A growing number of governments have made commitments to achieving gender equality and women's rights, with many using gender responsive budgeting (GRB) to allocate resources for the delivery of economic policy and governance that benefit men and women equally. At a time when GRB is growing in global traction, this book investigates what it can deliver for gender equality and state resilience in contexts where the state is weak or prone to violence, such as in Timor-Leste. Gender-Responsive Budgeting in Fragile States: The Case of Timor-Leste uses the Timor-Leste case to investigate whether gender equality reform can be adopted at the same time as establishing economic and institutional fundamentals. While some may have thought that the adoption of GRB strategy in 2008 was premature, Monica Costa argues that GRB initiatives have contributed to budget accountability and transparency, and ultimately improved policy and budget processes and decisions. This multi-disciplinary analysis of a decade of GRB demonstrates why GRB is important to inform the debate on state fragility-resilience and argues that fragile states cannot defer gender equality in the name of getting the economic and institutional basics right. While a growing number of fragile states have taken steps to make their budget more gender responsive, questions remain for economists and policy makers about what can be achieved, and how. Gender Responsive Budgeting in Fragile States is the first international publication on GRB in fragile state contexts and will be of interest to researchers, upper level students, policy makers and NGOs with an interest in policy, economics, gender and development.

By looking at the problem of complicity in political violence from a social versus a legal perspective, The Politics of Conflict offers readers new insight into the ways in which violence operates. To do this, Monica Ingber applies Gilles Deleuze's analysis of the novellas of Leopold Sacher-Masoch, particularly Venus in Furs, to the politics of violence in Iraq. Specifically, Ingber develops the concept of transubstantiatory violence, to think through the relationship between social complicity and political violence. By assessing politics in Iraq through the lens of transubstantiatory violence, it becomes possible to see how social complicity validates what would be otherwise viewed as illegitimate forms of violence. This legitimization of violence is addressed through the problematization of the modern correlation of security, law, and the social contract by exploring three key areas of socio-politics: state-making and nation-building, political movements, and the popular militia. A serious study that makes important contributions to political science, political philosophy, and conflict studies, The Politics of Conflict demonstrates an alternative view of violence that is provocative in its ability to destabilize dominant understandings of regime violence and the counter-reactions of opposition movements.

Originally published in 1987, reissued here with a new preface, this book presented a history of the Queen’s Nursing Institute on the occasion of the centenary of its founding in 1887. Since that time, the Institute had been the major force behind all developments in the field of district nursing. Monica Baly here traces the history of the Institute concentrating not just on top personalities, but on showing what district nurses actually did and on relating developments to the social, political and cultural events and attitudes of the day. Breaking much new ground, the book should be essential reading for all district nurses in particular, and for other nurses and historians with an interest in the history of nursing. Still going strong today, now The Queen’s Institute of Community Nursing is a registered charity dedicated to improving the nursing care of people in the home and community.
Interrupting Class Inequality in Higher Education explores why socioeconomic inequality persists in higher education despite widespread knowledge of the problem. Through a critical analysis of the current leadership practices and policy narratives that perpetuate socioeconomic inequality, this book outlines the trends that negatively impact low- and middle-income students and offers effective tools for creating a more equitable future for higher education. By taking a solution-focused approach, this book will help higher education students, leaders, and policy makers move from despair and inertia to hope and action.
Bringing together cultural, economic and social historians from across Europe and beyond, this volume offers a consideration from a number of perspectives of the principal forces that further integrated the Ottoman Empire and Western Europe during the first century of industrialisation. The essays not only review and analyse the commercial, financial and monetary factors, negative as well as positive, that bore upon the region's initial stages of modern transformation, but also provide a ready introduction to major aspects of the economy and society of the Ottoman Empire in the nineteenth century. Beginning with two chapters providing the context to the development of Ottoman relations with Western Europe up to the second half of the nineteenth century, the collection then moves on to explore more specific questions of trade links, the impact of improved transportation and communications, the development and changing nature of Ottoman finance and banking, as well as European investment in Turkey. The outcome is a broad ranging consideration of how all these issues played a fundamental role in the final decades of the Ottoman Empire and the emergence of Turkey as a modern state with links to both east and west. The essays in this collection derive from the EABFH colloquium held in the Imperial Mint, Istanbul, in October 1999.
