International Organizations and Post-Soviet Conflicts in Georgia, Moldova, and Ukraine: The Limitations of Imagining Peace and the Failure and Success in Negotiations addresses the protracted history of international conflict resolution efforts to the Georgian-Abkhaz, Moldovan-Transnistrian, and Eastern Ukraine conflicts. The author explores the origins and onset of these first two conflicts in the early 1990s, but also looks at the eruption of conflict in Eastern Ukraine in 2014 and at the first months after the Russian invasion of Ukraine in 2022. This book shows how, from a conflict-transformation perspective, local vested interests and strategic interests have created obvious obstructions that have both fueled the conflicts and prevented their resolution. This volume develops a comprehensive theoretical framework for understanding the success and failure of international engagement that offers a new understanding of the extent to which international responses may or may not be helpful. Through an analysis of over 500 closed-source documents and about 70 interviews, the efforts of pan-European international organizations — with mandates from the OSCE, EU, UN, and NATO — are examined on both political and cultural levels. This work’s innovative analyses of those institutions’ performances shows how successes have often been overlooked and identifies misperceptions that reshape our understanding of the limitations to imagining peace.

In the past decades, the European Union has made little progress with respect to disqualifications as a sanction mechanism for the violation of laws. The creation of some form of harmonization is necessary, but the complex nature of this specific sanction mechanism has caused policy initiatives to be postponed, time after time. In answer to a call from the European Commission, the contributors in this book have conducted a comparative legal analysis in the EU 27 and looked into the practical experiences with disqualifications from a domestic and a cross border perspective. To that end, academics, policy makers, and practitioners in the Member States have been consulted. Analysis reveals a wide variety in the typology of the disqualifications as a sanction measure, the typology of the persons to whom the disqualifications can be imposed, and the typology of the authorities involved. Furthermore, there are considerable differences with respect to the inclusion of disqualifications in the national criminal records databases. Linked thereto information on foreign disqualifications is scarce and rarely used in practice. To ensure a comprehensive and consistent policy approach, this book has come up with a so called disqualification triad, comprising: (1) unified EU-wide disqualifications, (2) mutual recognition of disqualifications, and (3) EU-wide equivalent effect of disqualifications. The functioning of the disqualification triad has been further elaborated on in three case studies, which are public procurement disqualifications, disqualifications from working with children, and driving disqualifications. In doing so, this book is essential reading for both EU and national policy makers, as well as for researchers and practitioners involved. Sylvanus brings wax cloth’s unique and complex history to light: born as a nineteenth-century Dutch colonial effort to copy Javanese batik cloth for Southeast Asian markets, it was reborn as a status marker that has dominated the visual economy of West African markets. Although most wax cloth is produced in China today, it continues to be central to the expression of West African women’s identity and power. As Sylvanus shows, wax cloth expresses more than this global motion of goods, capital, aesthetics, and labor—it is a form of archive where intimate and national memories are stored, always ready to be reanimated by human touch. In modern times science has avoided rhetorical and poetical forms. Its hallmarks were brevity and exactitude, with disdain for "non-functional" ornamentation. This book shows that the language of scientists does remain language and that a skillful use of its rhetorical and poetic aspects often determines the "facts" and the transmission of information. The exceptional literary qualities of Darwin's The Origin of Species are taken as a point in case. The importance of language in science has ontological implications: science can no longer be considered an action performed by a speaking subject on a mute object. Does the creative role of language in science mean that human beings "create" the world? The author emphatically rejects a conclusion which would degrade nature to mere malleable material at the mercy of human beings. A hermeneutical model for the relationship between knower and known is suggested: creative interaction between reader and text. The reader's responses actualise a text's meaning; in like manner, scientists give their responses to reality by actualising one of many possibilities. The hermeneutical ontology proposed in this book steers away from the rocks of realism and anti-realism.

The book provides a structural analysis of the European space effort from an institute change perspective. It analyzes the EU-ESA inter-institutional relationship, gives an overview of the development of space policy in Europe, and advances the debate about the impact of the European integration process on existing institutional actors. While European Space collaboration was initially developed outside the competences of the European Union (EU) with space programmes being carried out almost exclusively under the framework of European Space Agency (ESA) and national agencies, the EU has gained “shared competences” (Art. 2, TFEU) in space policy following the adoption of the Lisbon Treaty. Currently the EU and ESA work together under a Framework Agreement. In 2016, the EU Commission has published a Communication entitled “European Space Policy” (ESP). Even though ESA’s Member States have agreed to keep ESA as an intergovernmental organisation during the ESA Ministerial Council of 2014, the discussion about ESA becoming part of the EU framework continues. The EU’s ambitions for leadership in European space policy raise question concerning the future of ESA. The study of institutions lies at the heart of political sciences. Strikingly the theoretic framework qualifying institutional change and making it comparable leaves room for more concrete and testable dimensions of institutional change.
