Latent Destinies examines the formation of postmodern sensibilities and their relationship to varieties of paranoia that have been seen as widespread in this century. Despite the fact that the Cold War has ended and the threat of nuclear annihilation has been dramatically lessened by most estimates, the paranoia that has characterized the period has not gone away. Indeed, it is as if—as O’Donnell suggests—this paranoia has been internalized, scattered, and reiterated at a multitude of sites: Oklahoma City, Waco, Ruby Ridge, Bosnia, the White House, the United Nations, and numerous other places. O’Donnell argues that paranoia on the broadly cultural level is essentially a narrative process in which history and postmodern identity are negotiated simultaneously. Organized around the topics of nationalism, gender, criminality, and construction of history, Latent Destinies establishes cultural paranoia as consonant with our contradictory need for multiplicity and certainty, for openness and secrecy, and for mobility and historical stability. Before and after Richard Nixon’s resignation following the Watergate affair, he did not have a lot of time to create his own policies or structure his own administration within the White House. Three transition groups were working on the structural preparation for the Presidency, one of them started secretly several months before Ford had to take over the office - just in case. But they were all facing the problem that they did not have the amount of time normally given to a future President between the election and the inauguration to develop a plan for the advisory structure. Ford and his Vice-presidential staff jumped into a running government which was created for the personal needs and around the work style of a President Nixon. They could not fire the whole Nixon staff at the same time without the risk of leading the country into an incapability of action until a new staff system had been built up. And they could not keep all the Nixon people who were loyal to the former President and were probably not able to work the way the new President wanted them to. Ford and his advisers decided to go a middle way which will be analyzed later. This paper will focus on how the advisory structure Ford chose, or was forced to choose, influenced him in his decision making process. The main source will be the biography of John Robert Greene, The Presidency of Gerald R. Ford. The thesis will be that Ford’s way to make a decision, as he was used to from his congressional career, did not match with the structure the Presidency forced him to use and led him too often to ineffective decisions.

Developed during World War II, the U.S. merchant fleet faced threatening competition from the newer Canadian fleet. The demand for iron ore skyrocketed as baby boomers matured into the age of auto and appliance buying. To meet the increasing need, there was talk of expanding the size of the Soo Locks to accommodate larger vessels and even of lengthening the shipping season. It was glaringly obvious that a time of change was upon the aging U.S. ships and even more so on the men who sailed them. Eight Steamboats chronicles Patrick Livingston's adventures on eight shipping vessels-only one of which survives-during the 1960s. Told from the perspective of a writer who sails rather than a sailor who writes, the tales are spiced with connections between shore and sea. While the city of Detroit burned in 1967, Livingston served milkshakes to passengers on the South American of the Georgian Bay Lines. Later, Livingston sailed with the notorious George "Bughouse" Schultz on the ill-starred tanker Mercury. When financial need forced him to forgo a trip to the Democratic National Convention in Chicago, he sailed Lake Michigan instead. In subsequent years, he dropped out of school to catch the mailboat to his ships as they transited the Detroit River. With lively dialogue, Livingston details his experiences up to his signing off the Champlain in 1972 and then setting sail for landlocked Nepal to work with the Peace Corps. Both maritime and Great Lakes enthusiasts will enjoy this voyage back to the early years of the Great Lakes shipping industry.
