The formation of human capital--the knowledge, skills, and health that people accumulate over their lifetimes--is critical for the six Gulf Cooperation Council (GCC) countries. Human capital contributes not only to human development and employment but also to the long-term sustainability of a diversified economic growth model that is knowledge based and private sector driven. This approach is critical, given that income from oil and gas will eventually decline and that the nature of work is evolving in response to rapid technological changes, in turn demanding new skill sets. The GCC governments have demonstrated their strong political will for this shift: four of them are among the first countries to join the World Bank’s Human Capital Project—a global effort to improve investments in people as measured by the Human Capital Index. The GCC countries face four main challenges: • Low levels of basic proficiency among schoolchildren • A mismatch between education and the labor market • A relatively high rate of adult mortality and morbidity • A unique labor market , in which wages in the public sector are more generous than in the private sector and government employment of nationals is virtually guaranteed To address these challenges, this report outlines four strategies in a“whole-of-government†? approach: • Investing in high-quality early childhood development • Preparing healthier, better educated, and skilled youth for the future • Enabling greater adult labor force participation • Creating an enabling environment for human capital formation These strategies are based on best practices in other countries and feature some of the GCC countries’ plans, including their national “Visions,†? to take their economies and societies further into the twenty-first century. With the COVID-19 pandemic, the GCC countries face additional challenges that may worsen some preexisting vulnerabilities and erode human capital. In response, the GCC governments have taken multiple measures to protect their populations’ health and their economies. Any country’s decision to reopen its economy needs to closely consider public health consequences to avoid a resurgence of infections and any further erosion of its human capital. The COVID-19 crisis underscores that the need to accelerate and improve investment in human capital has never been greater. Once the GCC countries return to a “new normal,†? they will be in a position to achieve diversified and sustainable growth by adopting, and then tailoring, the strategies presented in this report.

The failure of reform policies in areas of critical importance to Arab populations such as health and education played a central role in igniting the Arab Awakening, yet this policy perspective has been largely absent from recent studies of the region. Arab regimes most reliant on repression to guarantee their survival were also those most vulnerable to mass politics. Where threats to regime survival have been limited, so have more meaningful reforms been possible, finding an alternative to political change through focusing on "soft policy" areas such as education. A Political Economy of Arab Education offers a comprehensive analysis of K-12 education systems in Arab countries, deepening understanding of their administrative structures and outcomes, and exploring how political considerations have impacted the ability of Arab regimes to engage in meaningful reform. The Arab uprisings that swept the Middle East and North Africa in the period from 2011- 2012 left an indelible mark on the socio-political landscape of the region. But that mark was not consistent across the region: while some countries underwent dramatic popular social and political changes, others teetered on the brink, or were left with the status quo intact. Street revolutions toppled despotic regimes in Tunisia, Libya, and momentarily in Egypt, while mounting serious challenges to authoritarian regimes in Syria and Yemen. Algeria’s entrenched bureaucratic-cum-military authoritarian system proved resilient until the recent events of early 2019 which forced the resignation of President Abdelaziz Bouteflika before the end of his term on 28 April 2019. As in Algeria, protestors in Sudan succeeded, after months of demonstrations, in overthrowing the government of Omar al-Bashir. This book presents extensive research on two main problems in robotics: the path planning problem and the multi-robot task allocation problem. It is the first book to provide a comprehensive solution for using these techniques in large-scale environments containing randomly scattered obstacles. The research conducted resulted in tangible results both in theory and in practice. For path planning, new algorithms for large-scale problems are devised and implemented and integrated into the Robot Operating System (ROS). The book also discusses the parallelism advantage of cloud computing techniques to solve the path planning problem, and, for multi-robot task allocation, it addresses the task assignment problem and the multiple traveling salesman problem for mobile robots applications. In addition, four new algorithms have been devised to investigate the cooperation issues with extensive simulations and comparative performance evaluation. The algorithms are implemented and simulated in MATLAB and Webots.

Piracy was considered as the standard, the norm, and the normal of that era. It was a source of enrichment for normal people and for countries. It was practiced by countries implicitly, so many pirates worked for the account of empires. Barbarossa and his brother Arruj were not the exceptions, they were raised in this world and atmosphere it wasn’t immoral to practice piracy. Something is clear is that they practiced piracy after they were normal traders with their ships and after the imprisonment and the torture of Arruj the Barbarossa's oldest brother by the Rhodes Knights on his way to Tripoli in Lebanon. Barbarossa, an Italian word meaning the Red Beard. Mostly the Venetians in the fifteenth century who called Khaireddine Basha or Khedher with this name. Barbarossa or Khaireddine was born in Midilli island in 1478, he died in Istanbul in 1546. At an early age, he use the ship as we use in our days the cars and all the transportations mean. With time the sea became really his real home. A normal person can work outside throughout the day and return at the end of the day to his home to take a rest, Barbarossa took this rest in his ship’s cabinet in the large of the sea everywhere. Through this autobiography, Barbarossa talked about all the incidents that he lives, saw, or testified about by himself. The religious context at that time was major in his stories as the adversaries the Ottoman empire in aside the Venice, the Spanish and the Portuguese empires in another side each side represents a religion and his followers the Ottoman empire represents Islam, the Spaniards, the Portuguese and the Venetians represents the Christianity. The use of words like Kaffer or kuffar which means unbelievers or infidels was frequent. Despite his solid heart as an adventurer in real life not like in Hollywood movies, I found that he has a very sensitive soul when the matter concerns his brother Arruj, his relatives, his men, and the poor that he tried always to help them everywhere. Barbarossa never talked about his mom, his education, and his Childhood. For example, he didn’t mention that his mom was a priest widow before she married his father. He didn’t mention that besides the military work of his father he was working on pottery and when they started trading he and his brother Arruj they sold the pottery of their father outside the Midilli island(Lesbos today). He didn’t specify that their brother Isaaq preferred administrative work. Barbarossa and his brother Arruj saved the lives of tens of thousands of Muslims and Jews escaping from the tyranny and the torture of the Spanish Chruch at that time and transferring them to North Africa and Greece in Salonica. This autobiography reflects all the cultures, values, morals, and behaviors of all people surviving at that time.
The Egyptian press has a large readership and potential influence on public opinion in Egypt and the Arab world. The Egyptian Press and Coverage of Local and International Events analyzes this understudied area. Written in Egypt, the book is formed of five chapters and analyzes in qualitative and quantitative methods close to 300 newspaper and magazine articles. It studies the Egyptian press and investigates the challenges it faces to be compatible with that in the west, and evaluates the renowned book Four Theories of the press and whether today's Egyptian press can fit in one of those theories. It also looks at the concepts of framing and discourse analysis adopted later. The author examines how the Egyptian press framed the Sudanese refugees' riot in Cairo in December 2005 by the top thirteen Egyptian national, independent, and party newspapers. It found that independent and party newspapers enjoy more freedom than national ones in criticizing government and the way police tackled the protest. However, independent newspapers were more vigorous in their criticism than party ones. The author observes that the weekly magazines tended to frame their coverage in a somewhat anti-government slant, accusing authorities and ferry owners of failure and corruption. Finally, the book compares coverage of the Israeli War in Lebanon in July 2006 by Egypt's giant semi-official daily newspaper Al-Ahram with that by two prominent, non-Egyptian pan-Arab dailies Al-Hayat and Asharq Al-Awsat. He finds that while Al-Hayat and Asharq Al-Awsat, which are owned by Saudi businessmen, portrayed Hizbullah in an unfavorable manner, Al-Ahram was somewhat favorable in its coverage of the Lebanese resistance group.

Television broadcasting has expanded the number of avenues for the public to freely express its views. In other words, it has created an interactive Arab public forum in a highly engaging and interesting manner. One of the main subjects of this study has been the role that satellite TV channels have played in redefining the word "public" and in altering the limits of what had traditionally been defined as "public affairs" in the Arab world.
The use of the optical spectrum for wireless communications has gained significant interest in recent years. Applications range from low-rate simplex transmission links using existing embedded CMOS cameras in smartphones, referred to as optical camera communications (OCC), mobile light fidelity (LiFi) networking in homes, offices, urban and sub-sea environments to free-space gigabit interconnects in data centers and point-to-point long-range wireless backhaul links outdoors and in space. This exciting book focuses on the use of optical wireless communications (OWC) for mobile use cases. The book discusses existing conventional radio frequency (RF)-based wireless access technology and presents the challenges that can impact the requirements of the future wave of new wireless services in the context of artificial intelligence (AI) driven autonomous systems and machine-type communications. The relationship between visible light communications (VLC) and light fidelity (LiFi), is explored, and the major advantages of VLC and LiFi such as security and data density, and discuss existing research challenges are also introduced. Channel modeling techniques are provided for mobile multiuser scenarios, and will introduce key building blocks to achieve LiFi cellular networks achieving orders of magnitude improvements of area spectral efficiency compared to state-of-the-art. Challenges that arise from moving from a static point-to-point visible light link to a LiFi network that is capable of serving hundreds of mobile and fixed nodes are discussed. An overview of recent standardization activities and the commercialization challenges of this disruptive technology is also provided.
