Compulsory voting is widely used in the democratic world, and it is well established that it increases electoral participation. Beyond Turnout: How Compulsory Voting Shapes Citizens and Political Parties assesses the effects of compulsory voting beyond turnout. Singh first summarizes the normative arguments for and against compulsory voting, provides information on its contemporary use, reviews recent events pertaining to its (proposed) adoption and abolition, and provides an extensive account of extant research on its consequences. He then advances a theory that compulsory voting polarizes behavior and attitudes, and broadens gaps in political sophistication levels, among those with negative and positive orientations toward democracy. Recognizing the impact of mandatory voting on the electorate, political parties then alter the ways in which they seek votes, with mainstream parties moderating their platforms and smaller parties taking more extreme positions. Singh uses survey data from countries with compulsory voting to show that support for the requirement to vote is driven by individuals' orientations toward democracy. Between 1981 and 1982 Dr. Singh spent nearly two years in Heidelberg, doing re search partly at the South Asia Institute of the Ruprecht Karl University and partly at the Max Planck Institute for Comparative Public Law and International Law. During his stay in the Federal Republic of Germany, Dr. Singh studied the general principles of German administrative law in a careful and admirable manner, and he has now completed the present book which is based on his studies in Heidelberg. For several reasons Dr. Singh is especially qualified to write this book: His famil iarity with the administrative law of his home country has enabled him to look upon the German law with considerable objectivity; his knowledge of the German lan guage gave him access to the vast amount of German literature and court decisions; and Dr. Singh was able to penetrate this material with a searching and scholarly spirit. Public opinion polls have become increasingly prominent during elections, but how they affect voting behaviour remains uncertain. In this work, we estimate the effects of poll exposure using an experimental design in which we randomly assign the availability of polls to participants in simulated election campaigns. We draw upon results from ten independent experiments conducted across six countries on four continents (Argentina, Australia, Canada, New Zealand, the United Kingdom, and the United States) to examine how polls affect the amount of information individuals seek and the votes that they cast. We further assess how poll effects differ according to individual-level factors, such as partisanship and political sophistication, and the content included in polls and how it is presented. Our work provides a comprehensive assessment of the power of polls and the implications for poll reporting in contemporary elections.
Most complex physical phenomena can be described by nonlinear equations, specifically, differential equations. In water engineering, nonlinear differential equations play a vital role in modeling physical processes. Analytical solutions to strong nonlinear problems are not easily tractable, and existing techniques are problem-specific and applicable for specific types of equations. Exploring the concept of homotopy from topology, different kinds of homotopy-based methods have been proposed for analytically solving nonlinear differential equations, given by approximate series solutions. Water is vital for life. Since the dawn of civilization, much effort has been made to harness sources of fresh water. Recent years have raised global awareness of the need for increasing demand of water worldwide, largely because of growing population, rising standard of living, higher demand for energy, and greater appreciation for environmental quality. As an example, the world population has increased threefold in the past five decades. In order to meet the rising water demand, water resources are being developed by building large dams, reservoirs, barrages and weirs across rivers worldwide. The guiding principle for water resources development has been to ensure adequate supply of water for agriculture, domestic use (including fine drinking water), waste disposal, industries, and energy production, with due attention to maintain the ecosystem functions. This development, however, depends on a holistic, cooperative and scientific approach. The basic inputs in the assessment of water resources for a given region are from hydrological data and the subject of hydrology forms the core in achieving sustainable development of water resources. Barring a few exceptions, hydrological data for most river basins are sparse and therefore it is difficult to comprehensively assess their water resources. The major source of water is rainfall which occurs as a result of condensation of atmospheric moisture governed by the science of meteorology.

Biodiversity is considered as "an immense economic resource". Its conservation and sustainable use ensures food security, safeguards human health, and provides ecological as well as aesthetic and cultural benefits. Systematics, as a fundamental science, serves as a very important discipline for understanding biodiversity. In this volume, emphasis has been laid on the simplest Prokaryotic organisms, the diverse Algae, the "Adaptive Strategies of Bryophytes and the "Diversity in Pteridophytes". There is stress on the importance of Ethnic Knowledge, Botanic Gardens, and Reproductive Biology in conservation. Interesting aspects of `Invasive Plant Species', `Analysis of Plant Biodiversity and Evolution at Genome Level' and `Leaf Epidermal Diversity in Grasses' are discussed. Detailed accounts of the fauna and flora of Punjab have also been provided. Dr. Prithipalsingh is a Senior Reader in Botany in Kirorimal College. He has been teaching since 1971. The areas of special interest in which he is recognized as an expert include, besides Plant Taxonomy, Biodiversity Studies, Ecology and Environmental Biology. He has published numerous research papers in National and International Journals. Dr. Prithipalsingh served on the National Consultation Committee for discussing the "State of the Environment Report of India 2001" prepared by the United Nations Environment Programme. He has completed a project on "Status of biodiversity conservation in Punjab" for the Punjab Forest Department, as a member of the Tata Energy Research Institute team. As a consultant for Biodiversity with “The Energy Research Institute (TERI)”, Dr. Prithipalsingh participated in several World Bank funded research projects of the Uttar Pradesh/Uttranchal State Forest Department. He has obtained first hand information on the effect of 'fire', 'grazing', 'collection of non-timber forest products' and 'natural regeneration', focusing on the ground realities for evaluating the impact of different parameters necessary for formulating “management recommendations”.

INTRODUCTION AND LITERATURE REVIEW The exploration for oil and gas in ever increasing water depths has given an impetus to research efforts on the behaviour of offshore structures under ocean environment. These structures are continuously subjected to environmental loading because of waves, wind and current. A response analysis is required to assess the safety of offshore structure under severe storm conditions as well as for estimation of damage caused by less severe but more frequently occuring sea states. A majority of the reported failures in the life time of offshore structures are in fact fatigue failures. The offshore structures are usually built in the form of welded tubular structures. The joints of these tubular members experience the fatigue damage mainly due to small defects in welding which act as crack initiators, high stress concentrations and the variable loads. The variable loads due to the ocean waves cause cyclic stress variation in the structural members and the accumu lated effect of these stresses results in the fatigue failure.
