This paper was originally produced for the "International Conference on Payments for Environmental Services," held in Ningxia Hui Autonomous Region in China on 6-7 September 2009, and jointly hosted by the People's Republic of China's National Development and Reform Commission, the Ministry of Environmental Protection, the government of Ningxia Hui Autonomous Region, and the Asian Development Bank (ADB). It is part of the full volume of conference proceedings published by ADB in December 2010, entitled "Payments for Ecological Services and Eco-Compensation: Practices and Innovations in the People's Republic of China".

The People's Republic of China (PRC) is seeking new approaches to improve water management outcomes in the face of a growing water crisis caused by ongoing pollution control and watershed management challenges. This has included numerous experiments in "eco-compensation" (which shares characteristics with payments for ecological services). This paper details progress in creating a national eco-compensation ordinance and discusses the ongoing institutional challenges in its effective development. Water is possibly the single most-pressing resource bottleneck of economic growth for the PRC over the medium term. As such, the degree to which such initiatives are ultimately successful is not only critical for the PRC but also has major ramifications for global food, fuel, and commodity markets and production chains.

This book examines race relations in Australia through various media representations over the past 200 years. The early colonial press perpetuated the image of aboriginal people as framed by early explorers, and stereotypes and assumptions still prevail. Print and television news accounts of several key events in recent Australian history are compared and reveal how indigenous sources are excluded from stories about their affairs. Journalists wield extraordinary power in shaping the images of cultures and people, so indigenous people, like those in North America, have turned away from mainstream media and have acquired their own means of cultural production through radio, television, and multimedia. This study concludes with suggestions for addressing media practices to reconcile indigenous and non-indigenous people. Scholars do not agree on how best to describe Shelley’s philosophical stance. His work has been variously taken to be that of a skeptic or a skeptical and subjective idealist. The study presents a new interpretation of Shelley’s thinking – an interpretation that places ‘intellectual system’ squarely within the Epicurean tradition of Lucretius, casting both poets as theistic empiricists. To establish Shelley as working in the Epicurean tradition, this study explores Lucretius’ De Rerum Natura as edited, translated and interpreted by two Epicurean scholars roughly contemporary with Shelley: Gilbert Wakefield and John Mason Good. These scholars rehabilitated Lucretius by drawing on three major seventeenth-century thinkers, Pierre Gassendi, Ralph Cudworth and Nicholas Malebranche. Like Shelley, each of these thinkers rejected the reduction of philosophy to mechanical and atomistic elements, a reduction which Shelley referred to as ‘materialism’ or ‘popular dualism’. What Shelley rejected is a clue to what he embraced: a fusion of Enlightenment Rationalism with British Empiricism. Such a fusion is the distinguishing mark of the work of Sir William Drummond, the only contemporary philosopher that Shelley consistently praised. This is the tradition within which Shelley ultimately stands – one that brings into balance what is given to the mind a priori and what the mind creates.

In recent years increasing attention has been paid to issues of social exclusion and the problematic transition from youthful dependence to adult independence. Often this has had severe consequences, ranging from under achievement and disruptive behaviour in school, through the misuse of alcohol and drugs, to serious or persistent offending. Seeking to address these issues has become a major focus of public policy and a variety of forms of intervention with disaffected youth have been set up. One of the most talked about forms of intervention with disaffected youth has been 'mentoring'. This book, based on a large-scale research study, examines the lives of a large group of 'disaffected' young people, and considers the impact that involvement in a mentoring programme had on them. In doing so it fills a large gap, providing empirical evidence on the effectiveness of mentoring programmes, providing at the same time a vivid insight into the nature of such disaffection, the realities of contemporary social exclusion among young people and the experience and outcome of mentoring.

In a series of case studies, Michael Gamer shows Romantic poets to be fundamentally social authors: working closely with booksellers, intimately involved in literary production, and resolutely concerned with current readers even as they presented themselves as disinterested artists writing for posterity. Exploding the myth of Romantic poets as naive, unworldly, or unconcerned with the practical aspects of literary production, this study shows them instead to be engaged with intellectual property, profit and loss, and the power of reprinting to reshape literary reputation. The third section considers Shelley's reception by later nineteenth-century writers, figures influenced by and responding to Shelley including Beddoes, Hemans, Landon, Tennyson, and Swinburne. A coda discusses the body of critical work on Shelley produced by A. C. Bradley, a figure who stands at the threshold of twentieth-century thinking about Shelley.
