This book explores the lives of two writers, one born in Germany (Viereck) and one born in England (Crowley), who were both influenced by decadent French writers such as Baudelaire and Mirbeau and English poets such as Swinburne and Wilde. They both wrote decadent poetry early in their careers before becoming known in literary circles as two of the most wicked writers in America (Viereck) and the world (Crowley). By their twenties, their reputations as rebels against the restrictive and stifled cultures they inhabited were firmly established. Both men enjoyed breaking with the status quo by writing poetry, short stories, and plays with exotic scenes that celebrated the beauty of the female body. Both writers were captivated by the femme fatale and her deleterious effect on her male victims, robbing them of their opportunity for transcendence into a spiritual realm. Their work, especially their love poetry, their science fiction works dealing with vampires, and articles and essays concerning the onset of the Great War are still very readable today. What is also intriguing is that, in 1915, both men were working together in New York, where Viereck was the editor of two pro-German magazines, The Fatherland and The International. Searching for an editorial position at that time, Crowley learned about an opening and was hired by Viereck. There is speculation that Crowley’s “discovery” of the job opening for these pro-German magazines was a clever plan on the part of the British secret service to place one of their agents inside the German spy network in America, of which Viereck was a key player. Propaganda, intrigue, cover-ups, and the American declaration of war on Germany all make this alliance between the two very decadent poets, and perhaps spies or even double agents, worth knowing more about.

Managing Fiscal Risks in the Middle East and North Africa

Countries in the Middle East and North Africa are exposed to significant fiscal risks. This paper analyzes the sources of these fiscal risks in 17 low- and middle-income countries in the Middle East, North Africa and Pakistan region, excluding high-income Gulf countries (MENAPEG), and discusses avenues for reform to strengthen fiscal risk management. The materialization of fiscal risks in MENAPEG has been driven by macroeconomic shocks, contingent liabilities, and tail-risk events. The region has a track record of volatile economic growth and sharp exchange rate movements. High dependence on hydrocarbon revenue among MENAPEG oil and gas exporters and pervasive universal subsidies generate considerable budgetary exposure to swings in commodity prices. Substantial government involvement in the economy and large state ownership of firms and banks exposes several MENAPEG countries to contingent liabilities from state-owned enterprises and the financial sector. Lastly, the region’s history of social unrest and conflicts together with tail-risk events such as the recent COVID-19 pandemic, and natural disasters and climate change, have been important sources of fiscal risks. Many of the factors historically associated with the materialization of fiscal risks in MENAPEG countries are likely to remain sources of vulnerability in the future, raising the need for robust fiscal risk management frameworks. Policy reform can strengthen fiscal risk management in MENAPEG. This paper describes precedents where progress is made and provides a broad analytical framework for policymakers to build upon to fully embrace fiscal risk management in all its dimensions. Going forward, it is crucial for national authorities to enhance their capacity to identify, quantify, and assess risk factors and their budget’s exposure to them. This should be followed by thorough fiscal risk analysis to inform policy decisions to mitigate risks. Where risks cannot be mitigated or are judged to be acceptable, countries should consider adopting appropriate medium-term fiscal frameworks to build buffers to deal with them.

Spiritual practices, or awakenings, have an impact on brain, mind and personality. These changes are being scientifically predicted and proven. For example, studies show Buddhist priests and Franciscan nuns at the peak of religious feelings show a functional change in the lobes of their brain. Similar processes have been found in people with epilepsy, which Hippocrates called the sacred disease. New research is showing that not only does a person's brain activity change in particular areas while that person is experiencing religious epiphany, but such events can be created for some people, even self-professed atheists, by stimulating various parts of the brain. In this far-reaching and novel set, experts from across the nation and around the world present evolutionary, neuroscientific, and psychological approaches to explaining and exploring religion, including the newest findings and evidence that have spurred the fledgling field of neurotheology. It is not the goal of neurotheology to prove or disprove the existence of God, but to understand the biology of spiritual experiences. Such experiences seem to exist outside time and space - caused by the brain for some reason losing its perception of a boundary between physical body and outside world - and could help explain other intangible events, such as altered states of consciousness, possessions, alien visitations, near-death experiences and out-of-body events. Understanding them - as well as how and why these abilities evolved in the brain - could also help us understand how religion contributes to survival of the human race. Eminent contributors to this set help us answer questions including: How does religion better our brain function? What is the difference between a religious person and a terrorist who kills in the name of religion? Is there one site or function in the brain necessary for religious experience?
