Shortlisted for the SLSA-Hart Socio-Legal Book Prize 2011 Governing, Independence and Expertise tells the story of the not-for-profit housing sector in England, focusing on its representative body, the National Housing Federation. The story tells of how the Federation and associations influenced their own space of governing through deploying discourses of independence and expertise; how being governed, and governing, become, at times, one and the same. The National Federation of Housing Societies was born in 1935 out of the apparent failure of housing societies, associations and charitable trusts to tackle the 'problem of the slums'. Its story was a familiar one - organisations have often set up collective structures to facilitate intervention in government. Viewed historically the success of the project is, nevertheless, remarkable, given that the housing association sector is now a major force in social housing provision. Moreover housing associations have pioneered many programmes which are central to our 'modernised' welfare state – such as private finance, independence and entrepreneurialism. Through the story of the Federation, the book examines the role of non-governmental actors in mechanisms of governing, engaging contemporary debates about public services and the nature of the 'social' - the limits of the role of the not-for-profit sector; the impact of private funders; and the disappearance of the notion of 'public'.
This book describes the fascinating results of a two year study of children's responses to contemporary picturebooks. Children of primary school age, from a range of backgrounds, read and discussed books by the award-winning artists, Anthony Browne and Satoshi Kitamura. They then made their own drawings in response to the books. The authors found that children are sophisticated readers of visual texts, and are able to make sense of complex images on literal, visual and metaphorical levels. They are able to understand different viewpoints, analyse moods, messages and emotions, and articulate personal responses to picturebooks - even when they struggle with the written word. With colour illustrations, and interviews with the two authors whose books were included in the study, this book demonstrates how important visual literacy is to children's understanding and development. Perpetrator Cinema explores a new trend in the cinematic depiction of genocide that has emerged in Cambodian documentary in the late twentieth- and early twenty-first centuries. While past films documenting the Holocaust and genocides in Yugoslavia, Rwanda, and elsewhere have focused on collecting and foregrounding the testimony of survivors and victims, the intimate horror of the autogenocide enables post–Khmer Rouge Cambodian documentarians to propose a direct confrontation between the first-generation survivor and the perpetrator of genocide. These films break with Western tradition and disrupt the political view that reconciliation is the only legitimate response to atrocities of the past. Rather, transcending the perpetrator’s typical denial or partial confession, this extraordinary form of “duel” documentary creates confrontational tension and opens up the possibility of a transformation in power relations, allowing viewers to access feelings of moral resentment. Shiach examines the ways in which labour was experienced and represented between 1890 and 1930. There is a critical tradition in literary and historical studies that sees the impact of modernity on human labour in terms of intensification and alienation. Shiach, however, explores a series of efforts to articulate the relations between labour and selfhood within modernism. Through readings of Sylvia Pankhurst and D. H. Waltzing with Bashir proposes a new paradigm for cinema trauma studies - the trauma of the perpetrator. Recognizing a current shift in interest from the trauma suffered by victims to that suffered by perpetrators, the book seeks to theorize this still under-studied field thus breaking the repression of this concept and phenomenon in psychoanalysis and in cinema literature. Taking as a point of departure the distinction between testimony given by the victim and confession made by the perpetrator, this pioneering work ventures to define and analyze perpetrator trauma in scholarly, representational, literary, and societal contexts. In contrast to the twentieth-century definition of the perpetrator based on modern wars and totalitarian regimes,Morag defines the perpetrator in the context of the twenty-first century's new wars and democratic regimes. The direct result of a drastic transformation in the very nature of war, made manifest by the lethal clash between soldier and civilian in a battlefield newly defined in bodily terms, the new trauma paradigm stages the trauma of the soldier turned perpetrator, thus offering a novel perspective on issues of responsibility and guilt. Such theoretical insights demonstrate that the epistemology of the post-witness era requires breaking deep-seated psychological and psychiatric, as well as cultural and political, repression. Driven by the emergence of a new wave of Israeli documentary cinema, Waltzing with Bashir analyzes the Israeli film and literature produced in the aftermath of the second Intifada. As Ari Folman's Waltz with Bashir and other new wave films demonstrate, Israeli cinema, attached on one side to the legacy of the Holocaust and on the other to the Israeli Occupation, is a highly relevant case for probing the limits of both victim and perpetrator traumas, and for revisiting and recontextualizing the crucial moment in which the victim/perpetrator cultural symbiosis is dismantled.

Since the 1980s under successive governments the police have been allowed to suppress protests, using aggressive tactics—from batons to horse charges to kettling. The landscape of how police deal with protest changed following criticism of the police during the 1981 Brixton riots. New military-style tactics were sanctioned by the Thatcher government, in secret. Over the next forty years those protesting against racism, unfair job losses, draconian laws, or for environmental protection were subject to brutal tactics. In the aftermath, media attention denigrates protesters while the police are praised and continue to act with impunity. Looking through these moments of conflict widens our understanding of policing public order to reveal the true character of the state. Since the 1980s successive governments, from Thatcher to Johnson, covertly plot to suppress protests, using standardised aggressive tactics, from batons to horse charges to kettling. Through undisclosed documents and eyewitness accounts the authors reveal organised police violence against miners at Orgreave, print workers at Warrington, anti poll tax campaigners, student protestors and Black Lives Matter. The voices of protesters have been undeterred.
