How the fear of a shortage in American science talent fuels cycles in the technical labor market Is the United States falling behind in the global race for scientific and engineering talent? Are U.S. employers facing shortages of the skilled workers that they need to compete in a globalized world? Such claims from some employers and educators have been widely embraced by mainstream media and political leaders, and have figured prominently in recent policy debates about education, federal expenditures, tax policy, and immigration. Falling Behind? offers careful examinations of the existing evidence and of its use by those involved in these debates. These concerns are by no means a recent phenomenon. Examining historical precedent, Michael Teitelbaum highlights five episodes of alarm about "falling behind" that go back nearly seventy years to the end of World War II. In each of these episodes the political system responded by rapidly expanding the supply of scientists and engineers, but only a few years later political enthusiasm or economic demand waned. Booms turned to busts, leaving many of those who had been encouraged to pursue science and engineering careers facing disheartening career prospects. Their experiences deterred younger and equally talented students from following in their footsteps—thereby sowing the seeds of the next cycle of alarm, boom, and bust. Falling Behind? examines these repeated cycles up to the present, shedding new light on the adequacy of the science and engineering workforce for the current and future needs of the United States.

Michael White examines nearly 6,000 census tracts (approximating neighborhoods) in twenty-one representative metropolitan areas, from Atlanta to Salt Lake City, Newark to San Diego. The availability of statistics spanning several decades and covering a wide range of demographic characteristics (including age, race, occupation, income, and housing quality) makes possible a rich analysis of the evolution and implications of differences among neighborhoods. This paper reviews the major types of international migration and recent global and regional trends in population movements, as well as conceptual issues and recent trends in the volume of remittance flows. The paper further considers the extent to which trade, aid and development can be expected to stem future migration flows, the role of international migration in trade in services, and implications for future research. Migration flows are heavily concentrated in a few world regions and are increasingly volatile and unpredictable, with political as well as economic causes and consequences. While there is general consensus that flows of capital and goods should be free, there is no such agreement on the movement of people. Little is known about the extent to which national policies toward in-migration impede trade in services; a survey of firms across selected industries might shed light on this issue. There is also little documentation of the economic and trade consequences in countries with policies to train workers for international export. The adoption of measures to address the potential for migration from Central and Eastern Europe offer new opportunities to understand interactions amongst migration, trade, aid, investment, and development, as do the "turnaround cases" (e.g. italy, Spain, Portugal) of countries that have shifted or are shifting from areas of emigration to ones of immigration.
