Formally, the Greek state is structured along Napoleonic lines with a centralized administration, a legalistic constitution, and an ordered bureaucracy. In practice, clientelism permeates the political system. On the one hand, clientelism joins the centre and periphery. Since the locus of decision-making is far removed from the periphery, there is a need for a mediator which is satisfied with the patron-client tie. On the other hand, clientelism becomes the method of bureaucratic appointment, producing an inefficient, top-heavy administration, lacking technical expertise. While this is a problem in itself, it becomes more acute with membership of the European Union (EU) because the political system cannot implement EU legislation and the frequent changes of personnel jeopardize Greece's negotiating credibility with other member states.
