This book employs a qualitative analysis of China’s publicly financed construction sector, taking the system design as its point of departure and applying comprehensive evaluation techniques to create an index system for this type of construction – which in turn serves as a basis for quantitatively evaluating China’s publicly financed construction sector. Given the fact that China’s publicly financed construction sector is a very complex field of systems engineering involving multiple subsystems, as an important indicator of China’s fiscal innovations since its reform and opening, publicly financed construction is now shifting from theory to practice, demonstrating that China has entered an era of fully publicly financed construction.

Understanding the impact of workload and database characteristics on the performance of both DB2®, MQ, and the replication process is useful for achieving optimal performance.Although existing applications cannot generally be modified, this knowledge is essential for properly tuning MQ and Q Replication and for developing best practices for future application development and database design. It is intuitively, and correctly, obvious that replicating small DB2 rows, such as 100 bytes long, takes fewer resources and is more efficient than replicating DB2 rows that are tens of thousand bytes long. Larger rows create more work in each component of the replication process. The more bytes there are to read from the DB2 log, makes more bytes to transmit over the network and to update in DB2 at the target. Now, how complex is the table definition? Does DB2 have to maintain several unique indexes each time a row is changed in that table? The same argument applies to transaction size: committing each row change to DB2 as opposed to committing, say, every 500 rows also means more work in each component along the replication process. This book examines the ways in which Confucian political culture operates in contemporary Chinese politics and influences its development. The author argues that the authoritarian political culture performs functions similar to the democratic political culture, drawing on a wide range of data—surveys, interviews, archives, Public Hearing Meeting records, and the Party Congress Reports of the Chinese Communist Party—to substantiate and illustrate these arguments. In an authoritarian political system, the “legitimating values” of the authoritarian political culture persuade the public of their government’s legitimacy and the “engaging values” equip individuals with a set of cultural dispositions, resources, and skills to acquire political resources and services from the state. In the context of Chinese politics, personal connections infused with affection and trust—the Social Capital in the Confucian culture—facilitate political engagement. Despite the country’s continuous advocacy for the “rule of law,” state and public perceptions of legal professionals and legal practices, such as mediation and lawyer-judge relations, are fundamentally moralized. A new “people ideology,” which originated in the Confucian political culture, has been re-appropriated to legitimate the Party’s hegemonic governing position and policies.
