In the last two decades, new communication technologies have dramatically changed the world in which mental health professionals and their patients live. Developments such as e-mail, online chat groups, Web pages, search engines, and electronic databases are directly or indirectly affecting most people's routines and expectations. Other developments are poised to do so in the near future. Already, for example, patients are acquiring both good and bad advice and information on the Web; many expect to be able to reach their therapists by e-mail. And already there is pressure from third party payers for providers to submit claims electronically. These technological breakthroughs have the potential to make mental health care more widely available and accessible, affordable, acceptable to patients, and adaptable to special needs. But many mental health professionals, as well as those who train them, are skeptical about integrating the new capabilities into their services and question the ethical and legal appropriateness of doing so. Those unfamiliar with the technologies tend to be particularly doubtful. How much e-mail contact with patients should I encourage or permit, and for what purposes? Why should I set up a Web site and how do I do so and what should I put on it? Should I refer patients to chat groups or Web-based discussion forums? Could video-conferencing be a helpful tool in some cases and what is involved? How do I avoid trouble if I dare to experiment with innovations? And last but not least, will the results of my experimentation be cost-effective? And until now, there has been no national discussion to adequately and practically address the future of America's metropolitan regions. Metropolitics is the story of how demographic research and state-of-the-art mapping, together with resourceful and pragmatic politics, built a powerful political alliance between the central cities, declining inner suburbs, and developing suburbs with low tax bases. In an unprecedented accomplishment, groups formerly divided by race and class--poor minority groups and blue-collar suburbanites--together with churches, environmental groups, and parts of the business community, began to act in concert to stabilize their communities. The Twin Cities of Minneapolis and St. Paul believed that they were immune from the forces of central city decline, urban sprawl, and regional polarization, but the 1980s hit them hard. The number of poor and minority children in central-city schools doubled from 25 to 50 percent, segregation rapidly increased, distressed urban neighborhoods grew at the fourth fastest rate in the United States, and the murder rate in Minneapolis surpassed that of New York City. These changes tended to accelerate and intensify as they reached middle- and working-class bedroom communities, which were less able to respond and went into transition far more rapidly. On the other side of the region, massive infrastructure investment and exclusive zoning were creating a different type of community. In white-collar suburbs with high tax bases, where only 27 percent of the region's population lived, 61 percent of the region's new jobs were created. As the rest of the region struggled, these communities pulled away physically and financially. In this powerful book, Myron Orfield details a regional agenda and the political struggle that accompanied the creation of the nation's most significant regional government and the enactment of land use, fair housing, and tax-equity reform legislation. He shows the link between television and talk radio sensationalism and bad public policy and, conversely, how a well-delivered message can ensure broad press coverage of even complicated issues. Metropolitics and the experience of the Twin Cities show that no American region is immune from pervasive and difficult problems. Orfield argues that the forces of decline, sprawl, and polarization are too large for individual cities and suburbs to confront alone. The text provides ways to achieve correct engineering design decisions. The book starts with an understanding for the need to apply rationality, as opposed to uncertainty, in design decision making. Inductive logic in computers is explained where the design of the machine and the accompanying software are considered. The text then explains the functional equations and the problems of arriving at a rational description through some mathematical preliminaries. Bayes' equation and rational inference as tools for adjusting probabilities when something new is encountered in earlier probability distributions are explained. The book presents as well a case study concerning the error made in following specifications of spark plugs. The author also explains the Bernoulli trials, where a probability that a better hypothesis than that already adopted may exist. The rational measure of uncertainty and the principle of maximum entropy with sample calculations are included in the text. After considering the probabilities, the decision theory is taken up where engineering design follows. Examples regarding transmitter and voltmeter designs are presented. The book ends by explaining probabilities of success and failure as applied to reliability engineering, that it is a state of knowledge rather than the state of a thing. The text can serve as a textbook for students in technology engineering and design, and as a useful reference for mathematicians, statisticians, and fabrication engineers.
