The Use and Abuse of a Controversial Policing Tactic

Winner, 2019 Outstanding Book Award, given by the American Society of Criminology’s Division of Policing Section The first in-depth history and analysis of a much-abused policing policy No policing tactic has been more controversial than “stop and frisk,” whereby police officers stop, question and frisk ordinary citizens, who they may view as potential suspects, on the streets. As Michael White and Hank Fradella show in Stop and Frisk, the first authoritative history and analysis of this tactic, there is a disconnect between our everyday understanding and the historical and legal foundations for this policing strategy. First ruled constitutional in 1968, stop and frisk would go on to become a central tactic of modern day policing, particularly by the New York City Police Department. By 2011 the NYPD recorded 685,000 ‘stop-question-and-frisk’ interactions with citizens; yet, in 2013, a landmark decision ruled that the police had over- and mis-used this tactic. Stop and Frisk tells the story of how and why this happened, and offers ways that police departments can better serve their citizens. They also offer a convincing argument that stop and frisk did not contribute as greatly to the drop in New York’s crime rates as many proponents, like former NYPD Police Commissioner Ray Kelly and Mayor Michael Bloomberg, have argued. While much of the book focuses on the NYPD’s use of stop and frisk, examples are also shown from police departments around the country, including Philadelphia, Baltimore, Chicago, Newark and Detroit. White and Fradella argue that not only does stop and frisk have a legal place in 21st-century policing but also that it can be judiciously used to help deter crime in a way that respects the rights and needs of citizens. They also offer insight into the history of racial injustice that has all too often been a feature of American policing’s history and propose concrete strategies that every police department can follow to improve the way they police. A hard-hitting yet nuanced analysis, Stop and Frisk shows how the tactic can be a just act of policing and, in turn, shows how to police in the best interest of citizens.

Knowing that the so-called voiced and voiceless stops in languages like English and German do not always literally differ in voicing, several linguists — among them Roman Jakobson — have proposed that dichotomies such as fortis/lenis or tense/lax might be more suitable to capture the invariant phonetic core of this distinction. Later it became the dominant view that voice onset time or laryngeal features are more reasonable alternatives. However, based on a number of facts and arguments from current phonetics and phonology this book claims that the Jakobsonian feature tense was rejected prematurely. Among the theoretical aspects addressed, it is argued that an acoustic definition of distinctive features best captures the functional aspects of speech communication, while it is also discussed how the conclusions are relevant for formal accounts, such as feature geometry. The invariant of tense is proposed to be durational, and its ‘basic correlate’ is proposed to be aspiration duration. It is shown that tense and voice differ in their invariant properties and basic correlates, but that they share a number of other correlates, including F0 onset and closure duration. In their stop systems languages constitute a typology between the selection of voice and tense, but in their fricative systems languages universally tend towards a syncretism involving voicing and tenseness together. Though the proposals made here are intended to have general validity, the emphasis is on German. As part of this focus, an acoustic study and a transillumination study of the realization of /p,t,k,f,s/ vs. /b,d,g,v,z/ in German are presented.

It is well documented that one of the primary catalysts of intense language contact is the expansion of empire. This is true not only of recent history, but it is equally applicable to the more remote past. An exemplary case (or better: cases) of this involves Aramaic. Due to the expansions of empires, Aramaic has throughout its long history been in contact with a variety of languages, including Akkadian, Greek, Arabic, and various dialects of Iranian. This books focuses on one particular episode in the long history of Aramaic language contact: the Syriac dialect of Aramaic in contact with Greek. In this book, Butts presents a new analysis of contact-induced changes in Syriac due to Greek. Several chapters analyze the more than eight-hundred Greek loanwords that occur in Syriac texts from Late Antiquity that were not translated from Greek. Butts also dedicates several chapters to a different category of contact-induced change in which Syriac-speakers replicated inherited Aramaic material on the model of Greek. All of the changes discussed in the book are located within their broader Aramaic context and analyzed through a robust contact linguistic framework. By focusing on the Syriac language itself, Butts introduces new – and arguably more reliable – evidence for locating Syriac Christianity within its Greco-Roman context. This book, thus, is especially important for the field of Syriac studies. The book also contributes to the fields of contact linguistics and the study of ancient languages more broadly by analyzing in detail various types of contact-induced change over a relatively long period of time.

This primer presents a systematic introduction to the structure of Modern Standard Hindi. It is intended to provide the student with a thorough foundation in the grammatical structure of that variety of Hindi that is commonly taught in Indian schools and that is the common vehicle of publication in Hindi. Although much emphasis is placed on the written language, discussion is also provided of aspects of conversational Hindi. The core of the work contains thirty on chapters. The first four offer discussions of the linguistic status of Hindi as well as comprehensive descriptions of Hindi phonetics and the Devanagari syllabary in which Hindi is written. Chapters 5 through 31 each contains descriptions of fundamental aspects of Hindi grammar. These chapters have extensive translation and grammatical exercises appended to them. The work as a whole introduces a core vocabulary of approximately fifteen hundred entries, incorporating lexical items found on most standard elementary word lists for the language. Supplemental materials in this book include graded reading passages, a guide to further study in Hindi, and Hindi English glossary. Although the Devanagari syllabary is used throughout the book, Roman transliteration is also provided through Chapter 15. A Primer of Modern Standard Hindi can be used in several different ways. It can be used as part of a university-level course as a text for Hindi grammar and writing. As such it will nicely supplement other materials addressing more conversational aspects of the language. It can also be used for self-study purposes by the student who does not have access to a formal instructional program.
