This volume brings together a collection of papers presented at the annual conference of the Network of Asia-Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG). The publication reflects the diversity of "grounded voices to be found in the region." While the approaches are different, a distinguishing feature is the depth of local knowledge they exhibit and the manner in which innovation from within the Asia and Pacific region is highlighted.
The North Pacific Research Board (NPRB) was established in 1997 as custodian to a pool of funds intended for the study of the North Pacific Ocean, Bering Sea, and Arctic Ocean. The success of the NRPB is the development of a high quality, long-range science plan that provides a better understanding of ecosystems and their fisheries in the region. This report provides a framework to help the NPRB identify appropriate science themes and mechanisms for administering and distributing the funds. It contains extensive input from residents of Alaskan communities, to help scientists understand and address issues of importance to the local communities. The book makes specific recommendations on long-term research priorities, the NPRB management structure and the development of future programs.
The North Pacific Research Board (NPRB) was established by Congress in 1997 to recommend marine research activities to the Secretary of Commerce on or relating to the fisheries or marine ecosystem in the North Pacific Ocean, Bering Sea, Arctic Ocean, and related bodies of water. NPRB called on the National Academies to develop a comprehensive long range science plan pertaining to its research activities. This assistance has been provided in two phases. In phase one, beginning in early 2003, a National Academies committee worked to understand the purpose of the NPRB, gather information to help identify research needs, and provide advice on the components of a sound science plan. The committee's assessment is contained in a report released in early 2004, Elements of a Science Plan for the North Pacific Research Board. With this guidance as a tool, the NPRB staff, Science Panel, and Advisory Panel worked together to write a draft science plan to steer the program in the coming decade. During the second phase, the same committee reviewed the NPRB's draft science plan and provided final feedback to the NPRB. It is a focused review, generally following the organization of the NPRB document. This report is intended primarily as a direct communication from the committee to those planning the NPRB's programs, to help them improve the science plan and ensure successful implementation.
The importance of salmon to the Pacific Northwestâ€"economic, recreational, symbolicâ€"is enormous. Generations ago, salmon were abundant from central California through Idaho, Oregon, and Washington to British Columbia and Alaska. Now they have disappeared from about 40 percent of their historical range. The decline in salmon numbers has been lamented for at least 100 years, but the issue has become more widespread and acute recently. The Endangered Species Act has been invoked, federal laws have been passed, and lawsuits have been filed. More than $1 billion has been spent to improve salmon runsâ€"and still the populations decline. In this new volume a committee with diverse expertise explores the complications and conflicts surrounding the salmon problemâ€"starting with available data on the status of salmon populations and an illustrative case study from Washington state's Willapa Bay. The book offers specific recommendations for salmon rehabilitation that take into account the key role played by genetic variability in salmon survival and the urgent need for habitat protection and management of fishing. The committee presents a comprehensive discussion of the salmon problem, with a wealth of informative graphs and charts and the right amount of historical perspective to clarify today's issues, including: Salmon biology and geographyâ€"their life's journey from fresh waters to the sea and back again to spawn, and their interaction with ecosystems along the way. The impacts of human activitiesâ€"grazing, damming, timber, agriculture, and population and economic growth. Included is a case study of Washington state's Elwha River dam removal project. Values, attitudes, and the conflicting desires for short-term economic gain and long-term environmental health. The committee traces the roots of the salmon problem to the extractive philosophy characterizing management of land and water in the West. The impact of hatcheries, which were introduced to build fish stocks but which have actually harmed the genetic variability that wild stocks need to survive. This book offers something for everyone with an interest in the salmon issueâ€"policymakers and regulators in the United States and Canada; environmental scientists; environmental advocates; natural resource managers; commercial, tribal, and recreational fishers; and concerned residents of the Pacific Northwest.

People are demanding more of the goods, services, and amenities provided by the forests of the Pacific Northwest, but the finiteness of the supply has become clear. This issue involves complex questions of biology, economics, social values, community life, and federal intervention. Forests of the Pacific Northwest explains that economic and aesthetic benefits can be sustained through new approaches to management, proposes general goals for forest management, and discusses strategies for achieving them. Recommendations address restoration of damaged areas, management for multiple uses, dispute resolution, and federal authority. The volume explores the market role of Pacific Northwest wood products and looks at the implications if other regions should be expected to make up for reduced timber harvests. The book also reviews the health of the forested ecosystems of the region, evaluating the effects of past forest use patterns and management practices. The Pacific Food System Outlook represents the first regionwide coordinated effort to provide the outlook for the Pacific food system. The food system includes not just production agriculture, but also the whole complex of economic relationships and linkages that tie the region's food consumers to producers. The goal of the Pacific Food System Outlook is to help increase knowledge about the diverse components of this vital segment of the global economy. The food system is one of the economic sectors most sensitive to the potential consequences of price volatility. The expectation is that price volatility will continue for at least the near term. Public and private sector decision-makers around the region need the best possible information to address this challenge. This year's report analyses the underlying factors driving volatility; the potential near-term implications for production agriculture, food security, and the broader food system; and the nature of measures and approaches that governments and the private sector might employ to reduce potential adverse economic impacts.
Target 5A of the United Nations Millennium Development Goals (MDGs) was to reduce maternal deaths by 75% between 1990 and 2015. The Maternal Mortality Estimation Inter-Agency Group comprising the World Health Organization (WHO) the United Nations Children?s Fund (UNICEF) the United Nations Population Fund (UNFPA) the World Bank Group and the United Nations Population Division assessed the 95 countries with an MMR higher than 100 in 1990. The report notes Cambodia the Lao People?s Democratic Republic and Mongolia have achieved this target in the Western Pacific Region. However maternal mortality remains higher than the Sustainable Development Goal (SDG) target in five countries in the Region. WHO has developed evidence-based maternal health recommendations for reducing maternal mortality and morbidity. This review compares national guidelines and protocols implementation and health system standards to WHO recommendations for eight countries that account for 96% of maternal deaths in the Western Pacific Region.
