The United States has jurisdiction over 3.4 million square miles of ocean in its exclusive economic zone, a size exceeding the combined land area of the 50 states. This expansive marine area represents a prime national domain for activities such as maritime transportation, national security, energy and mineral extraction, fisheries and aquaculture, and tourism and recreation. However, it also carries with it the threat of damaging and outbreaks of waterborne pathogens. The 2010 Gulf of Mexico Deepwater Horizon oil spill and the 2011 Japanese earthquake and tsunami are vivid reminders that ocean activities and processes have direct human implications both nationally and worldwide, understanding of the ocean system is still incomplete, and ocean research infrastructure is needed to support both fundamental research and societal priorities. Given current struggles to maintain, operate, and upgrade major infrastructure elements while maintaining a robust research portfolio, a strategic plan is needed for future investments to ensure that new facilities provide the greatest value, least redundancy, and highest efficiency in terms of operation and flexibility to incorporate new technological advances. Critical Infrastructure for Ocean Research and Societal Needs in 2030 identifies major research questions anticipated to be at the forefront of ocean science in 2030 based on national and international assessments, input from the worldwide scientific community, and ongoing research planning activities. This report defines categories of infrastructure that should be included in planning for the nation's ocean research infrastructure of 2030 and that will be required to answer the major research questions of the future. Critical Infrastructure for Ocean Research and Societal Needs in 2030 provides advice on the criteria and processes that could be used to set priorities for the development of new ocean infrastructure or replacement of existing facilities. In addition, this report recommends ways in which the federal agencies can maximize the value of investments in ocean infrastructure.
The National Science and Technology Council (NSTC) is conducting a comprehensive review of federal research and development (R & D) activities. To conduct the R & D review in the area of transportation, NSTC has established the Committee on Transportation Research and Development. The committee requested that the Transportation Research Board (TRB) convene a special forum to gather input from a group that broadly represents transportation providers and customers of new transportation technology and concepts. More than 170 representatives from the scientific and engineering community, the private sector, Congress, state and local government, academia, and transportation stakeholders participated in this forum. The objectives of the forum were to (a) obtain input from various segments of the transportation community on their particular federal R & D needs, (b) define an approach for the systematic and objective evaluation of R & D strategies and priorities, and (c) solicit comments and perspectives on a prepublication version of the Strategic Planning Document, prepared by the NSTC committee. This publication contains the proceedings of the forum. It is organized as follows: Executive Summary; Chairman's Remarks; Plenary Sessions; Breakout Sessions; Closing Remarks; and Appendix.
TRB Special Report 299: A Transportation Research Program for Mitigating and Adapting to Climate Change and Conserving Energy suggests that federal, state, and local policy makers need informed guidance about the effectiveness, costs, feasibility, and acceptability of transportation strategies to mitigate transportation greenhouse gas emissions and conserve energy and to adapt to climate change. The report covers strategies affecting travel and mode choice, models and decision tools, infrastructure investment options, and infrastructure construction, operation, and maintenance. The committee that prepared the report recommends beginning a research and development initiative by making a modest investment of 40 million to 45 million annually in the next surface transportation authorization that would be used to develop the best available guidance quickly on the basis of existing information and then begin to improve that guidance over time as new research is completed.
In January-February 2005, the National Academies Committee on Counterterrorism Challenges for Russia and the United States and the Russian Academy of Sciences Standing Committee on Counterterrorism held a workshop on urban terrorism in Washington, D.C. Prior to the workshop, three working groups convened to focus on the topics of energy systems vulnerabilities, transportation systems vulnerabilities, and cyberterrorism issues. The working groups met with local experts and first responders, prepared reports, and presented their findings at the workshop. Other workshop papers focused on various organizations' integrated response to acts of urban terrorism, recent acts of terrorism, radiological terrorism, biological terrorism, cyberterrorism, and the roots of terrorism.
As the United States continues to adapt to a more digital, mobile, and interconnected world, health care and public health professionals have sought to better prepare for and respond to long-standing and emerging threats to the nation's health security. Health security is the collective effort to prevent, protect against, mitigate, respond to, and recover from the health consequences of natural, man-made, and technological disasters. Although substantial progress has been made in the past 15 years toward improving health care and public health systems and capacities for health security threats, many complex challenges persist, and often the nation's preparedness efforts are not sufficient. On March 8â€"9, 2017, the National Academies of Sciences, Engineering, and Medicine's Forum on Medical and Public Health Preparedness for Disasters and Emergencies hosted a two-day public workshop to acknowledge these persistent issues; to evaluate past, and perhaps inadequate, approaches to addressing them; and to discuss intentional and innovative new solutions. This publication summarizes the presentations and discussions from the workshop.
Given the growing importance of cyberspace to nearly all aspects of national life, a secure cyberspace is vitally important to the nation, but cyberspace is far from secure today. The United States faces the real risk that adversaries will exploit vulnerabilities in the nation's critical information systems, thereby causing considerable suffering and damage. Online e-commerce business, government agency files, and identity records are all potential security targets. Toward a Safer and More Secure Cyberspace examines these Internet security vulnerabilities and offers a strategy for future research aimed at countering cyber attacks. It also explores the nature of online threats and some of the reasons why past research for improving cybersecurity has had less impact than anticipated, and considers the human resource base needed to advance the cybersecurity research agenda. This book will be an invaluable resource for Internet security professionals, information technologists, policy makers, data stewards, e-commerce providers, consumer protection advocates, and others interested in digital security and safety.
The United States has enduring national and strategic interests in the polar regions, including citizens living above the Arctic circle and three year-round scientific stations in the Antarctic. Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.
The "homeland" security mission of the Department of Homeland Security (DHS) is paradoxical: Its mission space is uniquely focused on the domestic consequences of security threats, but these threats may be international in origin, organization, and implementation. The DHS is responsible for the domestic security implications of threats to the United States posed, in part, through the global networks of which the United States is a part. While the security of the U.S. air transportation network could be increased if it were isolated from connections to the larger international network, doing so would be a highly destructive step for the entire fabric of global commerce and the free movement of people. Instead, the U.S. government, led by DHS, is taking a leadership role in the process of protecting the global networks in which the United States participates. These numerous networks are both real (e.g., civil air transport, international ocean shipping, postal services, international air freight) and virtual (the Internet, international financial payments system), and they have become vital elements of the U.S. economy and civil society. Export Control Challenges Associated with Securing the Homeland found that outdated regulations are not uniquely responsible for the problems that export controls post to DHS, although they are certainly an integral part of the picture. This report also explains that the source of these problems lies within a policy process that has yet to take into account the unique mission of DHS relative to export controls. Export Control Challenges Associated with Securing the Homeland explains the need by the Department of Defense and State to recognize the international nature of DHS's vital statutory mission, the need to further develop internal processes at DHS to meet export control requirements and implement export control policies, as well as the need to reform the export control interagency process in ways that enable DHS to work through the U.S. export control process to cooperate with its foreign counterparts.
This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, sets out requirements for travel time reliability within a performance-based planning process. The research includes an effort to determine the economic value of improvements in travel time reliability by applying options theory from the financial sector. The report includes two succinct tables that describe requirements for person and freight trips for reliable transport, as well as a forecast of the year 2030 under alternative assumptions that may influence travel time reliability.
NCHRP synthesis 366 explores innovations and model practices among tribal transportation programs. The report also examines the history, and legal and administrative evolution, of tribal transportation programs within the larger context of issues of tribal sovereignty and relationships with federal, state, and local governments, and local and regional planning agencies.
Since 1939, the U.S. government, using the National Defense Stockpile (NDS), has been stockpiling critical strategic materials for national defense. The economic and national security environments, however, have changed significantly from the time the NDS was created. Current threats are more varied, production and processing of key materials is more globally dispersed, the global competition for raw materials is increasing, the U.S. military is more dependent on civilian industry, and industry depends far more on just-in-time inventory control. To help determine the significance of these changes for the strategic materials stockpile, the Department of Defense asked the NRC to assess the continuing need for and value of the NDS. This report begins with the historical context of the NDS. It then presents a discussion of raw-materials and minerals supply, an examination of changing defense planning and materials needs, an analysis of modern tools used to manage materials supply chains, and an assessment of current operational practices of the NDS.
The U.S. air transportation system is very important for our economic well-being and national security. The nation is also the global leader in civil and military aeronautics, a position that needs to be maintained to help assure a strong future for the domestic and international air transportation system. Strong action is needed, however, to ensure that leadership role continues. To that end, the Congress and NASA requested the NRC to undertake a decadal survey of civil aeronautics research and technology (R&T) priorities that would help NASA fulfill its responsibility to preserve U.S. leadership in aeronautics technology. This report presents a set of strategic objectives for the next decade of R&T. It provides a set of high-priority R&T challengesâ€"-characterized by five common themesâ€"-for both NASA and non-NASA researchers, and an analysis of key barriers that must be overcome to reach the strategic objectives. The report also notes the importance of synergies between civil aeronautics R&T objectives and those of national security.
Since 1991, the National Research Council, under the auspices of the Board on Science, Technology, and Economic Policy, has undertaken a program of activities to improve policymakers' understandings of the interconnections of science, technology, and economic policy and their importance for the American economy and its international competitive position. The Board's activities have corresponded with increased policy recognition of the importance of knowledge and technology to economic growth. The goal of the this symposium was to conduct two public symposia to review and analyze the potential contributions of public-private partnerships and identify other relevant issues for the Department of Energy, Office of Vehicle Technologies, Energy Storage Team's activities in the energy storage research and development area. The symposia will also identify lessons from these and other domestic and international experiences to help inform DoE as to whether its activities are complete and appropriately focused. Additional topics that emerge in the course of the planning may also be addressed. Building the U.S. Battery Industry for Electric Drive Vehicles: Summary of a Symposium gathers representatives from leading battery manufacturers, automotive firms, university researchers, academic and industry analysts, congressional staff, and federal agency representatives. An individually-authored summary of each symposium will be issued. The symposium was held in Michigan in order to provide direct access to the policymakers and industrial participants drawn from the concentration of battery manufacturers and automotive firms in the region. The symposium reviewed the current state, needs, and challenges of the U.S. advanced battery manufacturing industry; challenges and opportunities in battery R&D, commercialization, and deployment; collaborations between the automotive industry and battery industry; workforce issues, and supply chain development. It also focused on the impact of DoE's investments and the role of state and federal programs in support of this growing industry. This task of this report is to summarize the presentations and discussions that took place at this symposium. Needless to say, the battery industry has evolved very substantially since the conference was held, and indeed some of the caveats raised by the speakers with regard to overall demand for batteries and the prospects of multiple producers now seem prescient. At the same time, it is important to understand that it is unrealistic to expect that all recipients of local, state, or federal support in a complex and rapidly evolving industry will necessarily succeed. A number of the firms discussed here have been absorbed by competitors, others have gone out of business, and others continue to progress.
This synthesis will be of interest to officials of municipal, regional, and statewide transportation agencies who are responsible for the management of surface transportation systems in metropolitan areas. It presents information on the processes used by transportation agencies to monitor, evaluate, and implement a variety of solutions to the management of surface transportation systems. This is a complex and dynamic area of application, and the examples presented herein represent a selection of such applications in 1997. The concept of transportation system management is constantly changing and will continue to change, especially with further implementation of intelligent transportation systems. This report of the Transportation Research Board provides an overview of the generalized process that transportation agencies have found to be effective in managing the various aspects of their transportation systems. Specific case examples of effective management strategies are described for several metropolitan areas including Houston, Seattle, metropolitan New York, Los Angeles, San Francisco, and Minneapolis/St. Paul.
TRB's National Cooperative Highway Research Program (NCHRP) Synthesis Report 322: Safety Management Systems (SMS) provides an overview of current transportation agency practices, recent literature findings, and reviews of two model state SMS initiatives. According to the report, benefits derived from the SMS process are increased coordination, cooperation, and communication among state agencies and improvements to data analysis and collection procedures, as well as collaborative strategic plans.
The purpose of this study was to provide the Federal Highway Administration (FHWA) with specific research recommendations designed to develop a better understanding of a broad range of societal, economic, and institutional factors that affect--and are affected by--the nation's highway transportation system. The report is organized in four chapters and six appendices.
The tool kit will vary among jurisdictions depending on basic legal constraints, community attitudes, road system and traffic characteristics, and resources. The Transportation Research Board (TRB) undertook a study to identify the sources of safety improvements in other countries. Researchers do not have a complete understanding of the underlying causes of long-term trends in crashes and fatalities. Differences among countries are in part attributable to factors other than government safety policies. To identify keys to success, the TRB study committee examined specific safety programs for which quantitative evaluations are available and relied on the observations of safety professionals with international experience. The committee's conclusions identify differences between U.S. and international practices that can account for some differences in outcomes. The committee recommendations, which are addressed to elected officials and to government safety administrators, identify actions needed in the United States to emulate the successes that other countries have achieved. The recommendations do not comprehensively address all aspects of traffic safety programs but rather address areas of practice that are highlighted by the international comparisons and for which credible evidence of effectiveness is available."--Pub. desc.
