The role of formal and informal institutional forces in changing three areas of U.S. public policy: privacy rights, civil rights and climate policy There is no finality to the public policy process. Although it’s often assumed that once a law is enacted it is implemented faithfully, even policies believed to be stable can change or drift in unexpected directions. The Fourth Amendment, for example, guarantees Americans’ privacy rights, but the 9/11 terrorist attacks set off one of the worst cases of government-sponsored espionage. Policy changes instituted by the National Security Agency led to widespread warrantless surveillance, a drift in public policy that led to lawsuits challenging the constitutionality of wiretapping the American people. Much of the research in recent decades ignores the impact of large-scale, slow-moving, secular forces in political, social, and economic environments on public policy. In Policy Drift, Norma Riccucci sheds light on how institutional forces collectively contributed to major change in three key areas of U.S. policy (privacy rights, civil rights, and climate policy) without any new policy explicitly being written. Formal levers of change—U.S. Supreme Court decisions; inaction by Congress; Presidential executive orders—stimulated by social, political or economic forces, organized permutations which ultimately shaped and defined contemporary public policy. Invariably, implementations of new policies are embedded within a political landscape. Political actors, motivated by social and economic factors, may explicitly employ strategies to shift the direction of existing public polices or derail them altogether. Some segments of the population will benefit from this process, while others will not; thus, “policy drifts” carry significant consequences for social and economic change. Florence Kate Upton (1873-1922) was among the earliest illustrators of children's picture books. Her Golliwogg character, immediately loved by children, was the first fictional character to be mass-produced. Norma and Bill Matthews, both of whom are past presidents of DUNA, have done a masterful job of probing the past, ferreting out nuggets of history tucked into boxes and stashed away in family attics, backroom nooks, and office storerooms. For much of the time since its founding in 1953, DUNA has had no permanent home or office, and its records have been at the mercy of whoever was its leader, always with the possibility that succeeding generations of its founders would not recognize the merits of those sealed boxes and would destroy them. Using endless newspaper files, mostly from the Dallas Morning News and some from the late Dallas Times Herald and Fort Worth Star-Telegram, the Matthews writing team has been able to follow the founding, development, and leadership of DUNA, vastly enriched by personal stories of individuals who kept the flame alive in good times and bad. Norma and Bill Matthews teamed their professional degrees in education, communication, music, and theology to serve as volunteer activists for human rights and peace endeavors. This book develops a debate around responsible social inquiry into new racism. A variety of ways of researching new forms of racism (for example, aversive, modern, cultural, purportedly color-blind, and new racism) are addressed. Experiments that have been undertaken to inquire into group identity and people’s implicit bias in relation to those perceived as "other" are critically explored and their potential consequences reconsidered. The book also critically explores survey research, which, it is argued, can serve to reinforce the notion of the existence of ethnoracial groups with defined boundaries that inhere in social life. The book considers interviewing (including focus group interviewing) and case study research (including participant observation/ethnography) in terms of possibilities for moving beyond new forms of racism. Action research (defined by the understanding of an inextricable link between knowing and acting) is examined in-depth in terms of the hopes to "make a difference" at the moment of inquiry. Types of retroductive logic that are used to examine underlying structures that arguably unduly constrain people’s life chances and render human relationships inhumane are also explored. The book draws together the different arguments; and it proposes ways in which the design of research into new racism can better approached as well as ways in which dialogue around processes of inquiry and the products thereof can be better fostered. Suggestions for nurturing humane social relationships that provide for transcultural meaning-making are threaded through the text.
