From its inception, the U.S. Department of the Interior has been charged with a conflicting mission. One set of statutes demands that the department must develop America's lands, that it get our trees, water, oil, and minerals out into the marketplace. Yet an opposing set of laws orders us to conserve these same resources, to preserve them for the long term and to consider the noncommodity values of our public landscape. That dichotomy, between rapid exploitation and long-term protection, demands what I see as the most significant policy departure of my tenure in office: the use of science-interdisciplinary science-as the primary basis for land management decisions. For more than a century, that has not been the case. Instead, we have managed this dichotomy by compartmentalizing the American landscape. Congress and my predecessors handled resource conflicts by drawing enclosures: "We'll create a national park here," they said, "and we'll put a wildlife refuge over there." Simple enough, as far as protection goes. And outside those protected areas, the message was equally simplistic: "Y'all come and get it. Have at it." The nature and the pace of the resource extraction was not at issue; if you could find it, it was yours.

Moreover, what has been published lacks continuity and leaves many issues uncovered. One of the main goals of this book is to review the existing literature under one cover. Other goals are to edit the known results in a unified manner, classify them and identify where and how they relate to each other, and fill in some gaps with new results. In some areas we explicitly mention open problems. We hope that this survey will motivate further research and enable researchers to identify important open problems. The models described in this book have numerous applications. Many examples can be found in the cited papers, but we have chosen not to include applications in the book. Many of the ideas described in this book are special cases of general principles in Economics and Game Theory. In a time before bonds, treasury notes, or central banks, there were tontines. These were schemes in which a group of investors lent money to a government, corporation, or king, similar to a modern-day loan syndicate. But unlike conventional debt, periodic interest payments were distributed only to survivors. As tontine nominees died, the income of survivors correspondingly increased. Morbid, perhaps, but this was one of the earliest forms of longevity insurance in which the pool shared the risk. Moshe A. Milevsky tells the story of the first tontine issued by the English government in 1693, known as King William's tontine, intended to finance the war against French King Louis XIV. He explains how tontines work, the financial and economic thinking behind them, as well as why they fell into disrepute. Western Palestine is extremely rich in Arabic inscriptions, whose dates range from as early as CE 150 until modern times. Most of the inscriptions date from the Islamic period, for under Islam the country gained particular religious and strategic importance, even though it made up only part of the larger province of Syria. This historical importance is clearly reflected in the hundreds of inscriptions, the texts of which cover a variety of topics: construction, dedication, religious endowments, epitaphs, Qur'anic texts, prayers and invocations, all now assembled in the Corpus Inscriptionum Arabicarum Palaestinae (CIAP). The CIAP follows the method established at the end of the 19th century by Max van Berchem, namely, the studying of the Arabic inscriptions 'in context'. Van Berchem managed to publish two volumes of the inscriptions from Jerusalem: the CIAP covers the entire country. The inscriptions are arranged according to site, and are studied in their respective topographical, historical and cultural context. In this way the CIAP offers more than a survey of inscriptions: it represents the epigraphical angle of the geographical history of the Holy Land. Volume One: (A) was published in 1997, Volume Two: (B-C) in 1999, Volume Three: (D-F) in 2004, Volume Four: (G) in 2008, an Addendum in 2007, Volume Five: (H-I) in 2013, Volume Six: J (1) in 2016 and Volume Seven: J (2) Jerusalem 1 in 2021. This data seemingly provided an attrac tively simple explanation for the longstanding dilemma of how could one identical genome manifest itself in so many different forms in multicellular organisms?
