The images of poverty in Appalachia that John F. Kennedy used in his campaign for the presidency in 1960 shocked and disturbed many Americans. Five years later, President Lyndon Johnson and the U.S. Congress demonstrated their commitment to that neglected and exploited region with the creation of the Appalachian Regional Commission. In this insightful book, Michael Bradshaw explores the ARC's unique federal-state partnership and analyses in detail the contributions of the local development districts. But this work is more than an analysis of a government agency; it is, as Bradshaw notes, "a book about an attempt to change the human geography of a large region of the United States by means of public policy." Bradshaw offers important insights into the ARC's interactions with six administrations throughout its history. The Reagan years were especially challenging: during his eight years in office, Reagan left the ARC out of his budget entirely, but support from the state governors and Congress prevented closing of the Commission and maintained basic funding. The bottom line for an agency such as the ARC is whether it has made any difference in the lives of the people of Appalachia. Many would say their lives have been affected positively by the government funds that have been poured into the region, but many others continue to question the ways in which the ARC was established and operated. This is a book that should be read by any citizen who is interested in how to make government work effectively at all levels.

Recent discussion of democratization in Africa has focused primarily on the reform of formal state institutions: the public service, the judiciary, and the legislature. Similarly, both scholars and activists have shown interest in how associational life-and with it a civil society-might be enhanced in the countries of the African continent. Much less concern, however, has been directed to the communications media, although they form a vital part of this process. Media and Democracy in Africa provides the first comprehensive and up-to-date assessment of the role of the media in political change in sub-Saharan Africa. The central argument of the volume is that while the media may still be relatively weak compared to their positions in liberal democracies, they have come to play a much more important role than ever before since independence. Although they have not yet demonstrated sufficient effectiveness as public watchdogs and agenda setters, they have succeeded in creating new communicative spaces for people who have previously been intimidated or silent. Building on this the contributors argue that a different conceptualization of democratization than the mainstream currently uses may be necessary to capture the process in Africa where it is characterized by contestation rather than consolidation. This volume shows that the media scene in Africa is diverse. It stretches from the well-developed and technologically advanced situation in South Africa to the still fledgling media operations that are typical in sub-Saharan Africa. In these countries, print media as well as television and radio are just beginning to take their place in society and do so using simple and often outdated technology. The volume also examines how these growing outlets are supplemented by informal media, the so-called radio trottoir, or rumor mill whereby the autocratic and bureaucratic direction of public affairs are subject to private speculation and analysis. Media and Democracy in Africa is organized to provide a historical perspective on the evolution of the African media, placing the present in the context of the past, including both colonial and post-colonial experiences. It will be of interest to Africa area specialists, students of media and communications, political scientists and sociologists.

Scholars have long studied how institutions emerge and become stable. But why do institutions sometimes break down? In this book, Michael L. Ross explores the breakdown of the institutions that govern natural resource exports in developing states. He shows that these institutions often break down when states receive positive trade shocks - unanticipated windfalls. Drawing on the theory of rent-seeking, he suggests that these institutions succumb to a problem he calls 'rent-seizing' - the predatory behavior of politicians who seek to supply rent to others, and who purposefully dismantle institutions that restrain them. Using case studies of timber booms in Indonesia, Malaysia and the Philippines, he shows how windfalls tend to trigger rent-seizing activities that may have disastrous consequences for state institutions, and for the government of natural resources. More generally, he shows how institutions can collapse when they have become endogenous to any rent-seeking process.

Since the mid-1980s, whimsical, brightly colored wood carvings from the Mexican state of Oaxaca have found their way into gift shops and private homes across the United States and Europe, as Western consumers seek to connect with the authenticity and tradition represented by indigenous folk arts. Ironically, however, the Oaxacan wood carvings are not a traditional folk art. Invented in the mid-twentieth century by non-Indian Mexican artisans for the tourist market, their appeal flows as much from intercultural miscommunication as from their intrinsic artistic merit. In this beautifully illustrated book, Michael Chibnik offers the first in-depth look at the international trade in Oaxacan wood carvings, including their history, production, marketing, and cultural representations. Drawing on interviews he conducted in the carving communities and among wholesalers, retailers, and consumers, he follows the entire production and consumption cycle, from the harvesting of copal wood to the final purchase of the finished piece. Along the way, he describes how and why this "invented tradition" has been promoted as a "Zapotec Indian" craft and explores its similarities with other local crafts with longer histories. He also fully discusses the effects on local communities of participating in the global market, concluding that the trade in Oaxacan wood carvings is an almost paradigmatic case study of globalization.

Lack of effective leadership strategies contributes to a reduction in employee engagement and productivity. Managers are concerned about the lack of effective leadership strategies because it negatively affects employee engagement and productivity, reducing organizational growth. Grounded in Bass’s transformational leadership theory, the purpose of this qualitative single case study was to explore effective leadership strategies used to enhance employee engagement and increase productivity. Five managers from an electric cooperative in Northwest Florida who implemented effective leadership strategies participated in the study. Data were collected using semistructured interviews and a review of organizational documents. Data were analyzed using Yin’s five-step approach. The four emergent themes were teamwork, encouragement, leading by example, and rewards. A key recommendation is for business leaders to provide frequent, honest feedback, coach when needed, and provide appropriate training, allowing to succeed in a conducive environment. By nurturing and seeking advice from subordinates, managers show employees they are valued and contribute to the organization. The implications for positive social change include the potential for managers to create a safe, comfortable environment that improves social conditions by promoting their subordinates' worth, dignity, and development.

In its natural environment, the soil bacterium Bacillus subtilis permanently encounters nutrient limitations and increases in osmotic stress. The present study investigated the systemswide response of B. subtilis to different simultaneously imposed stresses by combining chemostat experiments under conditions of carbon and nitrogen limitation, ionic and nonionic osmotic stress and osmoprotection with multi-omics analyses of the transcriptome, proteome, metabolome and fluxome. Surprisingly, the flux through central carbon and energy metabolism is very robust under all conditions studied. The key to achieve this robustness is the increased production of several enzymes of central carbon metabolism to compensate for their reduced activity in the presence of high salt. A major response of the cell during osmotic stress is the production of the compatible solute proline through the concerted adjustment of multiple reactions around the 2-oxoglutarate node, which drives metabolism towards the precursor glutamate. Co-regulations between the individual cellular components under the investigated stress conditions indicate that the fine-tuning of the transcriptional and metabolic networks involves functional modules that outreach single pathways. Additionally, the work shortly describes the salinity-decoupled fed-batch production of the compatible solute ectoine in Corynebacterium glutamicum and the contribution of precursor amino acids of the aspartate family.

The Michigan model, named after the institution where it was first articulated, has been used to explain voting behavior in North American and Western European democracies. In Latin American Elections, experts on Latin America join with experts on electoral studies to evaluate the model’s applicability in this region. Analyzing data from the AmericasBarometer, a scientific public opinion survey carried out in 18 Latin American nations from 2008 to 2012, the authors find that, like democratic voters elsewhere, Latin Americans respond to long-term forces, such as social class, political party ties, and political ideology while also paying attention to short-term issues, such as the economy, crime, corruption. Of course, Latin Americans differ from other Americans, and among themselves. Voters who have experienced left-wing populism may favor government curbs on freedom of expression, for example, while voters enduring high levels of economic deprivation or instability tend to vote against the party in power. The authors thus conclude that, to a surprising extent, the Michigan model offers a powerful explanatory model for voting behavior in Latin America.
