This book assesses the capacity of the federal government to recruit and retain highly qualified scientists and engineers for federal service. It recommends more vigorous use of the existing Federal Employees Pay Comparability Act of 1990 (FEPCA), as well as changes in legislation. It discusses the variety of management structures needed to support the different missions of federal agencies and identifies where organizational responsibility for implementing changes should lie.
This book, based on a conference, examines both quantitative and qualitative evidence regarding the low employment of women scientists and engineers in the industrial work force of the United States, as well as corporate responses to this underparticipation. It addresses the statistics underlying the question "Why so few?" and assesses issues related to the working environment and attrition of women professionals.
This report is the summary of a workshop conducted by the National Research Council in order to learn from both forecast makers and forecast users about improvements that can be made in understanding the markets for doctoral scientists and engineers. The workshop commissioned papers examined (1) the history and problems with models of demand and supply for scientists and engineers, (2) objectives and approaches to forecasting models, (3) margins of adjustment that have been neglected in models, especially substitution and quality, (4) the presentation of uncertainty, and (5) whether these forecasts of supply and demand are worthwhile, given all their shortcomings. The focus of the report was to provide guidance to the NSF and to scholars in this area on how models and the forecasts derived from them might be improved, and what role NSF should play in their improvement. In addition, the report examined issues of reporting forecasts to policymakers.
The science and engineering enterprise has continued to evolve, responding over the last decade to increased economic globalization, a post-cold war military, federal budget fluctuations, and structural changes in the way science and engineering are conducted and innovations are adopted. This report suggests ways to revise the data collection activities of the Science Resources Studies Division (SRS) of the National Science Foundation to better capture the current realities of R&D funding and S&E human resources. The report's recommendations would improve the relevance of the data on graduate education, the labor market for scientists and engineers, and the funding and conduct of research and development, and thus better meet the data needs of policymakers, managers, and researchers.
From time to time, it is necessary to alert the research and policy communities to opportunities for action in areas of mutual concern. One such area is the participation and utilization of women in science and engineering in the United States. This book explores the underparticipation of women in these fields and presents a strategic plan to bring qualified women into such careers as researchers, teachers, and practitioners of science and engineering.
Every industrialized country is concerned with maintaining an adequate supply of individuals interested in careers in science and technology, yet little is known about these efforts outside national borders. This book represents the proceedings of an international conference on Trends in Science and Technology Careers, held in Brussels in 1993. Organized at the behest of OSEP and the OIA Committee on International Organizations and Programs, in cooperation with the European Commission (DG XII) and in response to a resolution of the International Council of Scientific Unions, the conference identified international data on career trends, assessed the research base engaged in studying science and technology careers, and identified ways in which international organizations could promote greater interest in science and technology human resource development. The conference laid the groundwork for continuing international discussions about the best ways to study and promote careers in science and technology and national dialogues about the ways to integrate this knowledge into human resources policies.
Who Will Do the Science of the Future? is the summary of a symposium on careers of women in science. The symposium incorporated three panels of presenters: one focusing on the next generation, Science for All Students; a second that looks in depth at the issues reflected in one particular field of science, computer science, reflecting an in-depth view of academic and industrial computer scientists; and a third that focuses on strategies and policies to recruit, retain, and promote career advancement for women scientists. Lastly, there was a plenary address on how to ensure women continue to advance into positions of leadership in science.
A look at any newspaper's employment section suggests that competition for qualified workers in information technology (IT) is intense. Yet even experts disagree on not only the actual supply versus demand for IT workers but also on whether the nation should take any action on this economically important issue. Building a Workforce for the Information Economy offers an in-depth look at IT. workers-where they work and what they do-and the policy issues they inspire. It also illuminates numerous areas that have been questioned in political debates: Where do people in IT jobs come from, and what kind of education and training matter most for them? Are employers' and workers' experiences similar or different in various parts of the country? How do citizens of other countries factor into the U.S. IT workforce? What do we know about IT career paths, and what does that imply for IT workers as they age? And can we measure what matters? The committee identifies characteristics that differentiate IT work from other categories of high-tech work, including an informative contrast with biotechnology. The book also looks at the capacity of the U.S. educational system and of employer training programs to produce qualified workers.
As biomedical and behavioral research progresses into new areas, the number of scientists active in various fields rises and falls, and the health needs of the U.S. population evolve, it is important to ensure that the preparation of future investigators reflects these changes. This book addresses these topics by considering questions such as the following: What is the current supply of biomedical and behavioral scientists? How is future demand for scientists likely to be affected by factors such as advances in research, trends in the employment of scientists, future research funding, and changes in health care delivery? What are the best ways to prepare prospective investigators to meet future needs in scientific research? In the course of addressing these questions, this volume examines the number of investigators trained every year, patterns of hiring by universities and industry, and the age of the scientific workforce in different fields, and makes recommendations for the number of scientists that should be trained in the years ahead. This book also considers the diversity of the research workforce and the importance of providing prospective scientists with the skills to successfully collaborate with investigators in related fields, and offers suggestions for how government and universities should structure their research training programs differently in the future.
Surprisingly little is known about the people responsible for advancing the science, technology, and application of computing systems, despite their critical roles in the U.S. economy. As a group, they can be referred to as "computing professionals." But that label masks an unusually wide range of occupations. To add to the confusion, the nature of these occupations is changing rapidly in response to dramatic advances in technology. Building from discussions at a workshop, this book explores the number, composition, demand, and supply of computing professionals in the United States. It identifies key issues and sources of data and illuminates options for improving our understanding of these important occupational groups.
On May 3, 1993, the National Research Council's (NRC) Committee on National Needs for Biomedical and Behavioral Research Personnel convened a public hearing to gather the views of colleagues on the future direction of the National Research Service Awards (NRSA) program. In preparation for the hearing, the committee formulated a set of questions to be addressed by respondents and consulted with the staff of the National Institutes of Health in compiling a list of individuals and organizations to whom a letter soliciting a response to those questions could be sent. (See Appendix A.) A letter posing the following four questions was sent to over 1,000 individuals: What is the most significant challenge we face today in the United States in maintaining an adequate supply of qualified scientists to sustain and advance health research? What improvements might be made in the National Research Service Awards (NRSA) program to assure a continuing supply of skilled investigators in the biomedical and behavioral sciences in the coming years? What steps might be taken to improve the effectiveness of the NRSA program in recruiting women and minorities into scientific careers? What features of the NRSA training grant might be strengthened to assure the maintenance of high quality research training environments?
