When lead, zinc, and limestone were discovered and developed into prosperous industries, families began to arrive from all over to take advantage of the area's economic opportunities. Carthage's trademark Victorian architecture, still in place today, is a result of the economic affluence of the town during this late nineteenth and early twentieth century period.

Administering a special needs trust (SNT) is a very important job, which often has a profound impact on the life of persons with disabilities. In most cases, the SNT trustee is providing the beneficiary goods and services that improve their quality of life. In some cases, the SNT trustee may be the only person looking to the beneficiarys welfare. Thus, the role of SNT trustee is often a more substantial role than in many other types of trusteeships. The great SNT trustee is a solid financial manager, accountant, record keeper, legal counselor, public benefits advisor, social worker, housing coordinator, civil rights advocate, guardian, and life coach. This is why author Kevin Urbatsch published his book titled Administering the California Special Needs Trust. It has been five years since the book was published. The reception for it far exceeded expectations. There have been excellent reviews of how it has helped SNT trustees, beneficiaries, their families, and professionals who advise persons with disabilities. After reviewing the book, the Federal Financial Institutions Examination Council (FFIEC) flew Kevin to Washington D.C. to present to federal government bank auditors on what to look for when auditing corporate trustees when banks administer special needs trusts. Other than the numbers that change each year, like SSI or SSDI, the balance of the book was current and up-to-date. However, there were some subjects that were missing in the book plus a couple of big changes that occurred since publication, including the passage of the Affordable Care Act and the ABLE (Achieving a Better Life Experience) Act that provide excellent new tools for the SNT trustee. Kevin recruited several of his professional colleagues to assist in preparing this Second Edition of the book including Michele Fuller, Robert Nuddleman, Herb Thomas, Courtney Kosnik, Scott MacDonald, and Daniel Cutter. With their assistance, Kevin added the following new chapters to the book Paying Caregivers, Paying Trustees Fees, Understanding and Utilizing ABLE Accounts, and Protecting the SNT Trustee. Kevin was also able to update and revise the information in the balance of the book and provide additional forms to make the job of being an SNT trustee safer and more efficient. With the checklists, form documents and law summaries included, Administering the Special Needs Trust contains a wide range of information for those charged with the responsibility of managing an SNT for persons with disabilities.

Butte County mining camps and foothill farms were an active front in the California Indian wars. Using centuries-old tribal tactics, Butte Creeks, the Mountain Maidu tribelets’ warriors, resisted settlers’ seizures of their territories. Making a strategic shift, in 1857, they acquired bases in the neighboring Yahi’s Deer Creek Canyon. They merged with renegades and Yahi fighters, called Mill Creeks, whose raids had terrified Maidu and Tehama County farmers through the mid-1850s. Meanwhile, quarrels between miners and farmers and with John Bidwell continued as Civil War loyalties undermined unity against the Indian raiders, now out of Deer Creek. In 1863, Bidwell urged the Interior Department to expunge Butte County of all the Maidu—except his own workers, mostly Mechoopda Maidu. After centuries of self-governance, this independent tribelet had to labor for him on their own historic territory. A few Mechoopdas, remembering the dignity of autonomy and self-sufficiency, joined in Mountain Maidu raids on Bidwell’s ranch. Bloody Butte County conflicts culminated in 1865 with that county’s final round of Indians’ and settlers’ mutual retaliatory killings. She then moved to the county juvenile probation office where she helped develop one of the first juvenile drug treatment courts in the state. During her 17 years there, she earned a master’s degree in administration of justice. Currently, she is a drug and alcohol counselor in a methadone clinic where the clientele consists of individuals struggling with opiate addiction, primarily heroin. Throughout her professional career, she has realized that humor acts as a pathway to connect with others. Shope’s daughter, Madison, continues to invest in her community by working with struggling adolescent females in a treatment facility. Her style and humor help her navigate concerns and help her clients progress. Michele Underhill welcomed Shope as a new student when she entered her school as an 11th grader. Unknowingly, they became friends for life. After working jobs that were unfulfilling, she became a non-traditional student as she earned her nursing degree later in life. She often wears her heart on her sleeve in hopes she will find her happily ever after. Her naivety and small-town upbringing lead to comical stories that always result in gut-splitting laughter. Shope’s longtime friend (and college roommate) Rebecca Hamilton has shared similar experiences as a teacher in the public school system. Her stories of teaching in a rural farming community, where everyone’s known by their cattle, are second to none.
