As mandated by the Global Change Research Act (GCRA), the U.S. Global Change Research Program is currently producing a "National Climate Assessment" (NCA). The NCA is a report to inform the President, the Congress, and the American people about the current state of scientific knowledge regarding climate change effects on U.S. regions and key sectors, now and in the coming decades. This document contains an evaluation of the draft NCA report, presented through consensus responses to the Panel's Task Statement questions, and through a large collection of individual Panel member comments and suggestions for specific chapters, statements, figures, etc. While focusing primarily on practical suggestions for immediately improving the current draft, the Panel also raises some broader considerations about fundamental approaches used in certain parts of the NCA report, and about the scope of USGCRP research that underlies the NCA findings. Some suggestions can be viewed as longer-term advice for future versions of NCA work. This NCA has been a significantly more ambitious effort than previous assessments, in terms of the scope of topics addressed and the breadth of public engagement processes involved. Some of the important new areas include the use of "traceable accounts," the articulation of needs for future research and a vision for an ongoing assessment process, the outreach efforts to help various stakeholders define their climate-related information needs, and the initial (though incomplete) effort to assess the current state of climate change response activities around the nation. Given the current state of the science and the scope of resources available, we believe the NCA did a reasonable job of fulfilling its charge overall. Although more needs to be done to fully meet the nation's needs for information and guidance, such needs cannot be met without an expanded research effort on the part of the USGCRP and future assessments. The Panel suggests that the NCA report would be improved by addressing the numerous specific problems and concerns and the more cross-cutting issues raised in the consensus answers to the Task Statement questions-which include, for instance, the need to: 1. provide a clear overarching framework for the report that helps readers understand climate change as part of a complex system with interacting physical, biological, and human social/economic dimensions, and offers practical guidance on using iterative risk management strategies to make decisions in the face of large uncertainties; 2. clearly acknowledge how climate change affects and is affected by other types of major global environmental changes and other societal developments; 3. offer an explicit discussion about the uncertainties associated with the regional model projections presented in the NCA draft; 4. take full advantage of the e-book format planned for this document through strategic use of hyperlinks among different parts of the report and other innovative approaches that help guide the experience of the NCA's diverse audiences. As the nation continues to engage with the threats, opportunities, and surprises of climate change in its many manifestations, the 2013 NCA should prove to be a valuable resource, as a summary of the state of knowledge about climate change and its implications for the American people.
Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.

Information derived from climate modeling has become increasingly important in recent years. More and more we understand that climate variability and change impacts society and that dealing with climate-related disasters, conflicts, and opportunities requires the best possible information about the past, present, and future of the climate system. To this end, Improving the Effectiveness of U.S. Climate Modeling describes ways to improve the efficacy of the U.S. climate modeling enterprise, given the current needs and resources. It discusses enhanced and stable resources for modeling activities, focused and centralized operational activities, how to give researchers access to the best computing facilities, the creation of a common modeling and data infrastructure, and research studies on the socioeconomic aspects of climate and climate modeling.

Global climate change is one of America's most significant long-term policy challenges. Human activity-especially the use of fossil fuels, industrial processes, livestock production, waste disposal, and land use change-is affecting global average temperatures, snow and ice cover, sea-level, ocean acidity, growing seasons and precipitation patterns, ecosystems, and human health. Climate-related decisions are being carried out by almost every agency of the federal government, as well as many state and local government leaders and agencies, businesses and individual citizens. Decision makers must contend with the availability and quality of information, the efficacy of proposed solutions, the unanticipated consequences resulting from decisions, the challenge of implementing chosen actions, and must consider how to sustain the action over time and respond to new information. Informing an Effective Response to Climate Change, a volume in the America's Climate Choices series, describes and assesses different activities, products, strategies, and tools for informing decision makers about climate change and helping them plan and execute effective, integrated responses. It discusses who is making decisions (on the local, state, and national levels), who should be providing information to make decisions, and how that information should be provided. It covers all levels of decision making, including international, state, and individual decision making. Research and development (R&D) organizations are operated by government, business, academe, and independent institutes. The success of their parent organizations is closely tied to the success of these R&D organizations. In this report, organizations refers to an organization that performs research and/or development activities (often a laboratory), and parent refers to the superordinate organization of which the R&D organization is a part. When the organization under discussion is formally labeled a laboratory, it is referred to as such. The question arises: How does one know whether an organization and its programs are achieving excellence in the best interests of its parent? Does the organization have an appropriate research staff, facilities, and equipment? Is it doing the right things at high levels of quality, relevance, and timeliness? Does it lead to successful new concepts, products, or processes that support the interests of its parent? This report offers assessment guidelines for senior management of organizations and of their parents. The report lists the major principles of assessment, noting that details will vary from one organization to another. It provides sufficient information to inform the design of assessments, but it does not prescribe precisely how to perform them, because different techniques are needed for different types of organizations. Best Practices in Assessment of Research and Development Organizations covers three key factors that underpin the success of an R&D organization: (1) the mission of the organization and its alignment with that of the parents; (2) the relevance and impact of the organization's work; and (3) the resources provided to the organization, beginning with a high-quality staff and management.

The San Francisco Bay Delta Estuary is a large, complex estuarine ecosystem in California. It has been substantially altered by dikes, levees, channelization, pumps, human development, introduced species, dams on its tributary streams and contaminants. The Delta supplies water from the state's wetter northern regions to the drier southern regions and also serves as habitat for many species, some of which are threatened and endangered. The restoration of water exacerbated tensions over water allocation in recent years, and have led to various attempts to develop comprehensive plans to provide reliable water supplies and to protect the ecosystem. One of these plans is the Bay Delta Conservation Plan (BDCP). The report, A Review of the Use of Science and Adaptive Management in California's Draft Bay Delta Conservation Plan, determines that the plan is incomplete in a number of important areas and takes this opportunity to identify key scientific and structural gaps that, if addressed, could lead to a more successful and comprehensive final BDCP. The plan is missing the type of structure usually associated with current planning methods in which the goals and objectives are specified, alternative measure for achieving the objectives are introduced and analyzed, and a course of action in identified based on analytical optimization of economic, social, and environmental factors. Yet the panel underscores the importance of a credible and a robust BDCP in addressing the various water management problems that beset the Delta. A stronger, more complete, and more scientifically credible BDCP that effectively integrates and utilizes science could indeed pave the way toward the next generation of solutions to California's chronic water problems.

SREX was approved and accepted by the Intergovernmental Panel on Climate Change (IPCC) on 18 November 2011 in Kampala, Uganda.
The consequences of climate change for society are analysed in this landmark assessment from the IPCC. This book assesses the available knowledge on the many issues that society has to face, including the international decision-making framework; applicability to climate change of techniques for assessing costs and benefits; the significant social costs of projected climate change; and the economic assessment of policy instruments to combat climate change, nationally and internationally. Some important conclusions of this Second Assessment Report indicate that 10 to 30% of greenhouse gas emissions in most countries can be reduced at negative or zero cost - 'no regrets' measures. Also, the literature indicates that climate change will cause aggregate net damage, which provides an economic rationale for going beyond 'no regrets' measures. It also indicates that a portfolio of mitigation, adaptation and research measures is a sound strategy for addressing climate change given the remaining uncertainties. This report speaks directly to the issues that are faced by the many countries committed to limit emissions of greenhouse gases by the year 2000, and currently negotiating actions to be taken beyond that date. Will be of great value to the international community of policymakers interested in the consequences of climate change, as well as to economists, social and natural scientists.

This IPCC Working Group III volume provides a comprehensive, state-of-the-art and worldwide overview of scientific knowledge related to the mitigation of climate change. It includes a detailed assessment of costs and potentials of mitigation technologies and practices, implementation barriers, and policy options for the sectors: energy supply, transport, buildings, industry, agriculture, forestry and waste management. It links sustainable development policies with climate change practices. This volume will again be the standard reference for all those concerned with climate change, including students and researchers, analysts and decision-makers in governments and the private sector.
In 2000, the nation's next-generation National Polar-orbiting Operational Environmental Satellite System (NPOESS) program anticipated purchasing six satellites for $6.5 billion, with a first launch in 2008. By November 2005, however, it became apparent that NPOESS would overrun its cost estimates by at least 25 percent. In June 2006, the planned acquisition of six spacecraft was reduced to four, the launch of the first spacecraft was delayed until 2013, and several sensors were canceled or descoped in capability. To examine the impacts of these changes, particularly those associated with climate research, and ways to mitigate those impacts, NASA and NOAA asked the NRC to add this task to its ongoing "decadal survey," Earth Science and Applications from Space. The sponsors and the NRC agreed to address this task separately and to base its analysis on a major workshop. This book presents summaries of discussions at the workshop, which included sessions on the measurements and sensors originally planned for NPOESS and GOES-R; generation of climate data records; mitigation options, including the role of international partners; and cross-cutting issues.

In this study, the committee explores ways the National Weather Service (NWS) can take advantage of continuing advances in science and technology to meet the challenges of the future. The predictions are focused on the target year 2025. Because specific predictions about the state of science and technology or the NWS more than 25 years in the future will not be entirely accurate, the goal of this report is to identify and highlight trends that are most likely to influence change. The Panel on the Road Map for the Future National Weather Service developed an optimistic vision for 2025 based on advances in science and technology.
This study recommends a definition of "decision support" that emphasizes communication rather than translation and a strategy by which the small NOAA Sectoral Applications Research program can advance decision support. The book emphasizes that seasonal climate forecasts provide fundamentally new kinds of information and that integrating this information into real-world decisions will require social innovations that are not easily accomplished. It recommends that the program invest in (a) research to identify and foster the innovations needed to make information about climate variability and change more usable in specific sectors, including research on the processes that influence success or failure in the creation of knowledge-action networks for making climate information; (b) workshops to identify, catalyze, and assess the potential of knowledge-action networks in particular resource areas or decision domains; and (c) pilot projects to create or enhance these networks for supporting decisions in climate-affected sectors. It recommends that evaluation of the program be addressed with a monitoring approach.
