The Korean peninsula remains one of the world's most dangerous places. While North Korea has an army of 1.2 million troops and holds Seoul hostage with its missiles and artillery, Pyongyang is in desperate straits after a decade of economic decline, food shortages, and diplomatic isolation. In 1998, former U.S. Defense Secretary William Perry traveled to Pyongyang to propose increasing outside aid from the United States, South Korea, and Japan in exchange for North Korea's promise to reduce military provocations. The third in a series of influential Task Force reports on Korea policy, this study argues that, in spite of tensions, the United States should continue to support South Korea's engagement policy and keep Perry's proposal on the table. The Task Force recommends that, should North Korea increase tensions by testing long-range missiles, the United States and its allies should take a new approach to Pyongyang, including enhancing U.S.-Japan and South Korean deterrence against other North Korean threats, suspending new South Korean investment in North Korea, and placing new Japanese restrictions on financial transfers to the North. By suggesting the possibility of gradually reducing the danger on the Korean peninsula, this report represents a crucial addition to the discussion of U.S.-North Korean economic relations.

The aim of the book is to provide enough theoretical and practical details for the reader to be able to implement the SBF methods to solve real world problems. The authors stress the close connection between the theory of SBFs and that of the more well-known family of radial basis functions (RBFs), which are well-established tools for solving approximation theory problems on more general domains. The unique solvability of the SBF interpolation method for data fitting problems is established and an in-depth investigation of its accuracy is provided. Two chapters are devoted to partial differential equations (PDEs). One deals with the practical implementation of an SBF-based solution to an elliptic PDE and another which describes an SBF approach for solving a parabolic time-dependent PDE, complete with error analysis. The theory developed is illuminated with numerical experiments throughout. In Obama's Time, eminent historian Morton Keller has written the first historical assessment of Barack Obama's presidency. Drawing on a lifetime of scholarship on American history and politics, Keller examines Obama's presidential persona and governing style, his domestic and foreign policies, and his place in the broader history of American politics. Obama is deeply committed to active federal government, in the tradition of FDR's New Deal and LBJ's Great Society. But his ambitions have been tempered by the heavy weight of existing institutions and past precedents, strong Republican opposition, and unforeseen events. Keller concludes that this is a time when the centralized bureaucratic state faces a deep crisis of legitimacy.
