The Politics of Expertise offers a challenging new interpretation of politics in contemporary Britain, through an examination of non-governmental organisations. Using specific case studies of the homelessness, environment, and international aid and development sectors, it demonstrates how politics and political activism has changed over the last half century. NGOs have contributed enormously to a professionalization and a privatization of politics, emerging as a new form of expert knowledge and political participation. They have been led by a new breed of non-party politician, working in collaboration and in competition with government. Skilful navigators of the modern technocratic state, they have brought expertise to expertise and, in so doing, have changed the nature of grassroots activism. As affluent citizens have felt marginalised by the increasingly complex nature of many policy solutions, they have made the rational calculation to support NGOs, the professionalism and resources of which make them better able to tackle complex problems. Yet in doing so, support rather than participation becomes the more appropriate way to describe the relationship of the public to NGOs. As voter turnout has declined, membership and trust in NGOs has increased. But NGOs are very different types of organisations from the classic democratic institutions of political parties and the labour movement. They maintain different and varied relationships with the publics they seek to represent. Attracting mass support has provided them with the resources and the legitimacy to speak to power on a bewildering range of issues, yet perhaps the ultimate victors in this new form of politics are the NGOs themselves.

The arts of Africa, Oceania and native America famously inspired twentieth-century modernist artists such as Picasso, Matisse and Ernst. The politics of such stimulus, however, have long been highly contentious: was this a cross-cultural discovery to be celebrated, or just one more example of Western colonial appropriation? This revelatory book explores cross-cultural art through the lens of settler societies such as Australia and New Zealand, where Europeans made new nations, displacing and outnumbering but never eclipsing native peoples. In this dynamic of dispossession and resistance, visual art has loomed large. Settler artists and designers drew upon Indigenous motifs and styles in their search for distinctive identities. Yet powerful Indigenous art traditions have asserted the presence of First Nations peoples and their claims to place, history and sovereignty. Cultural exchange has been a two-way process, and an unpredictable one: contemporary Indigenous art draws on global contemporary practice, but moves beyond a bland affirmation of hybrid identities to insist on the enduring values and attachment to place of Indigenous peoples.

Christoph Rothmann wrote a treatise on the comet of 1585 shortly after it disappeared. Though it was not printed until 1619, Rothman sent a copy of his treatise in 1586 to Tycho Brahe, decisively influencing the latter's rejection of solid celestial spheres two years later. In his treatise, Rothmann joined the elimination of the solid celestial spheres to his concept of air as the substance filling the cosmos. He based his argument on the absence of refraction and the celestial location of the comet. The treatise also contained clear statements reflecting Rothmann’s adoption of Copernicanism. This first critical edition of the treatise is accompanied by an English translation and a thorough commentary. Some appendices with archival documents illustrate the genesis of Rothmann’s treatise.

Soon after the recognition of a new, fatal disease in UK cattle,it was realised that the disorder was one of a very unusual group of neurodegenerative diseases, the spongiform encephalopathies, which affect both humans and animals- for example, Creutzfeldt-Jakob Disease (CJD) in humans and scrapie in sheep.The new disease was therefore dubbed Bovine Spongiform Encephalopathy (BSE). This volume of the Inquiry deals with the known science of BSE. Chapter two is an account of the scientific knowledge on transmissible spongiform encephalopathies (TSEs) that existed in 1986, the point at which BSE was distinguished as a new disease. Chapter three discusses the evolution of knowledge and understanding of BSE based on the research initiated in response to it. This volume explores the evidence of a link between BSE and the appearance of a new variant of CJD in young people. The development of tests to diagnose TSEs is described in chapter five. The next section sets out how the Government commissioned and funded research, and sets out the system for doing this in the context of the annual public expenditure plan. The final section contains a discussion on the conclusions that can be drawn about the scientific investigation of BSE. The shortcomings of the BSE research programme, identified with hindsight, are also discussed.
