate politics somehow does not resemble Latin American interstate politics or interstate politics in Southern Africa (although once the Middle East and Southern Africa may have seemed more similar in their mutual fixation with opposition to domestic policies in Israel and South Africa, respectively). This book, divided into three parts, first makes a case for studying regional politics even though it must also be appreciated that regional boundaries are also hazy and not always easy to pin down empirically. The second part examines power distributions within regions as an important entry point to studying regional similarities and differences. Two emphases are stressed. One is that regional power assessments need to be conditioned by controlling for weak states which are more common in some regions than they are in others. The other emphasis is on regional power hierarchies. Some regions have strong regional hierarchies while others do not. Regions with strong hierarchies operate much differently from those without them in the sense that the former are more pacific than the latter. The third part of the book focuses on regional differences in terms of conflict behavior, order preferences, rivalries, and rivalry termination.
