This book reviews the Corps of Engineers' experiences to date with the concept of "adaptive management" and provides advice on additional and more effective implementation of this planning approach. The adaptive management concept itself is complex and evolving, but might be summarized as "learning while doing." The book reviews literature on adaptive management and notes that a range of adaptive management practices present themselves for Corps projects. It is noted that there is no "cookbook" approach to adaptive management, and the book encourages the Corps of Engineers to continue to work with and learn from its applications of the concept. To facilitate institutional learning and to ensure that experiences are being employed across the agency, the book recommends that a Corps Center for Adaptive Management be established. The book also notes that greater involvement from the administration and Congress will be essential to successful adaptive management applications, as the Corps' efforts in this area will benefit from clarified water resources management objectives, the authority to manage adaptively, and from resources necessary for programs such as stakeholder collaboration and post-construction evaluations.
With the growing number, complexity, and importance of environmental problems come demands to include a full range of intellectual disciplines and scholarly traditions to help define and eventually manage such problems more effectively. Decision Making for the Environment: Social and Behavioral Science Research Priorities is the result of a 2-year effort by 12 social and behavioral scientists, scholars, and practitioners. The report sets research priorities for the social and behavioral sciences as they relate to several different kinds of environmental problems.
The U.S. Army Corps of Engineers, through its civil works program, can take pride in its contributions throughout our nation's history to the development of waterways infrastructure, navigation, flood damage reduction, water resources development and protection, and environmental restoration. Many projects that have been pioneering in their concept and bold in their execution were made possible by the creativity and dedication of outstanding scientists, engineers, and builders. The Corps has always had review processes for evaluation of its planning studies and projects, with the focus often being largely on the technical aspects. In recent years, however, increased consideration of such factors as environmental impacts, economic evaluations, political pressures, and new paradigms about flood control and management has engendered increased criticism and concern that some of the Corps' studies may have led to conclusions, recommendations, and project decisions that are not adequately supported by the assumptions and analyses that were used. The focus of the report is on review of Corps of Engineers studies, with careful attention given to the need for independent, external reviews by panels of well-qualified and impartial experts for large, complex, and sensitive projects.
The U.S. Army Corps of Engineers (the Corps) has played a large and important role in shaping water resources systems in the United States since Congress first tasked it in 1824 to improve navigation on the Ohio and Mississippi Rivers. Since then, rivers have been modified for navigation and flood control, harbors have been dredged for shipping, and coastlines are routinely fortified against erosion and beach loss. Recent decades have seen an overall decline in budgets for civil works project construction, yet the range of objectives for water resources projects has broadened as society places more value on environmental and recreational benefits. Thus, the Corps' portfolio of water resources projects has changed considerably. There is a reduced emphasis on traditional construction projects and an increased focus on maintenance and reoperation of existing projects such as locks, dams, and levees and on environmental restoration projects. An integrated approach to water resources planning at the scale of river basins and coastal systems is widely endorsed by the academic and engineering communities. The Corps' mission, expertise, and experience give it immense potential to alter the structure and functioning of the nation's waterways and coasts. As might be expected in a large and complex organization answering to a range of public and private demands, implementation of these new policies and objectives is neither consistent nor complete. River Basins and Coastal Systems Planning within the U.S. Army Corps of Engineers recommends improvements in the Corps' water resource project planning and review process. This report compares economic and environmental benefits and costs over a range of time and space scales, suggests multiple purpose formulation and evaluation methods, and recommends integration of water development plans with other projects in the region.
The San Francisco Bay Delta Estuary is a large, complex estuarine ecosystem in California. It has been substantially altered by dikes, levees, channelization, pumps, human development, introduced species, dams on its tributary streams and contaminants. The Delta supplies water from the state's wetter northern regions to the drier southern regions and also serves as habitat for many species, some of which are threatened and endangered. The restoration of water exacerbated tensions over water allocation in recent years, and have led to various attempts to develop comprehensive plans to provide reliable water supplies and to protect the ecosystem. One of these plans is the Bay Delta Conservation Plan (BDCP). The report, A Review of the Use of Science and Adaptive Management in California's Draft Bay Delta Conservation Plan, determines that the plan is incomplete in a number of important areas and takes this opportunity to identify key scientific and structural gaps that, if addressed, could lead to a more successful and comprehensive final BDCP. The plan is missing the type of structure usually associated with current planning methods in which the goals and objectives are specified, alternative measure for achieving the objectives are introduced and analyzed, and a course of action in identified based on analytical optimization of economic, social, and environmental factors. Yet the panel underscores the importance of a credible and a robust BDCP in addressing the various water management problems that beset the Delta. A stronger, more complete, and more scientifically credible BDCP that effectively integrates and utilizes science could indeed pave the way toward the next generation of solutions to California's chronic water problems.

Across the United States, impacts of climate change are already evident. Heat waves have become more frequent and intense, cold extremes have become less frequent, and patterns of rainfall are likely changing. The proportion of precipitation that falls as rain rather than snow has increased across the western United States and Arctic sea ice has been reduced significantly. Sea level has been rising faster than at any time in recent history, threatening the natural and built environments on the coasts. Even if emissions of greenhouse gases were substantially reduced now, climate change and its resulting impacts would continue for some time to come. To date, decisions related to the management and protection of the nation's people, resources, and infrastructure have been based on records in the recent past, when climate was relatively stable. Adapting to the Impacts of Climate Change, part of the congressionally requested America's Climate Choices suite of studies, calls for a new paradigm-one that considers a range of possible future climate conditions and impacts that may be well outside the realm of past experience. Adaptation requires actions from many decision makers in federal, state, tribal, and local governments; the private sector; non-governmental organizations; and community groups. However, current efforts are hampered by a lack of solid information about the benefits, costs, and effectiveness of various adaptation options; climate information on regional and local scales; and a lack of coordination. Adapting to the Impacts of Climate Change calls for a national adaptation strategy that provides needed technical and scientific resources, incentives to begin adaptation planning, guidance across jurisdictions, shared lessons learned, and support of scientific research to expand knowledge of impacts and adaptation.
The report reviews a U.S. Department of the Interior research program, finding that it provides key information to support the restoration of the Florida Everglades and to better assess the impact of hydrologic change on the ecosystem. However, the program needs more funding, better management and broader distribution of its findings. The report suggests that strategic investments in Everglades research will increase the chances of reaching restoration goals while reducing overall costs.
Extreme weather and climate events, interacting with exposed and vulnerable human and natural systems, can lead to disasters. This Special Report explores the social as well as physical dimensions of weather- and climate-related disasters, considering opportunities for managing risks at local to international scales. Climate change is occurring, is caused largely by human activities, and poses significant risks for-and in many cases is already affecting-a broad range of human and natural systems. The compelling case for these conclusions is provided in Advancing the Science of Climate Change, part of a congressionally requested suite of studies known as America's Climate Choices. While noting that there is always more to learn and that the scientific process is never closed, the book shows that hypotheses about climate change are supported by multiple lines of evidence and have stood firm in the face of serious debate and careful evaluation of alternative explanations. As decision makers respond to these risks, the nation's scientific enterprise can contribute through research that improves understanding of the causes and consequences of climate change and also is useful to decision makers at the local, regional, national, and international levels. The book identifies decisions being made in 12 sectors, ranging from agriculture to transportation, to identify decisions being made in response to climate change. Advancing the Science of Climate Change calls for a single federal entity or program to coordinate a national, multidisciplinary research effort aimed at improving both understanding and responses to climate change. Seven cross-cutting research themes are identified to support this scientific enterprise. In addition, leaders of federal climate research should redouble efforts to deploy a comprehensive climate observing system, improve climate models and other analytical tools, invest in human capital, and improve linkages between research and decisions by forming partnerships with action-oriented programs.
Everyone-government agencies, private organizations, and individuals-is facing a changing climate: an environment in which it is no longer prudent to follow routines based on past climatic averages. State and local agencies in particular, as well as the federal government, need to consider what they will have to do differently if the 100-year flood arrives every decade or so, if the protected areas for threatened species are no longer habitable, or if a region can expect more frequent and more severe wildfires, hurricanes, droughts, water shortages, or other extreme environmental events. Both conceptually and practically, people and organizations will have to adjust what may be life-long assumptions to meet the potential consequences of climate change. How and where should bridges be built? What zoning rules may need to be changed? How can targets for reduced carbon emissions be met? These and myriad other questions will need to be answered in the coming years and decades. Informing Decisions in a Changing Climate examines the growing need for climate-related decision support-that is, organized efforts to produce, disseminate, and facilitate the use of data and information in order to improve the quality and efficacy of climate-related decisions. Drawing on evidence from past efforts to organize science for improved decision making, it develops guidance for government agencies and other institutions that will provide or use information for coping with climate change. This volume provides critical analysis of interest to agencies at every level, as well as private organizations that will have to cope with the world's changing climate.
The Climate Change 2007 volumes of the Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) provide the most comprehensive and balanced assessment of climate change available. This IPCC Working Group III volume provides a comprehensive, state-of-the-art and worldwide overview of scientific knowledge related to the mitigation of climate change. It includes a detailed assessment of costs and potentials of mitigation technologies and practices, implementation barriers, and policy options for the sectors: energy supply, transport, buildings, industry, agriculture, forestry and waste management. It links sustainable development policies with climate change practices. This volume will again be the standard reference for all those concerned with climate change, including students and researchers, analysts and decision-makers in governments and the private sector.
