TRB Special Report 310: Worker Health and Safety on Offshore Wind Farms examines the hazards and risks to workers on offshore wind farms on the outer continental shelf as compared with the hazards and risks to workers on offshore oil and gas operations. The report explores gaps and overlaps in jurisdictional authority for worker health and safety on offshore wind farms and evaluates the adequacy of--and recommends enhancements to--the existing safety management system (SMS) requirement published in 30 CFR 585.810. The study committee recommends that the U.S. Department of the Interior's Bureau of Ocean Energy Management (BOEM) adopt a full SMS rule for workers on offshore wind farms at a level of detail that includes the baseline elements identified in this report. An enhanced SMS rule should require the use of human factors engineering elements in the design process and should encompass all activities that the lessee and its contractors undertake. In collaboration with other regulatory agencies and industry stakeholders, BOEM should clearly define roles and responsibilities and indicate which standards could apply for all phases of wind farm development, regardless of jurisdiction. The U.S. Department of the Interior's Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE) is responsible for the orderly, safe, and environmentally responsible development of offshore renewable energy on the outer continental shelf (OCS). The Committee on Offshore Wind Energy Turbine Structural and Operating Safety that authored this report was tasked with reviewing BOEMRE's proposed approach to overseeing the design of offshore wind turbines for structural integrity. The committee was asked to review the applicability and adequacy of standards and practices that could be used for the design, fabrication and installation of offshore wind turbines. It was also asked to review the role of third-party certified verification agents (CVAs) and the expertise and qualifications needed to carry out the role of a CVA. The goal of the symposium was to promote interactive discussion between risk assessment experts and port safety managers and to link expertise in the theories and methodologies of risk assessment and the use of data to real-world applications for risk assessment in the interest of improving the safety and efficiency of the nation's marine transportation system. The Proceedings contain the cochairs' overview of the discussions and presentations, all the formal papers and presentations, and the discussion group summaries and excerpts from the question and answer sessions after the presentations by discussion group leaders. The symposium program; list of attendees; and biographies of the cochairs, presenters, and discussion group leaders are provided in the Appendixes.
Approximately 32.8 million persons of Hispanic descent live in the United States, half of whom were born outside the United States (Therrien and Ramirez, 2000). By the year 2050, it is expected that Hispanics will constitute more than 25 percent of the total U.S. population and approximately 15 percent of the U.S. labor force. These estimates and the fact that 90 percent of Hispanic American men and 60 percent of Hispanic American women participate in the U.S. workforce strongly suggest a need for occupational safety and health information in Spanish. The growing presence of Spanish-speaking workers and employers in the United States and the unprecedented 12-percent increase in the overall rate of workplace fatalities among Hispanic workers in 2000 highlights the need to better communicate occupational safety and health information in Spanish to both employees and employers. To address this need the National Institute for Occupational Safety and Health (NIOSH) is preparing a strategy for developing and disseminating Spanish-language occupational safety and health educational and technical material. To gather information necessary to create this strategic plan the National Research Council (NRC) was asked to host a workshop. The committee commissioned five white papers (see Appendices D-H) and organized a workshop on May 29-30, in San Diego, California. Safety is Seguridad: A Workshop Summary is a synopsis of the presentations and discussions at the workshop. It does not contain any conclusions and recommendations. The conclusions and recommendations in the white papers represent the views of the authors and not necessarily those of the committee or the NRC. It is intended as input to the NIOSH strategic planning in this area. Chapter 2 discusses the available information and identifies information gaps regarding risks and adverse events for Latino workers. Chapter 3 examines the available health and safety training resource materials for Latino workers, especially for those with little or no English capabilities; in particular, it discusses issues of the linguistic and cultural appropriateness of materials. Chapter 4 considers issues surrounding the assessment of existing materials and the development of new materials. Chapter 5 discusses the various means of conveying information to Spanish-speaking workers, again focusing on cultural appropriateness and ways of maximizing understanding. Chapter 6 summarizes the discussion in the prior chapters and presents some overarching issues raised by the workshop attendees.
TRB Conference Proceedings 30: Marine Salvage Capabilities: Responding to Terrorist Attacks in U.S. Portsâ€"Actions to Improve Readiness is the report of the TRB Marine Board Workshop on Marine Salvage Response Capability held on August 5-6, 2003, in Washington, DC. The workshop addressed economic, legal, forensic, environmental, and human casualty issues related to salvage. The report contains a summary of workshop discussions and committee recommendations highlighting important topics and issues associated with marine salvage that warrant further, more detailed inquiry by the responsible federal agencies.
The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.
