Invoices document economic transactions and are thus critical to assess tax liabilities. We study a reform in the Dominican Republic that aimed to integrate invoice management into a broader, more comprehensive, risk-based compliance strategy. By rationing authorized invoices based on an extra scrutiny of each taxpayer’s compliance history, the reform led to significant and persistent improvements on filing, payment, and information reporting obligations and a modest increase in reported tax liabilities. Our study shows that deterrence effects over compliance behaviors are strengthened when the tax administration makes explicit and active use of taxpayers’ information, no matter if the invoicing framework is paper-based or electronic.
People have long been fascinated about times in human history when different cultures and societies first came into contact with each other, how they reacted to that contact, and why it sometimes occurred peacefully and at other times was violent or catastrophic. Studies in Culture Contact: Interaction, Culture Change, and Archaeology, edited by James G. Cusick,seeks to define the role of culture contact in human history, to identify issues in the study of culture contact in archaeology, and to provide a critical overview of the major theoretical approaches to the study of culture and contact. In this collection of essays, anthropologists and archaeologists working in Europe and the Americas consider three forms of culture contact—colonization, cultural entanglement, and symmetrical exchange. Part I provides a critical overview of theoretical approaches to the study of culture contact, offering assessments of older concepts in anthropology, such as acculturation, as well as more recently formed concepts, including world systems and center-periphery models of contact. Part II contains eleven case studies of specific contact situations and their relationships to the archaeological record, with times and places as varied as pre- and post-Hispanic Mexico, Iron Age France, Jamaican sugar plantations, European provinces in the Roman Empire, and the missions of Spanish Florida. Studies in Culture Contact provides an extensive review of the history of culture contact in anthropological studies and develops a broad framework for studying culture contact’s role, moving beyond a simple formulation of contact and change to a more complex understanding of the amalgam of change and continuity in contact situations.

One of the main tasks of the Institute for Teacher Training and Educational Research and Innovation (IFIIE), is, since decades, the periodic preparation of reports describing the Spanish education system in a detailed and up-to-date way. This report constitutes a brief version of the one recently carried out by the IFIIE: The Spanish Education System 2009. Its methodology of work has been structured into three stages: 1) search, analysis, choice and classification of both state and regional regulations as well as official statistics, 2) juxtaposition of the information obtained, presented in tables and figures, and 3) comparison in order to understand and identify trends and convergences and divergences in state and regional education. In the quarter century since Wallerstein first developed world systems theory (WST), scholars in a variety of disciplines have adopted the approach to explain intersocietal interaction on a grand scale. These essays bring to light archaeological data and analysis to show that many historic and prehistoric states lacked the mechanisms to dominate the distant (and in some cases, nearby) societies with which they interacted. Core/periphery exploitation needs to be demonstrated, not simply assumed, as the interdisciplinary dialogue which occurs in this volume demonstrates.
