What can be done to create more and better jobs in Europe and Central Asia? And should there be specific policies to help workers access those jobs? The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.

The astronomer’s observing chair as both image and object, and the story it tells about a particular kind of science and a particular view of history. The astronomer’s chair is a leitmotif in the history of astronomy, appearing in hundreds of drawings, prints, and photographs from a variety of sources. Nineteenth-century stargazers in particular seemed eager to display their observing chairs—task-specific, often mechanically adjustable observatory furniture designed for use in conjunction with telescopes. But what message did they mean to send with these images? In The Astronomer’s Chair, Omar W. Nasim considers these specialized chairs as both image and object, offering an original framework for linking visual and material cultures. Observing chairs, Nasim ingeniously argues, showcased and embodied forms of scientific labor, personae, and bodily practice that appealed to bourgeois sensibilities. Viewing image and object as connected parts of moral, epistemic, and visual economies of empire, Nasim shows that nineteenth-century science was represented in terms of comfort and energy, and that “manly” postures of Western astronomers at work in specialized chairs were contrasted pointedly with images of “effete” and cross-legged “Oriental” astronomers. Extending his historical analysis into the twentieth century, Nasim reexamines what he argues to be a famous descendant of the astronomer’s chair: Freud’s psychoanalytic couch, which directed observations not outward toward the stars but inward toward the stratified universe of the psyche. But whether in conjunction with the mind or the heavens, the observing chair was a point of entry designed for specialists that also portrayed widely held assumptions about who merited epistemic access to these realms in the first place. This book provides an in-depth look into key political dynamics that obtain in a democracy without parties, offering a window into political undercurrents increasingly in evidence throughout the Latin American region, where political parties are withering. For the past three decades, Peru has showcased a political universe populated by amateur politicians and the dominance of personalism as the main party–voter linkage form. The study peruses the post-2000 evolution of some of the key Peruvian electoral vehicles and classifies the partisan universe as a party non-system. There are several elements endogenous to personalist electoral vehicles that perpetuate partylessness, contributing to the absence of party building. The book also examines electoral dynamics in partyless settings, centrally shaped by effective electoral supply, personal brands, contingency, and iterated rounds of strategic voting calculi. Given the scarcity of information electoral vehicles provide, as well as the enormously complex political environment Peruvian citizens inhabit, personal brands provide readymade informational shortcuts that simplify the political world. The concept of “negative legitimacy environments” is furnished to capture political settings comprised of supermajorities of floating voters, pervasive negative political identities, and a generic citizen preference for newcomers and political outsiders. Such environments, increasingly present throughout Latin America, produce several deleterious effects, including high political uncertainty, incumbency disadvantage, and political time compression. Peru’s “democracy without parties” fails to deliver essential democratic functions including governability, responsiveness, horizontal and vertical accountability, or democratic representation, among others.

Malgré la forte croissance économique que l’Afrique subsaharienne a connue ces vingt dernières années, les niveaux de transformation économique, de réduction de la pauvreté et de développement des compétences dans cette partie du monde sont bien inférieurs à ceux des autres régions. Des investissements judicieux dans le développement des compétences, en accord avec les objectifs politiques de croissance de la productivité, d’inclusion et d’adaptabilité, peuvent aider à accélérer la transformation économique de la région subsaharienne au XXIe siècle. L’augmentation de la population en âge de travailler en Afrique subsaharienne constitue une réelle chance d’accroître la prospérité collective. Les pays de la région ont investi massivement dans le développement des compétences†‰; les dépenses publiques consacrées à l’éducation ont été multipliées par sept au cours des 30 dernières années, et le nombre d’enfants scolarisés est aujourd’hui plus élevé que jamais. Pourtant, les systèmes d’éducation de cette population n’ont pas donné les résultats escomptés, et ces insuffisances entravent considérablement les perspectives économiques. Dans la moitié des pays, moins de deux enfants sur trois terminent l’école primaire, et encore moins atteignent des niveaux supérieurs d’enseignement et obtiennent un diplôme. Les acquis d’apprentissage demeurent faibles, ce qui entraîne des lacunes dans les compétences cognitives de base telles que la lecture, l’écriture et le calcul, aussi bien chez les enfants, les jeunes que les adultes. Le taux d’alphabétisation de la population adulte est inférieur à 50 % dans de nombreux pays†‰; la part des adultes sachant lire, écrire et compter de manière fonctionnelle est encore plus faible. Une réforme du système est nécessaire pour réaliser des progrès significatifs. De multiples agences aux niveaux national et local sont impliquées dans les stratégies de développement des compétences, faisant des compétences «†‰le problème de tous, mais la responsabilité de personne†‰». Les politiques et les réformes doivent permettre de renforcer les capacités des politiques qui ont fait leurs preuves et d’instaurer des mesures incitatives visant à faire converger le comportement de tous les acteurs dans la poursuite des objectifs de développement des compétences au niveau national. The last of the first stories is Shatter Blue Magica story dealing with a young man who is an assassin who leaves a person alive he was supposed to kill, now he is only having to kill the person before he kills him and the lady he loves. The second batch of stories starts with Shatter Blue Magic 2, which is about the assassin from the first story having to kill his younger brother and sister-in-law, who have both been assigned to kill him, his wife, son, and employers. Web is the sequel to Chain where the two federal agents from the first story go undercover in Phoenix, Arizona, with two Phoenix detectives to investigate and stop two nightclub owners in Phoenix from kidnapping teenage girls and selling them to the adult entertainment industry to work as adult film stars. Gradill 2 is where the FBI agent from the first story is going undercover in Chicago to investigate a local domestic terrorist group and stop them from wrecking havoc in Chicago. The third batch of stories is Gradill 3 where the FBI agent from the two previous stories goes undercover with her sister to investigate a growing local domestic terrorist group who is causing trouble in Chicago and to stop them. The Last Call for Shatter Blue Magic picks up where the second story left off, healing his wounds from his encounter with his brother and sister-in-law, the assassin takes one last job where he must go around the world killing criminal organizations, corrupt policemen, crooked politicians, and terrorists, or he and his family and employers will be killed. Link is the last story in the Chain series where the two federal agents must go to Honolulu, Hawaii, with two Honolulu detectives to go undercover at a local sweatshop to investigate and stop a local rich woman and her friends from using children from Asia and America to work in her sweatshop making clothes that end up in department stores.
