Provided you live it, love it, and cherish it with great exuberance and a positive mindset. It’s impossible to write without being influenced in some way by your life experiences, whether intentionally or otherwise. But one has to mine value from these experiences rather than be blindly led by them. Serving for more than 36 years in three different uniforms, experiencing various ups and downs, different terrains, altitudes, and places: it was more than an exhilarating odyssey. The interaction with varied personalities, colleagues, mentors, friends, and subordinates moulded his attitude to face enormous challenges and, at times, adversities coming his way with confidence in the right frame of my mind. As a medical professional in Armed Forces, Surgeon Captain Mohan experienced many unusual events that possibly very few medicos could ever imagine. He survived the brush with death three times. Maybe it was his destiny, but each experience added to his confidence and prepared him to take on further challenges pretty smoothly in life. His knack for rolling into adventures helped him accept a few dangerous assignments head-on and come out of them with laurels. Drawing on the culture-centered approach (CCA), this book re-imagines culture as a site for resisting the neocolonial framework of neoliberal governmentality. Culture emerged in the 20th Century as a conceptual tool for resisting the hegemony of West-centric interventions in development, disrupting the assumptions that form the basis of development. This turn to culture offered radical possibilities for decolonizing social change but in response, necolonial development institutions incorporated culture into their strategic framework while simultaneously deploying political and economic power to silence transformative threads. This rise of “culture as development” corresponded with the global rise of neo-liberal governmentality, incorporating culture as a tool for globally reproducing the logic of capital. Using examples of transformative social change interventions, this book emphasizes the role of culture as a site for resisting capitalism and imagining rights-based, sustainable and socialist futures. In particular, it attends to culture as the basis for socialist organizing in activist and party politics. In doing so, Culture, Participation and Social Change offers a framework of inter-linkage between Marxist analyses of capital and cultural analyses of colonialism. It concludes with an anti-colonial framework that re-imagines the academe as a site of activist interventions.
This book is a significant contribution to the socio-political history of science and technology in India, combining a wholistic perspective with a strong regional flavour. It revolves around two basic issues. First is the role of science and technology in empire-building in Asia, specifically in India, and financing its maintenance through maximum exploitation of its human, natural, agricultural and other resources by launching and executing a number of exploratory projects, termed as ‘field sciences’. Such an imperial focus was undergirded by a crucial objective; the acquisition of hegemony through social control based on intimate knowledge of horizontal and vertical divisions in lndian society around the axes of religion and caste. Formalised as colonial ethnography by the administrators, it was institutionalised as a discipline in the British universities. Second concerns the decoding of the complex response of the Indian intelligentsia including the English-educated as well as the experts and advocates of classical and regional languages which were the key to indigenous knowledge in indigenous sciences, arts and literature. The book also discusses the innovative use of print technology by Arya Samaj in recasting Hindu consciousness and its alternative of seeking historical guidelines in the past.

While a substantial body of research explains how the conflict between India and Pakistan originated and developed over time, a systematic and multivariate inquiry cutting across different IR paradigms to understand this rivalry is rare or limited. Surinder Mohan contributes to the understanding of India and Pakistan’s rivalry by presenting a new type of framework, also known as complex rivalry model. This comprehensive model, by not limiting its theoretical tool-kit to any single paradigm, is unique in its approach and better positioned to debate and answer baffling questions that the single-paradigm-based studies address rather inadequately and in isolation. This book, through an examination of fifty-seven militarized disputes between 1947 and 2021, explains the life cycle of India-Pakistan rivalry in four phases: initiation; development; maintenance; and a possible transformation/termination. Mohan delineates five specific conditions that evolved the subcontinental conflict into a complex rivalry: first, its survival in spite of the Bangladesh War and the end of the Cold War; second, its linkage with other rivalries; third, the inclusion of nuclear factor; fourth, the dyadic stability in the militarized disputes and hostility level despite changes in the regime type; and fifth, the dyad’s involvement in a multilayered conflict pattern. To break this deadlock and mitigate their longstanding differences, Mohan proposes that India and Pakistan must reframe their national priorities and political goals so that the new situation or combinations of conditions would assist their peace strategists to downgrade the dyadic hostility and implement risky policies to make headway to a promising transformation.
