Contractualism has a venerable history and considerable appeal. Yet as an account of the foundations or ultimate grounds of morality it has been thought by many philosophers to be subject to fatal objections. In this book Nicholas Southwood argues otherwise. Beginning by detailing and diagnosing the shortcomings of the existing "Hobbesian" and "Kantian" models of contractualism, he then proposes a novel "deliberative" model, based on an interpersonal, deliberative conception of practical reason. He argues that the deliberative model of contractualism represents an attractive alternative to its more familiar rivals and that it has the resources to offer a more compelling account of morality's foundations, one that does justice to the twin demands of moral accuracy and explanatory adequacy.
Norms are a pervasive yet mysterious feature of social life. In Explaining Norms, four philosophers and social scientists team up to grapple with some of the many mysteries, offering a comprehensive account of norms: what they are; how and why they emerge, persist and change; and how they work. Norms, they argue, should be understood in non-reductive terms as clusters of normative attitudes that serve the function of making us accountable to one another—with the different kinds of norms (legal, moral, and social norms) differing in virtue of being constituted by different kinds of normative attitudes that serve to make us accountable in different ways. Explanations of and by norms should be seen as thoroughly pluralist in character. Explanations of norms should appeal to the ways that norms help us to pursue projects and goals, individually and collectively, as well as to enable us to constitute social meanings. Explanations by norms should recognise the multiplicity of ways in which norms may bear upon the actions we perform, the attitudes we form and the modes of deliberation in which we engage: following, merely conforming with, and even breaching norms. While advancing novel and distinctive positions on all of these topics, Explaining Norms will also serve as a sourcebook with a rich array of arguments and illustrations for others to reassemble in ways of their own choosing.
This volume of the Inquiry considers the appointment of, and the advice given by, the Southwood Working Party, chaired by Sir Richard Southwood. This group's work is considered in some detail for its advice had important impacts, both in the short term and in the long term.The Working Party were asked to advise on the risks posed by BSE and the measures that should be taken to counter those risks. They addressed both matters,but sought to make it plain that they were doing their best on very limited data, that much further research was necessary,that their assessment of risk might be wrong and that, were it wrong, the consequences would be extremely serious. Unhappily, the Southwood Report was treated by many officials in the Ministry of Agriculture, Fisheries and Food (MAFF) and the Department of Health (DH) and, at times, by Ministers as if it contained definitive conclusions based on an evaluation of adequate data by expert scientists in relation to the extent both of the risk and of the precautionary measures necessary to counter that risk.
