This original edited volume is the only book on naval advising. Drawing upon the work of scholars and practitioners from all over the world, it takes a comparative and global approach to examining the history, theory and evolution of naval advising and assistance. Starting with a brief history of the evolution of naval advising, the book then moves to late-19th century naval advising efforts. These generally involved individuals such as the American adventurer in China, Philo McGiffin, but also included State-sponsored formal missions such as the first such US effort: Colonel John Lay’s 1870s mission to Egypt. A comparative multi-national examination of the ability of non-European States such as China, Turkey and Japan to adopt Western naval methods and doctrine - and an examination of the French naval advising mission to Peru - round out the book's pre-First World War offerings. The trends in naval advising between the World Wars—particularly their use as tools of economic and political penetration—are revealed through chapters on the British naval aviation mission to Japan; the British and French naval missions to Poland; the US mission to Peru; and a comparative study of Italian naval missions in Persia, China and Spain. The latter also reveals early ideological motivations for dispatching advising missions. The Cold War saw an intensification of military advising—including naval advising—as both the Communist and the Western Powers used advising as ideological tools. The US naval missions to Nationalist China and South Vietnam are assessed, as are the Soviet naval advising efforts in East Germany and China. Together, through a wealth of original research, the studies in this book provide numerous lessons for future naval advising efforts and constitute a unique contribution to the field.

Children and other dependents suffer the collateral consequences of "preventive justice" measures increasingly used by liberal democratic countries to combat a broad range of suspected crime and anti-state activities. But what does the state owe to the innocent dependents of accused caregivers? In Born Innocent, Michael J. Sullivan explores the impact of vicarious punishment on children, with a particular focus on children in socioeconomically disadvantaged and racialized communities that are disproportionately subject to family separation based on their identity, allegiances, and immigration status. Sullivan advocates a turn from retribution to rehabilitation for convicted offenders, with a view towards helping them to become more effective caregivers who can continue to support their dependents during their sentence. Born Innocent goes beyond the children's rights literature on the collateral consequences of punishment to consider how "punishment drift" creates problems for both retributive and utilitarian theories of punishment. He draws on care ethics theory to widen our understanding of the range of collateral victims of punishment as well as possible rehabilitative and restorative measures. Few are aware of the role poor Irish immigrants played in the construction of the New Basin Canal through some of the more treacherous swamp land in North America, nor of the price they paid in doing so. Deaths caused by yellow fever, malaria, dysentery, poisonous snakes and alligators were so prevalent that the use of slave labor was quickly determined to be too costly to be practical. The solution, therefore, was to send to Ireland for impoverished Irishmen willing to risk their lives toiling in such hostile conditions for meager wages. They came by the shiploads to die in great numbers. Edifying, yet gut wrenching and heartbreaking, what Pumphrey has written is a book of fiction based on an historical fact-nothing less than an accounting of a little known American holocaust. The stories of the Irishmen who dug the canal have been all but lost to history, the only acknowledgment of their existence being a small monument at the foot of West End Boulevard overlooking Lake Pontchartrain.

What drives literary change? Does literature merely follow shifts in a culture, or does it play a distinctive role in shaping emergent trends? Michael Fuller explores these questions while examining the changes in Chinese shipoetry from the late Northern Song dynasty (960–1127) to the end of the Southern Song (1127–1279), a period of profound social and cultural transformation. Shi poetry written in response to events was the dominant literary genre in Song dynasty China, serving as a central form through which literati explored meaning in their encounters with the world. By the late Northern Song, however, old models for meaning were proving inadequate, and Daoxue (Neo-Confucianism) provided an increasingly attractive new ground for understanding the self and the world. Drifting among Rivers and Lakes traces the intertwining of the practice of poetry, writings on poetics, and the debates about Daoxue that led to the cultural synthesis of the final years of the Southern Song and set the pattern for Chinese society for the next six centuries. Examining the writings of major poets and Confucian thinkers of the period, Fuller discovers the slow evolution of a complementarity between poetry and Daoxue in which neither discourse was self-sufficient.

An Infinity of Nations explores the formation and development of a Native New World in North America. Until the middle of the nineteenth century, indigenous peoples controlled the vast majority of the continent while European colonies of the Atlantic World were largely confined to the eastern seaboard. To be sure, Native North America experienced far-reaching and radical change following contact with the peoples, things, and ideas that flowed inland following the creation of European colonies on North American soil. Most of the continent's indigenous peoples, however, were not conquered, assimilated, or even socially incorporated into the settlements and political regimes of this Atlantic New World. Instead, Native peoples forged a New World of their own. This history, the evolution of a distinctly Native New World, is a foundational story that remains largely untold in histories of early America. Through imaginative use of both Native language and European documents, historian Michael Witgen recreates the world of the indigenous peoples who ruled the western interior of North America. The Anishinaabe and Dakota peoples of the Great Lakes and Northern Great Plains dominated the politics and political economy of these interconnected regions, which were pivotal to the fur trade and the emergent world economy. Moving between cycles of alliance and competition, and between peace and violence, the Anishinaabeg and Dakota carved out a place for Native peoples in modern North America, ensuring not only that they would survive as independent and distinct Native peoples but also that they would be a part of the new community of nations who made the New World.
