The reconciliation of North and South following the Civil War depended as much on cultural imagination as on the politics of Reconstruction. Drawing on a wide range of sources, Nina Silber documents the transformation from hostile sectionalism to sentimental reunion rhetoric. Northern culture created a notion of reconciliation that romanticized and feminized southern society. In tourist accounts, novels, minstrel shows, and popular magazines, northerners contributed to a mythic and nostalgic picture of the South that served to counter their anxieties regarding the breakdown of class and gender roles in Gilded Age America. Indeed, for many Yankees, the ultimate symbol of the reunion process, and one that served to reinforce Victorian values as well as northern hegemony, was the marriage of a northern man and a southern woman. Southern men also were represented as affirming traditional gender roles. As northern men wrestled with their nation's increasingly global and aggressive foreign policy, the military virtues extolled in Confederate legend became more admired than reviled. By the 1890s, concludes Silber, northern whites had accepted not only a newly resplendent image of Dixie but also a sentimentalized view of postwar reunion.

Strengthening fiscal frameworks, in particular fiscal rules, has emerged as a key response to the fiscal legacy of the crisis. This paper takes stock of fiscal rules in use around the world, compiles a dataset - covering national and supranational fiscal rules, in 81 countries from 1985 to end-March 2012 - and presents details about the rules’ key design elements, particularly in support of enforcement. This information is summarized in a set of fiscal rules indices. Three key findings emerge: (i) many new fiscal rules have been adopted and existing ones strengthened in response to the crisis; (ii) the number of fiscal rules and the comprehensiveness of the design features in emerging economies has caught up to those in advanced economies; and (iii) the "next-generation" fiscal rules are increasingly complex as they combine the objectives of sustainability and with the need for flexibility in response to shocks, thereby creating new challenges for implementation, communication, and monitoring.

Taking as its chronological starting-point the female body of late medieval devotional literature, the volume moves on to a consideration of the representation of gendered bodies in later literature. It then proceeds to examine sixteenth-century occupational orderings of the (male) body in education, the civil service and the army, and involves explorations into a variety of rituals for the purification, ordering and disciplining of the flesh. It includes enquiries into the miraculous royal body, demon bodies, the 'virtual' body of satire, and ends the late seventeenth century with dramatic representations of the diseased body, and the grotesque bodies of travellers’ tales as signifiers of racial difference. It pushes forward post-modern notions of the body as a site for competing discourses. It provides new dimensions to fantasies, rituals and regulations in narratives ('fictions') of the body as identifications of forms of knowledge unique to the early modern period. Each of the essays sheds new light on how these late medieval and early modern narratives function to produce specialized and discrete languages of the body that cannot be understood simply in terms, say, of religion, philosophy or physiology, but produce their own discrete forms of knowledge. Thus the essays materially contribute to an understanding of the relationship between the body and spatial knowledge by giving new bearings on epistemologies built upon pre-modern perceptions about bodily spaces and boundaries. They address these issues by analysing forms of knowledge constructed through regulations of the body, fantasies about extensions to the body and creations of bodily, psychic, intellectual and spiritual space. The essays pose important questions about how these epistemologies offer different investments of knowledge into structures of power. What constitutes these knowledges? After her conversion at a Baptist revival at sixteen, Jennie Johnson followed the call to preach. On an October evening in 1909 she stood before a group of Free Will Baptist preachers in the small town of Goblesville, Michigan, and was received into ordained ministry. She was thefirst ordained woman to serve in Canada and spent her life building churches and working for racial justice on both sides of the national border. To what extent are human rights sensitive to different traditions and is their work burdened through the plurality of legal, historical-political or vocational experiences among the judges? Looking at the first three years of permanent operation of the Court, this book suggests that it is the legal culture that brings the judges together. Based on interviews, field study observations and an analysis of case law, this book takes a novel approach on European human rights law and provides researchers and practitioners with an important basis for a full understanding of the Strasbourg case law.

Telling the rousing story of a Jewish boy who fled persecution and returned to prosecute the Nazi oppressors, Walter Wolff’s daughter Nina has reconstructed these events from family lore and her father’s own cache of more than 700 wartime letters and 200 photographs, which he revealed to her shortly before he died. The North American Family Institute began the YPI in Baltimore in 2003 with the ambition of keeping vulnerable youth away from arrests, gangs, guns, violence, and death. The program has been replicated in several communities in the United States and beyond. The focus of YPI training is to address the dual challenge of teaching youth the skills to resolve daily conflicts with authority while also teaching police officers to have meaningful dialogue with young people. The voices of the stakeholders reveal changes in attitudes and actions from before, during, and after YPI’s implementation. In recent years, a conservative majority of the U.S. Supreme Court, over vigorous dissents, has developed circumventions to the Establishment Clause of the First Amendment that allow state legislatures unabashedly to use public tax dollars increasingly to aid private elementary and secondary education. This expansive and innovative legislation provides considerable governmental funds to support parochial schools and other religiously-affiliated education providers. That political response to the perceived declining quality of traditional public schools and the vigorous school choice movement for alternative educational opportunities provokes passionate constitutional controversy. Yet, the Court’s recent decision in Arizona Christian School Tuition Organization v. Winn inappropriately denies taxpayers recourse to challenge these proliferating tax funding schemes in federal courts. Professors Winer and Crimm clearly elucidate the complex and controversial policy, legal, and constitutional issues involved in using tax expenditures - mechanisms such as exclusions, deductions, and credits that economically function as government subsidies - to finance private, religious schooling. The authors argue that legislatures must take great care in structuring such programs and set forth various proposals to ameliorate the highly troubling dissention and divisiveness generated by state aid for religious education.

Though much has been written about connections between early modern utopia and nascent European imperialism, the author brings a fresh perspective to the topic by exploring it through some of the sub-genres that comprise early modern utopia, identifying and discussing each specific form in the cultural and historical contexts that render it suitable for the creation and promulgation of utopian programs, whether imaginary or intended for actual implementation. This study transforms scholarly understanding of early modern utopia by first complicating our notion of it as a single genre, and secondly by fusing our paradoxically fragmented view of it as alternately a literary or social phenomenon. Her analysis shows early modern utopia to be not a single genre, but rather a conglomeration of many forms or sub-genres, including travel writing, ethnography, dialogue, pastoral, and the sermon, each with its own relationship to nascent imperialism. These sub-genres bring to utopian writing a variety of discourses - anthropological, theological, philosophical, legal, and more - not usually considered fictional; presented in a humanist guise, these discourses lend to early modern utopia an authority that serves to counteract the general contemporary distrust of fiction. The author shows how early modern utopia, in conjunction with the authoritative forms of its sub-genres, is not only able to impose its fictions upon the material world but in doing so contributes to the imperialistic agendas of its day. This volume contains a bibliographical essay as well as a chronology of utopian publications and projects, in Europe and the New World.
