The Arab uprisings that swept the Middle East and North Africa in the period from 2011- 2012 left an indelible mark on the socio-political landscape of the region. But that mark was not consistent across the region: while some countries underwent dramatic popular social and political changes, others teetered on the brink, or were left with the status quo intact. Street revolutions toppled despotic regimes in Tunisia, Libya, and momentarily in Egypt, while mounting serious challenges to authoritarian regimes in Syria and Yemen. Algeria’s entrenched bureaucratic-cum-military authoritarian system proved resilient until the recent events of early 2019 which forced the resignation of President Abdelaziz Bouteflika before the end of his term on 28 April 2019. As in Algeria, protestors in Sudan succeeded, after months of demonstrations, in overthrowing the government of Omar al-Bashir. Several Arab monarchies still appear stable and have managed to weather the tempest of the Arab revolutions, albeit not without fissures showing in the edifice of their states, accompanied by some minor constitutional changes. Where Tunisians, Egyptians, Yemenis, Syrians, and Libyans demanded regime changes in their political systems, protesters in the Arab monarchies have called on the kings and emirs to reform their political system from the top down, indicating the sizeable monarchical advantage. In January 2011, after three decades under President Hosni Mubarak, the Egyptian people joined together in an uprising – subsequently dubbed the January 25 Revolution – that was widely seen as an important move towards greater civil and political freedoms in the country. However, since then security in the country has deteriorated – and it is Egypt’s religious minorities who are bearing the brunt of this renewed violence. This report, drawing on interviews with minority representatives and human rights activists in the country, explores the troubling continuation of the marginalization and insecurity that characterized the situation of religious minorities during the Mubarak era. These include an ongoing climate of impunity, enabled by the government’s unwillingness to prevent or prosecute sectarian violence, as well as restrictive legislation, engrained prejudice and the prevalence of hate speech in political and religious discourse. The discrimination and violence that religious minorities still face, almost three years on from the removal of Mubarak, reflect deep and persistent inequalities that have remained remarkably intact in spite of the country’s political upheaval. As the findings of this report suggest, Egypt requires a comprehensive transformation of its current social and institutional environment, from education and media to legislation and the judiciary, if the root causes of the problems confronting religious minorities are to be effectively addressed. As sectarian violence is an important factor in its continued instability, the situation of Egypt’s minority groups will also have lasting implications for the future of the entire population.

Understanding Sharia: Islamic Law in a Globalised World sets out to explore the reality of sharia, contextualising its development in the early centuries of Islam and showing how it evolved in line with historical and social circumstances. The authors, Raficq S. Abdulla and Mohamed M. Keshavjee, both British-trained lawyers, argue that sharia and the positive law flowing from it, known as fiqh, have never been an exclusive legal system or a fixed set of beliefs. In addition to tracing the history of sharia, the book offers a critique concerning its status today. Sharia is examined with regard to particular issues that are of paramount importance in the contemporary world, such as human rights; criminal penalties, including those dealing with apostasy, blasphemy and adultery, commercial transactions, and bio-medical ethics, amongst other subjects. Salafism is a fundamentalist Sunni vision of Islam that is growing in popularity in many countries. In this book, Mohamed-Ali Adraoui focuses on quietist Salafism, which he calls a study in contradictions. Strongly opposed to political action, terrorism, and the overthrow of established regimes, quietist Salafism insists on restructuring Islamic norms with the fervor of a revivalist and fundamentalist ethic. Quietist Salafis seek the purification of culture and religious renewal through a "de-militantization" of the Islamic corpus. Adraoui explores the Salafis' individual trajectories, their relationship with politics, and their vision of the world and of modernity, in order to understand how quietist Salafis negotiate their social identities and religious obligations in the Western context. What does the increasing presence of Islamic movements in the global space mean? Adraoui draws parallels between the French case and that of Muslim countries, and argues that the spread of quietist Salafism is partially a result of the foreign policy of Saudi Arabia. Excellence in service is needed in the Military Hospitals in Malaysia to ensure the best and the most effective services are delivered. One of the factors that contribute to the provision of excellent services is the presence of competent managers. In this book, we report the outcome of a study aimed to determine the level of service excellence among managers and the factors influencing it in five Military Hospitals under the Ministry of Defence, Malaysia. A cross sectional study was conducted using self-administered questionnaires distributed to Military and Non-Military managers with different demographic backgrounds and service characteristics. The questionnaires consist of six components: the background of the respondents; the level of service excellence; skills; knowledge of the Blue Ocean Strategy (BOS), leadership style, and organisational compliance. By using the Structural Equation Model, findings of the study showed that all independent variables, i.e., skills, knowledge on BOS, leadership style and organisational compliance are significantly related to service excellence. Using Stepwise Multiple Linear Regression, it was discovered that managers in the lower grades, as well as Non-Military managers, demonstrated significant service excellence. In conclusion, the service excellence of managers in Military Hospitals is strongly influenced by their competencies. Military Hospitals administration should focus into the needs for training and suitable courses for Military managers in senior position to enhance their competencies.
