Computers and telecommunications have revolutionized the processes of scientific research. Since 1959, the National Research Council (NRC), at the request of the National Institute of Standards and Technology (NIST), has annually assembled panels of experts to assess the quality and effectiveness of the NIST measurements and standards laboratories. In 2011, the NRC evaluated three of the six NIST laboratories: the Center for Nanoscale Science and Technology (CNST), the NIST Center for Neutron Research (NCNR) and the Information Technology Laboratory (ITL). Each of these was addressed individually by a separate panel of experts; this report assesses ITL.

At the request of the National Institute of Standards and Technology (NIST), the National Academies of Sciences, Engineering, and Medicine has, since 1959, annually assembled panels of experts from academia, industry, medicine, and other scientific and engineering environments to assess the quality and effectiveness of the NIST measurements and standards laboratories, of which there are now seven, as well as the adequacy of the laboratories' resources. Review of Three Divisions of the Information Technology Laboratory at the National Institute of Standards and Technology: Fiscal Year 2015 assesses the organization's technical programs, the portfolio of scientific expertise within the organization, the adequacy of the organization's facilities, equipment, and human resources, and the effectiveness by which the organization disseminates its program outputs.
The future national security environment will present the naval forces with operational challenges that can best be met through the development of military capabilities that effectively leverage rapidly advancing technologies in many areas. The panel envisions a world where the naval forces will perform missions in the future similar to those they have historically undertaken. These missions will continue to include sea control, deterrence, power projection, sea lift, and so on. The missions will be accomplished through the use of platforms (ships, submarines, aircraft, and spacecraft), weapons (guns, missiles, bombs, torpedoes, and information), manpower, materiel, tactics, and processes (acquisition, logistics,and so on.). Accordingly, the Panel on Technology attempted to identify those technologies that will be of greatest importance to the future operations of the naval forces and to project trends in their development out to the year 2035. The primary objective of the panel was to determine which are the most critical technologies for the Department of the Navy to pursue to ensure U.S. dominance in future naval operations and to determine the future trends in these technologies and their impact on Navy and Marine Corps superiority. A vision of future naval operations ensued from this effort. These technologies form the base from which products, platforms, weapons, and capabilities are built. By combining multiple technologies with their future attributes, new systems and subsystems can be envisioned. Technology for the United States Navy and Marine Corps, 2000-2035 Becoming a 21st-Century Force:Volume 2: Technology indentifies those technologies that are unique to the naval forces and whose development the Department of the Navy clearly must fund, as well as commercially dominated technologies that the panel believes the Navy and Marine Corps must learn to adapt as quickly as possible to naval applications. Since the development of many of the critical technologies is becoming global in nature, some consideration is given to foreign capabilities and trends as a way to assess potential adversaries' capabilities. Finally, the panel assessed the current state of the science and technology (S&T) establishment and processes within the Department of the Navy and makes recommendations that would improve the efficiency and effectiveness of this vital area. The panel's findings and recommendations are presented in this report.

The U.S. Census Bureau maintains an important portfolio of economic statistics programs, including quinquennial economic censuses, annual economic surveys, and quarterly and monthly indicator surveys. Government, corporate, and academic users rely on the data to understand the complexity and dynamism of the U.S. economy. Historically, the Bureau's economic statistics programs developed sector by sector (e.g., separate surveys of manufacturing, retail trade, and wholesale trade), and they continue to operate largely independently. Consequently, inconsistencies in questionnaire content, sample and survey design, and survey operations make the data not only more difficult to use, but also more costly to collect and process and more burdensome to the business community than they could be. This report reviews the Census Bureau's annual economic surveys. Specifically, it examines the design, operations, and products of 11 surveys and makes recommendations to enable them to better answer questions about the evolving economy.
This report addresses a number of issues that have surfaced in the debates over the impact of technological change on employment. These issues include the effects of technological change on levels of employment and unemployment within the economy; on the displacement of workers in specific industries or sectors of the economy; on skill requirements; on the welfare of women, minorities, and labor force entrants in a technologically transformed economy; and on the organization of the firm and the workplace. It concludes that technological change will contribute significantly to growth in employment opportunities and wages, although workers in specific occupations and industries may have to move among jobs and careers.
