Despite recent improvements in energy efficiency being made in new build, it is important that the existing commercial building sector also take action to meet emission reduction targets. The objectives and challenges of such action will reduce the risk of the sector becoming obsolete due to high energy use and poor environmental performance. This book presents a theory-based, practice-support methodology to deal with sustainable retrofitting opportunities for existing commercial buildings in warm climates using bioclimatic design as the basis. The book has four main parts, focusing on eco-design and renovation, bioclimatic retrofitting, technological and behavioural change and case studies of retrofitting exemplars. In the first part, the context of climate change effects on design and renovation at the city scale is discussed. The second part looks at bioclimatic retrofitting as a 'design guide' for existing buildings, highlighting the significance of architectural design and engineering systems for energy performance. The technological and behavioural contexts of the existing building sector – policies, modelling, monitoring and trend analysis in respect to energy and environmental performance – are covered in part three. The final part gives some case studies showing the effectiveness of strategies suggested for effective environmental performance. This book is a must-have guide for all involved in the design and engineering of retrofitting projects in warm climates.

By the spring of 1943 more than a half million blacks were in the U.S. Army, but only 79,000 of them were overseas. Most were repeating the experience of their fathers in World War I - serving chiefly in labor battalions. Domestically, clashes between blacks and whites vying for the same jobs in boomtown defense-plant cities and the wretched treatment of northern black draftees in the South - where Jim Crow discrimination was prevalent - were all too common. In Harlem at War, Nat Brandt vividly recreates the desolation of black communities during World War II and examines the nation-wide conditions that led up to the Harlem riot of 1943. Wherever black troops were trained or stationed, Brandt explains, "rage surfaced frequently, was suppressed, but was not extinguished." Using eyewitness accounts, he describes the rage Harlemites felt, the discrimination and humiliation they shared with blacks across the country. The collective anger erupted one day in Harlem when a young black soldier was shot by a white police officer. The riot, in which six blacks were killed, seven hundred injured, and six arrested, became a turning point in America's race relations and a precursor to the civil rights struggle of the 1960s.

Using the case of the Chixoy Hydroelectric Dam in Guatemala, constructed between 1978 and 1983, this book examines the effects of displacement on the former residents of Río Negro, a community forcibly evicted and nearly eliminated by the military and paramilitary. Using open-ended interview discussions and testimonies, it focuses on this specific incident of displacement and violence and discusses the outcomes 30 years later. Guatemala’s history is plagued by development projects that resulted in displacement, violence, and increased marginalization of its indigenous and non-indigenous populations. In order to make way for development initiatives such as the production of bananas, African palm, coffee and sugar cane; the extraction of metals such as gold and nickel; or, in this specific case, the construction of a hydroelectric dam, the land-based, predominately Maya campesinos have been systematically uprooted from the lands of their birth and launched into uncertainty. The research findings presented, based on fieldwork conducted from January to April 2009, suggest that the majority of survivors from the massacres that took place are still adversely affected by the destruction of their families and livelihoods. While the circumstances pertaining to this event are unique, similar struggles over land and human rights continue into the present — and if policies remain unchanged, in both international development agencies as well as the Guatemalan government, clashes of this nature only increase in time.

This volume undertakes the examination and appraisal of the economic controls employed by the British Labor Government in attempting to regulate the output of the building industry in the years immediately following the Second World War. An unfortunate consequence of earlier preoccupation with purely income-generating aspects of investment activity was that insufficient consideration was given to the allocation of investment resources. It was precisely this latter problem, however, which became a matter of major concern to the Labor Government. Its building program in the postwar years is examined here with particular reference to the program's peculiar structure and organization and the availability of building workers and materials. Discussion also covers the Government's administrative machinery for regulating building demand and for determining the uses to which building resources were put, as well as the priorities which the Government attempted to impose upon the industry and the consequences of specific policy decisions which were made in attempting to enforce these priorities. The British experience during the years between 1945 and 1949 provides numerous insights into the requirements and the problems associated with centralized planning of the operation of a private industry. The attempt to regulate the building industry is of increasing relevance in view of the growing recognition that nationalization is no panacea and that government planning must be more and more concerned with influencing the behavior of privately-operated industries. The importance of the present study is further enhanced by the fact that it deals with a strategic investment goods industry which must inevitably play a major role in the current and future "development planning" of underdeveloped countries. This work, therefore, is of special interest to economists concerned with the problems of government economic planning. Moreover, because of its strong focus upon the organizational and administrative aspects of government planning, Economic Planning in the British Building Industry is of vital interest to political scientists and all students of public administration.

Why should the law care about enforcing contracts? We tend to think of a contract as the legal embodiment of a moral obligation to keep a promise. When two parties enter into a transaction, they are obligated as moral beings to play out the transaction in the way that both parties expect. But this overlooks a broader understanding of the moral possibilities of the market. Just as Shakespeare’s Shylock can stand on his contract with Antonio not because Antonio is bound by honor but because the enforcement of contracts is seen as important to maintaining a kind of social arrangement, today’s contracts serve a fundamental role in the functioning of society. With The Dignity of Commerce, Nathan B. Oman argues persuasively that well-functioning markets are morally desirable in and of themselves and thus a fit object of protection through contract law. Markets, Oman shows, are about more than simple economic efficiency. To do business with others, we must demonstrate understanding of and satisfy their needs. This ability to see the world from another’s point of view inculcates key virtues that support a liberal society. Markets also provide a context in which people can peacefully cooperate in the absence of political, religious, or ideological agreement. Finally, the material prosperity generated by commerce has an ameliorative effect on a host of social ills, from racial discrimination to environmental destruction.
