TRB Special Report 234 - Data for Decisions: Requirements for National Transportation Policy Making examines data requirements necessary to support strategic transportation policy making and the institutional changes necessary to make those data available on a permanent basis. The report calls for the establishment of a statistical agency within USDOT (this recommendation became helped create the Bureau of Transportation Statistics), the development of performance indicators, and regular reporting to the Secretary and Congress on important trends in system performance.

In 1988, the U.S. Army Corps of Engineers began an investigation of the benefits and costs of extending several locks on the lower portion of the Upper Mississippi River-Illinois Waterway (UMR-IWW) in order to relieve increasing waterway congestion, particularly for grain moving to New Orleans for export. With passage of the Flood Control Act of 1936, Congress required that the Corps conduct a benefit-cost analysis as part of its water resources project planning; Congress will fund water resources projects only if a project's benefits exceed its costs. As economic analysis generally, and benefit-cost analysis in particular, has become more sophisticated, and as environmental and social considerations and analysis have become more important, Corps planning studies have grown in size and complexity. The difficulty in commensurating market and nonmarket costs and benefits also presents the Corps with a significant challenge. The Corps' analysis of the UMR-IWW has extended over a decade, has cost roughly $50 million, and has involved consultations with other federal agencies, state conservation agencies, and local citizens. The analysis has included many consultants and has produced dozens of reports. In February 2000, the U.S. Department of Defense (DOD) requested that the National Academies review the Corps' final feasibility report. After discussions and negotiations with DOD, in April 2000 the National Academies launched this review and appointed an expert committee to carry it out.
TRB Special Report 302: Federal Funding of Transportation Improvements in BRAC Cases explores federal funding of transportation improvements in Defense Base Closure and Realignment Commission (BRAC) cases. The committee that produced the report concluded that traffic delays resulting from the BRAC decisions and short timeline for implementing the decisions will impose substantial costs on surrounding communities and may even be harmful to the military.
The Federal Highway Administration and Federal Transit Administration requested that the Transportation Research Board and the Commission on Behavioral and Social Sciences and Education of the National Research Council conduct a study of congestion pricing for congestion management. To conduct this study, the National Research Council established the Committee for Study on Urban Transportation Congestion Pricing. The committee's deliberations were supplemented by liaison representatives from several groups concerned about the benefits and costs of congestion pricing. After a review of the literature, and drawing from its expertise, the committee commissioned papers on a variety of topics. Volume 1 contains the committee's overview of the material contained in the commissioned papers, its conclusions, and its recommendations regarding the potential of congestion pricing, the need for evaluation of early demonstrations, and other research needs. Volume 2 provides a rich array of information about individual case studies from around the nation and thoughtful analyses by individual scholars about many of the critical issues surrounding congestion pricing., as revised by their authors after the symposium.

It is not intended to model or quantify the impacts of each policy option over time but instead to examine the means by which each influences behavior and the demand for and supply of energy- and emissions-saving technology, particularly in the modes of transportation with the greatest effect on the sector's consumption of petroleum and emissions of GHGs. In choosing among policies, elected officials must take into account many factors that could not be examined in this study, such as the full range of safety, economic, and environmental implications of their choices; therefore, the report does not recommend a specific suite of policies to pursue. Instead, the emphasis is on assessing each policy approach with regard to its applicability across transportation modes and its ability to affect the total amount of energy-intensive transportation activity, the efficiency of transportation vehicles, and GHG emissions characteristics of the sector's energy supply.
To help assess proposals for further changes in federal truck weight limits, Congress requested this study through Section 158 of the Surface Transportation and Uniform Relocation Assistance Act of 1987. To conduct the study, the National Research Council convened a special Transportation Research Board committee with experts in pavements, bridges, highway safety, freight transportation economics, motor vehicle design, highway administration, motor carrier operations, and enforcement of motor vehicle regulations. The study focused on four issues identified in the study request that involve potential changes to federal weight limits for Interstate highways: (1) Elimination of existing grandfather provisions; (2) Alternative methods for determining gross vehicle weight and axle loadings; (3) Adequacy of the current federal bridge formula; and (4) Treatment of specialized hauling vehicles--garbage trucks, dump trucks, and other trucks with short wheel bases that have difficulty complying with the current federal bridge formula. For each of these issues, the study committee estimated the nationwide effects of changes in federal limits proposed by the trucking industry, highway agencies, and other groups. Projections of heavy-truck miles by type of truck, region of the country, highway functional class, and operating weight were developed for a base case and alternative truck weight regulatory scenarios. These projections were then used to estimate impacts on truck costs, pavements, bridges, and safety.
The conference on Setting an Intermodal Research Framework brought together a distinguished assembly of public officials, academicians, commercial leaders, and military specialists. During the conference, each of these groups of professionals found noteworthy synergies in their intermodal interests. Papers contained in these proceedings reflect those synergies. The conference was another step toward a strengthened intermodal partnership.
The conference provided an opportunity for participants to (a) identify the types of data that are critical for planning and policy analysis; (b) identify data-collection requirements; (c) discuss the appropriate roles of and relationships among federal, state, and local agencies in the context of data collection and dissemination; and (d) review the impact of technological advances on data collection and dissemination. The invitation-only conference included participants from state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and federal agencies providing broad representation of the transportation planning and policy communities. Significant effort was made to include a full spectrum of policy, management, and front-line analysts who have extensive experience in answering policy questions, supporting the planning process, and responding to federal reporting requirements.

How can the Bureau of Transportation Statistics (BTS), the nation's newest federal statistical agency, contribute to the work of the U.S. Department of Transportation (USDOT)? What is the appropriate role for such an agency as a part of a major department? BTS was authorized in 1991 by the Intermodal Surface Transportation Efficiency Act (ISTEA) in recognition of the need for more and better data for transportation officials at local, state, and federal levels. While the USDOT has many long-standing data collection programs for particular transportation modes (highways, rail, air, etc.), it has never had a statistical agency with a mandate to improve the quality and relevance of transportation data for important system-wide, cross-modal analyses of the nation's transportation system. This book examines how BTS can provide statistical leadership for USDOT, define and maintain quality standards for transportation data, and improve data documentation. It considers BTS's role in developing national transportation indicators, coordinating data collection throughout USDOT, filling gaps, identifying user needs, and developing analysis programs for transportation data. Anyone concerned with having high-quality, relevant transportation indicators and other data available for policy planning, evaluation, and research will be interested in this book, as will students of effective government.
The purpose of this study was to provide the Federal Highway Administration (FHWA) with specific research recommendations designed to develop a better understanding of a broad range of societal, economic, and institutional factors that affect--and are affected by--the nation's highway transportation system.
