The main purpose of this paper is to contribute to the discussion about the design of computer and communication systems that can aid the management process. 1.1 Historical Overview We propose that Decision Support System can be considered as a design conception conceived within the computer industry to facilitate the use of computer technology in organisations (Keen, 1991). This framework, built during the late 1970s, offers computer and communication technology as support to the decision process which constitutes, in this view, the core of the management process. The DSS framework offers the following capabilities: • Access: ease of use, wide variety of data, analysis and modelling capacity. • Technological: software gel)eration tools. • Development modes: interactive and evolutionary. Within this perspective, computer and communication technologies are seen as an amplification of the human data processing capabilities which limit the decision process. The next several chapters describe novel procedures of nonparametric regression based on approximation. For more than two centuries the idea of the nation-state has been widespread. The expression is now widely used and is even to be unavoidable. The 'nation-state' implies that the population of a state should be homogenous in terms of language, religion, and ethnicity; the nation and the state should coincide. However history demonstrates that there never has been, and there never will be, a nation-state. Human diversity is manifest in states of all sizes, locations, and origins. This wide-ranging book argues that there should be no regret in the recognition of this empirical reality, since the notion of a nation-state has been the justification for some of the worst atrocities in human history. Since the nation-state is impossible, all states are cosmopolitan in character. They are cosmopolitan regardless of the language of their constitutions or official teaching and regardless of the extent to which they officially recognize their own diversity. The most successful states are those which are most successful in their own forms of cosmopolitanism. Cosmopolitan ways are infinitely varied, however, and must be sought in the intricate workings of individual states. The cosmopolitan character of states is necessarily reflected in their law. The main instruments of legal cosmopolitanism have been those of common laws, constitutionalism, and what is best described as institutional cosmopolitanism. The relative importance of these legal instruments has changed over time but all three have been constantly operative, even in times of attempted national and territorial closure. All three remain present in the contemporary cosmopolitan state, understood in terms of cosmopolitan citizens, cosmopolitan sources and cosmopolitan thought. The cosmopolitan state is, moreover, the only appropriate conceptualization of the state in a time of globalization. This book outlines the subtlety of the law of cosmopolitan states, law which has survived through periods of nationalism and which provides the working methods for the reconciliation of diverse populations. Combining law, history, political science, political philosophy, international relations, and the new logics, it demonstrates that the idea of the nation-state has failed and should yield to an understanding of the state as necessarily cosmopolitan in character. This will be invaluable reading to all those interested in constitutional law, international law, and political theory.

This work examines the factors that drive the success of Multinational Corporations (MNCs) in their pursuit of regional strategies. The author develops a comprehensive regional success factor model, by which the effects of regional management autonomy and regional product and service adaptation on the regional success of MNCs as well as the interaction effects of regional orientation and inter-regional distance are investigated. The model is evaluated by means of the partial-least-squares (PLS) method on the basis of a survey-based inquiry of the Fortune Global 500 firms with success indicator data for a period of nine years. The findings highlight the importance of considering the different degrees of contextual influence in the design of regional strategies, where low degrees of regional management autonomy and high levels of regional product/service adaptation are found to be appropriate for MNCs to be regionally successful.

The Sino-Tibetan diversity in Songpan, partly formed by unique ecological conditions, conditioned all attempts to incorporate the region into larger and more centralized state homogenizing structures. This historical study analyzes the social force of markets and nature in the Songpan region in concert with the political and social conflicts and compromise at the heart of changing political regimes and the area’s ethnic groups. It presents new perspectives on the social transformation and economies of Tibetans and Han Chinese from the late Qing Dynasty to Mao era and contemporary western China. It not only allows for a new understanding of how the natural environment and landscapes fit into the imagination of the Sino-Tibetan borderlands, it also figures in the challenges of negotiating ethnic and market relations among societies. The mix of complicated relations over natural environment, resources, politics and markets was at the heart of the region’s social and political infrastructures, with far-reaching implications for both historical and contemporary China.

The impact of host country institutions and policy on innovation by multinational firms in emerging economies. In the past, multinational firms have looked to developing countries as sources of raw materials, markets, or production efficiencies, but rarely as locations for innovation. Today, however, R&D facilities and other indicators of multinational-linked innovation are becoming more common in emerging economies. In this book, Patrick Egan investigates patterns of inward foreign direct investment (FDI) in developing countries, considering the impact of host country institutions and policy on the innovative activities undertaken by multinational firms. He examines the uneven spread of innovation-intensive foreign direct investment and emerging sectoral distributions, then develops a number of arguments about the determinants of multinational innovation in developing countries. Firms are attracted by a country's supply of skilled labor and are often eager to innovate close to new markets; but, Egan finds, host country institutions and the configuration of the host country's investment policies have a strong impact on firm decisions and evolving country investment profiles. Egan uses econometric analysis to identify determinants of multinational innovation, and examines differences among state institutions as a key variable. He then offers a detailed case study, assessing Ireland's attempts to use foreign direct investment in innovation as a catalyst for development. While FDI is a potential vehicle for industrial upgrading, Egan cautions, it is neither necessary nor sufficient for development. Furthermore, innovation-intensive investments are not likely to develop linkages with local actors or otherwise embed themselves in host economies in the absence of active, discriminating policies channeled through coherent and coordinated institutions.
