Beneath the Basque Beret chronicles the life of Santiago Echeverría, a Basque Resistance fighter who dreams of democratic independence for his homeland. When his father is executed by a fascist colonel, Santiago and his brother, Miguel, avenge his death. Pursued by Franco’s military, the brothers make a daring escape to France. But just when it looks like their fortunes are changing, they are tracked down by the French gendarmes. Through a network of Basque sympathizers, Santiago escapes in a ship to Canada, hides out at a logging camp in northern Québec and eventually settles in Montréal. When the Spanish Civil War ends and Franco seizes power, Santiago learns that the ruthless dictator is continuing the genocide of thousands of Basques that began with the sadistic bombing of Guernica by Hitler’s Airforce. Santiago returns to Spain planning to assassinate his father’s killer and to join a growing underground movement to stop the mass executions and oppression. He had always been taught that it was better to die on your feet than to live on your knees. But as he and his comrades begin to close in on Franco himself, they may in fact be bringing themselves even closer to the garotte, fearing neither torture nor death.

In many discussions of nations' development, we often focus on their economic and social development. Is it becoming wealthier? Is its society modernizing? Is it becoming more technologically sophisticated? Are social outcomes improving for the broad mass of the public? The process of development policy implementation, however, is always and inevitably political. Put simply, regime type matters when it comes to deciding on a course of development to follow. Further, political institutions matter. When a government's institutional capacity is low, the chances of success severely decline, regardless of the merits of the development plan. We study the response of corporate investment in Emerging Markets to unexpected fiscal shocks. We find that, although firm-level investment decreases on impact following unexpected public expenditure adjustments (classical Keynesian multiplier effect), it quickly rises above pre-shock levels. The rebound in investment is facilitated by fiscal space, flexible exchange rates, and more predictable fiscal policy. We also show that the composition of fiscal adjustments matters for investment’s response—compared to public investment adjustments, reductions in public consumption lead to larger private investment contractions on impact, but drive private investment to above pre-shock levels. Finally, we exploit firm-level heterogeneity in several dimensions, including to show that corporate investment’s recovery is stronger in firms in the tradable sector and in larger and less indebted firms, and to show that the long-run benefits to economic activity of the fiscal shock appear to outweigh its short-run costs.
