Lifestyle experimentation among the white middle class produced often catastrophic changes in attitudes toward marriage and parenting, the work ethic and dependency in those at the bottom of the social ladder, and closed down their exits to the middle class. Texas Governor George W. Bush's presidential campaign has highlighted the continuing importance of The Dream and the Nightmare. Bush read the book before his first campaign for governor in 1994, and, when he finally met Magnet in 1998, he acknowledged his debt to this work. Karl Rove, Bush's principal political adviser, cites it as a road map to the governor's philosophy of ''compassionate conservatism.

This first volume of this two-volume set deals with the important recent discovery of the photomagneton of electromagnetic radiation, a discovery which is fundamental in quantum field theory and in quantum mechanics in matter. The photomagneton is the elementary quantum of magnetic flux density carried by the individual photon in free space, and is generated directly by the intrinsic angular momentum of the free photon. The volume develops the theory of the photomagneton in a series of papers, which cover all the major aspects of the theory, from classical electrodynamics to the relativistic quantum field. Several suggestions are given for experimental tests, and the available experimental evidence is discussed in detail. The overall conclusion of the series of papers is that the photomagneton, which is observable experimentally in magneto-optical phenomena, indicates the presence in free space of a novel, longitudinal, magnetic flux density, linked ineluctably to the usual transverse components. If the photomagneton is not observed, then a paradox would have emerged at the most fundamental electrodynamical level, necessitating a modification of the Maxwell equations themselves.

Metropolitan communities across the country are facing the same, seemingly unsolvable problems: the concentration of poverty in central cities, with flashpoints of increasing crime and segregation; declining older suburbs and vulnerable developing suburbs; and costly urban sprawl, with upper-middle-class residents and new jobs moving further and further out to an insulated, favored quarter. Exacerbating this polarization, the federal government has largely abandoned urban policy. Most officials, educators, and citizens have been at a loss to create workable solutions to these complex, widespread trends. And until now, there has been no national discussion to adequately and practically address the future of America's metropolitan regions. Metropolitics is the story of how demographic research and state-of-the-art mapping, together with resourceful and pragmatic politics, built a powerful political alliance between the central cities, declining inner suburbs, and developing suburbs with low tax bases. In an unprecedented accomplishment, groups formerly divided by race and class--poor minority groups and blue-collar suburbanites--together with churches, environmental groups, and parts of the business community, began to act in concert to stabilize their communities. The Twin Cities of Minneapolis and St. Paul believed that they were immune from the forces of central city decline, urban sprawl, and regional polarization, but the 1980s hit them hard. The number of poor and minority children in central-city schools doubled from 25 to 50 percent, segregation rapidly increased, distressed urban neighborhoods grew at the fourth fastest rate in the United States, and the murder rate in Minneapolis surpassed that of New York City. These changes tended to accelerate and intensify as they reached middle- and working-class bedroom communities, which were less able to respond and went into transition far more rapidly. On the other side of the region, massive infrastructure investment and exclusive zoning were creating a different type of community. In white-collar suburbs with high tax bases, where only 27 percent of the region's population lived, 61 percent of the region's new jobs were created. As the rest of the region struggled, these communities pulled away physically and financially. In this powerful book, Myron Orfield details a regional agenda and the political struggle that accompanied the creation of the nation's most significant regional government and the enactment of land use, fair housing, and tax-equity reform legislation. He shows the link between television and talk radio sensationalism and bad public policy and, conversely, how a well-delivered message can ensure broad press coverage of even complicated issues. Metropolitics and the experience of the Twin Cities show that no American region is immune from pervasive and difficult problems. Orfield argues that the forces of decline, sprawl, and polarization are too large for individual cities and suburbs to confront alone. Much of the material in this book represents a departure from that presented earlier in the series. Volumes 1 and 2 presented almost exclusively reviews by American authors of American work. As science is international, it is rare that in two different parts of the world large groups of researchers in the same field remain relatively uninformed about each other's work. However, during the time since the initiation of this series, a large body of research has grown up in Russia that is almost unknown outside, as the original reports are largely untranslated. For this reason, an extensive review is presented here of the entire field of Russian applications of lasers in medicine and biology. Although the author, Dr. Gamaleya, has not worked directly with many of the applications, he has a general background in laser usage and has received much help from his colleagues in assembling the material. His review is restricted to Russian research. This does not mean that he is unaware of Western advances, rather that he has restricted his material to the parts that are peculiarly Russian or are significant confir mations of earlier work. Some of the Russian developments are quite novel and will certainly suggest to the careful reader new interpretations of old data, and possibly even new lines of research. The mechanisms proposed for the interaction of the high-intensity monochromatic light from lasers with biological material continue to grow in complexity.
