Share, Don’t Take the Lead is a book that offers an alternative perspective on leadership. The philosophy of shared leadership is straightforward: Leadership does not derive solely from position, authority, or hierarchy. Instead, leadership is something that can be executed by anyone who has the best knowledge or skill to undertake the leadership necessary in any given situation. Shared leadership is especially relevant, for example, in empowered teams where shared leadership can be initiated from any team member at any time, depending on the needs of the moment and the capabilities of the individuals. But the notion of shared leadership is also appropriate in a larger context. For example, an individual lower in the hierarchy can provide leadership if that person is best qualified to exercise it. Shared leadership also shows how hierarchical leaders with formal authority can use empowerment to develop leadership in others. This book tells the tales of how multiple trail blazing organizations used shared leadership to build high performance. The notion of shared leadership seems to contradict many of the bedrock ideas of efficient management and effective organizations. A typical first reaction is, “It’ll never work here!” Yet, the organizations that “get it” and implement this new powerful approach tend to be more innovative and to out-perform their “nay-sayer” competitors. Home From The War gives a voice to Vietnam veterans. Thomas P. Evans was promoted to sergeant as a 19-year-old infantryman and put in charge of a 15-man mortar section. Just before his tour ended a mortar accident killed a Marine and dashed Evans' hopes of making the Marine Corps his career. When he returned home he wanted to put the war behind him and make something of himself. He describes the depression which first began when the My Laistory broke and eventually put him in the hospital. He explains the fear of fathering a child when he thought he might have been exposed to Agent Orange. He tells how he felt walking down the hallways of the Colt Firearms Company, knowing it produced a defective rifle that killed several Marines in his battalion. He documents his search for a wartime photo that led to a reunion with his Vietnam comrades. He describes a two decade split with a friend who opposed the war. And he writes of the letters his newspaper articles elicited from the loved ones of Marines killed years earlier. Evans does a great job of putting the reader inside the head of a Vietnam veteran. In 1967 Thomas P. Evans served in Vietnam in the 1st Battalion, 9th Marines, the Walking Dead battalion. He is a computer programmer who lives in Connecticut. Despite America's pluralistic, fragmented, and generally adversarial political culture, participants in pollution control politics have begun to collaborate to reduce the high costs of developing, implementing, and enforcing regulations. Edward P. Weber uses examples from this traditionally combative policy arena to propose a new model for regulation, "pluralism by the rules," a structured collaborative format that can achieve more effective results at lower costs than typically come from antagonistic approaches. Weber cites the complexity and high implementation costs of environmental policy as strong but insufficient incentives for collaboration. He shows that cooperation becomes possible when opposing sides agree to follow specific rules that include formal binding agreements about enforcement, commitment to the process by political and bureaucratic leaders, and the ensured access and accountability of all parties involved. Such rules establish trust, create assurances that agreements will be enforced, and reduce the perceived risks of collaboration. Through case studies dealing with acid rain, reformulated gasoline, and oil refinery pollution control, Weber demonstrates the potential of collaboration for realizing a cleaner environment, lower compliance costs, and more effective enforcement. Challenging the prevailing view that endless conflict in policymaking is inevitable, Pluralism by the Rules establishes a theoretical framework for restructuring the regulatory process.

Teodoro’s theory of bureaucratic executive ambition explains why pioneering leaders aren not the result of serendipity, but rather arise out of predictable institutional design. Teodoro explains the systems that foster or frustrate entrepreneurship among public executives. Through case studies and quantitative analysis of original data, he shows how psychological motives and career opportunities shape administrators’ decisions, and he reveals the consequences these choices have for innovation and democratic governance. Tracing the career paths and political behavior of agency executives, Teodoro finds that, when advancement involves moving across agencies, ambitious bureaucrats have strong incentives for entrepreneurship. Where career advancement occurs vertically within a single organization, ambitious bureaucrats have less incentive for innovation, but perhaps greater accountability. This research introduces valuable empirical methods and has already generated additional studies. A powerful argument for the art of the possible, Bureaucratic Ambition advances a flexible theory of politics and public administration. Its lessons will enrich debate among scholars and inform policymakers and career administrators.

Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.
