Although many refer to the American South as the "Bible Belt", the region was not always characterized by a powerful religious culture. In the seventeenth century and early eighteenth century, religion-in terms both of church membership and personal piety-was virtually absent from southern culture. The late eighteenth century and early nineteenth century, however, witnessed the astonishingly rapid rise of evangelical religion in the Upper South. Within just a few years, evangelicals had spread their beliefs and their fervor, gaining converts and building churches throughout Virginia and North Carolina and into the western regions. But what was it that made evangelicalism so attractive to a region previously uninterested in religion? Monica Najar argues that early evangelicals successfully negotiated the various challenges of the eighteenth-century landscape by creating churches that functioned as civil as well as religious bodies. The evangelical church of the late eighteenth century was the cornerstone of its community, regulating marriages, monitoring prices, arbitrating business, and settling disputes. As the era experienced substantial rifts in the relationship between church and state, the disestablishment of colonial churches paved the way for new formulations of church-state relations. The evangelical churches were well-positioned to provide guidance in uncertain times, and their multiple functions allowed them to reshape many of the central elements of authority in southern society. They assisted in reformulating the lines between the "religious" and "secular" realms, with significant consequences for both religion and the emerging nation-state. Touching on the creation of a distinctive southern culture, the position of women in the private and public arenas, family life in the Old South, the relationship between religion and slavery, and the political culture of the early republic, Najar reveals the history behind a religious heritage that remains a distinguishing mark of American society.

The Land of Too Much presents a simple but powerful hypothesis that addresses three questions: Why does the United States have more poverty than any other developed country? Why did it experience an attack on state intervention starting in the 1980s, known today as the neoliberal revolution? And why did it recently suffer the greatest economic meltdown in seventy-five years? Although the United States is often considered a liberal, laissez-faire state, Monica Prasad marshals convincing evidence to the contrary. Indeed, she argues that a strong tradition of government intervention undermined the development of a European-style welfare state. The demand-side theory of comparative political economy she develops here explains how and why this happened. Her argument begins in the late nineteenth century, when America’s explosive economic growth overwhelmed world markets, causing price declines everywhere. While European countries adopted protectionist policies in response, in the United States lower prices spurred an agrarian movement that rearranged the political landscape. The federal government instituted progressive taxation and a series of strict financial regulations that ironically resulted in more freely available credit. As European countries developed growth models focused on investment and exports, the United States developed a growth model based on consumption. These large-scale interventions led to economic growth that met citizen needs through private credit rather than through social welfare policies. Among the outcomes have been higher poverty, a backlash against taxation and regulation, and a housing bubble fueled by “mortgage Keynesianism.” This book will launch a thousand debates.

The United States deported nearly two million illegal immigrants during the first five years of the Obama presidency—more than during any previous administration. President Obama stands accused by activists of being “deporter in chief.” Yet despite efforts to rebuild what many see as a broken system, the president has not yet been able to convince Congress to pass new immigration legislation, and his record remains rooted in a political landscape that was created long before his election. Deportation numbers have actually been on the rise since 1996, when two federal statutes sought to delegate a portion of the responsibilities for immigration enforcement to local authorities. Policing Immigrants traces the transition of immigration enforcement from a traditionally federal power exercised primarily near the US borders to a patchwork system of local policing that extends throughout the country’s interior. Since federal authorities set local law enforcement to the task of bringing suspected illegal immigrants to the federal government’s attention, local responses have varied. While some localities have resisted the work, others have aggressively sought out unauthorized immigrants, often seeking to further their own objectives by putting their own stamp on immigration policing. Tellingly, how a community responds can best be predicted not by conditions like crime rates or the state of the local economy but rather by the level of conservatism among local voters. What has resulted, the authors argue, is a system that is neither just nor effective—one that threatens the core crime-fighting mission of policing by promoting racial profiling, creating fear in immigrant communities, and undermining the critical community-based function of local policing.

The reform of the European Constitution continues to dominate news headlines and has provoked a massive debate, unprecedented in the history of EU law. Against this backdrop Monica Claes' book offers a "bottom up" view of how the Constitution might work, taking the viewpoint of the national courts as her starting point, and at the same time returning to fundamental principles in order to interrogate the myths of Community law. Adopting a broad, comparative approach, she analyses the basic doctrines of Community law from both national constitutional perspectives as well as the more usual European perspective. It is only by combining the perspectives of the EU and national constitutions, she argues, that a complete picture can be obtained, and a solid theoretical base (constitutional pluralism) developed. Her comparative analysis encompasses the law in France, Belgium, Denmark, the Netherlands, Germany, Ireland, Italy and the United Kingdom and in the course of her inquiry discusses a wide variety of prominent problems. The book is structured around three main themes, coinciding with three periods in the development of the judicial dialogue between the ECJ and the national courts. The first focuses on the ordinary non-constitutional national courts and how they have successfully adapted to the mandates developed by the ECJ in Simmenthal and Francovich. The second examines the constitutional and other review courts and discusses the gradual transformation of the ECJ into a constitutional court, and its relationship to the national constitutional courts. The contrast is marked; these courts are not specifically empowered by the case law of the ECJ and have reacted quite differently to the message from Luxembourg, leaving them apparently on collision course with the ECJ in the areas of judicial Kompetenz Kompetenz and fundamental rights. The third theme reprises the first two and places them in the context of the current debate on the Constitution for Europe and the Convention, taking the perspective of the national courts as the starting point for a wide-ranging examination of EU's constitutional fundamentals. In so doing it argues that the new Constitution must accommodate the national perspective if it is to prove effective.

Based on the author's fieldwork at assisted conception clinics in England in the mid-1990s, this is the first ethnographic study of the new procreative practices of anonymous ova and embryo donation. Giving voice to both groups of women participating in the demanding donation experience - the donors on the one side and the ever-hopeful IVF recipients on the other - Konrad shows how one dimension of the new reproductive technologies involves an unfamiliar relatedness between nameless and untraceable procreative strangers. Offsetting informants' local narratives against traditional Western folk models of the 'sexed' reproductive body, the book challenges some of the basic assumptions underlying conventional biomedical discourse of altruistic donation that clinicians and others promote as "gifts of life."
