In 2005, the National Academies released the report Guidelines for Human Embryonic Stem Cell Research, which offered a common set of ethical standards for a field that, due to the absence of comprehensive federal funding, was lacking national standards for research. In order to keep the Guidelines up to date, given the rapid pace of scientific developments in the field of stem cell research, the Human Embryonic Stem Cell Research Advisory Committee was established in 2006 with support from The Ellison Medical Foundation, The Greenwall Foundation, and the Howard Hughes Medical Institute. As it did in 2007, the Committee identified issues that warranted revision, and this book addresses those issues in a second set of amendments. Most importantly, this book addresses new scientific developments in reprogramming of somatic cells to pluripotency by adding a new section and revising other relevant sections of the Guidelines.

The radio frequency spectrum is a limited resource with ever increasing demand from an expansive range of applicationsâ€"all the way from commercial, such as mobile phones, to scientific, such as hurricane monitoring from space. Since radio waves do not stop at national borders, international regulation is necessary to ensure effective use of the radio spectrum for all parties. Every 2 to 5 years, the International Telecommunication Union convenes a World Radiocommunication Conference (WRC) to review and revise the international radio regulations. This report provides guidance to U.S. spectrum managers and policymakers as they prepare for the WRC in 2019. While the resulting document is targeted primarily at U.S. agencies dealing with radio spectrum issues, other Administrations and foreign scientific users may find its recommendations useful in their own WRC planning.
The passive, receive-only Radio Astronomy Service (RAS) and the Earth Exploration-Satellite Service (EESS) provide otherwise impossible scientific observations of the Universe and Earth through the use of advanced receiver technology with extreme sensitivity and the employment of complex noise reduction algorithms. Even with such technology, RAS and EESS are quite adversely affected by what most active services would consider low noise levels. To ensure their ability to use the radio spectrum for scientific purposes, scientists must be party to the discussion in the lead-up to the World Radiocommunication Conference (WRC), which will next be held in January and February 2012 in Geneva, Switzerland. By request of the National Science Foundation and the National Aeronautics and Space Administration, the National Research Council was convened to provide guidance to the U.S. spectrum managers and policymakers as they prepare for the WRC in order to protect the scientific exploration of the Earth and Universe using the radio spectrum. While the resulting document is targeted at U.S. agencies, representatives of foreign governments and foreign scientific users will find its contents useful as they plan their own WRC positions.
An academy is a new type of school that is publicly funded, supported by one or more sponsors and operates independently of the local authority. Their aim is to raise achievement standards in deprived areas by replacing poorly performing schools. By 2006 46 were operating and there are plans for 200 academies to be opened by 2010. This report looks at the capital and running costs, new academy buildings, academic performance, their contribution to tackling social depravation, and the management of the programme. The value for money assessment is that academic progress means that the Academy programme is on track to deliver good value for money. However to achieve this goal it needs to pay attention both to managing the capital costs and the sustainability of funding and performance.
Since their inception in 1862, the U.S. land grant colleges have evolved to become the training ground for the nation's and the world's agriculturists. The 2001 National Research Council (NRC) report Basic Research Opportunities in Earth Science (BROES) described how basic research in the Earth sciences serves five national imperatives: (1) discovery, use, and conservation of natural resources; (2) characterization and mitigation of natural hazards; (3) geotechnical support of commercial and infrastructure development; (4) stewardship of the environment; and (5) terrestrial surveillance for global security and national defense. This perspective is even more pressing today, and will persist into the future, with ever-growing emphasis. Today's world-with headlines dominated by issues involving fossil fuel and water resources, earthquake and tsunami disasters claiming hundreds of thousands of lives and causing hundreds of billions of dollars in damages, profound environmental changes associated with the evolving climate system, and nuclear weapons proliferation and testing-has many urgent societal issues that need to be informed by sound understanding of the Earth sciences. A national strategy to sustain basic research and training of expertise across the full spectrum of the Earth sciences is motivated by these national imperatives. New Research Opportunities in the Earth Sciences identifies new and emerging research opportunities in the Earth sciences over the next decade, including surface and deep Earth processes and interdisciplinary research with fields such as ocean and atmospheric sciences, biology, engineering, computer science, and social and behavioral sciences. The report also identifies key instrumentation and facilities needed to support these new and emerging research opportunities. Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law.
