Knowing and History charts the development of Hegelian philosophy of history in France from the 1930s through the postwar period, and critically assesses its significance for an understanding of our cultural present and of the possibilities for making meaning out of change over time. Michael Roth provides detailed analyses of the works of three of the most important Hegelian thinkers: Jean Hyppolite, Alexandre Kojève, and Eric Weil. The terrorist attacks of September 11, 2001, transformed the way in which Americans and their leaders viewed the world. The tragic events of that day helped give rise to a foreign policy strategy commonly referred to as the “Bush Doctrine.” At the heart of this doctrine lie a series of claims about the need to encourage liberal democracy as the antidote to jihadist terrorism. From the ForewordThe visible effects of pollution in most cities in the developed countries have been reduced dramatically in the past thirty years. This has been achieved to a large extent by the replacement of most of the low-level sources, which burnt raw coal, by more modern appliances using gas, electricity or low-sulphur oil. The killer smog of 1952 could not be repeated unless there were to be a massive return to old-fashioned heating methods, due, for example, to excessive environmental constraints being applied to the more modern energy sources. It is important, therefore, to judge the impact of a new source in terms of its effect on the pattern of existing sources. One should also consider the environmental consequences of rejecting the new installation and examine the alternatives--that its product may either be denied to the community at large, produced elsewhere or produced using existing facilities. These facilities are probably less efficient and may therefore produce more pollution per unit of product than the new plant would. An objective, quantitative, urban-air-pollution model is clearly an essential component in such a decision-making process. Dr. Benarie has produced a distillation of existing modelling techniques which will, I hope, become the launching pad for many future models. As each city is unique, it will need its own tailor-made model, drawing on the best and the most appropriate techniques developed previously. This lecture note gives an analysis of electronic structure effects for a new class of molecular solids, i. e. one-dimensional organometal lic systems formed by transition-met. l atoms that are embedded in a matrix of macrocyclic organic ligands. These systems as well as orga nic metals have focused considerable interest due to the potential formation of high-mobility charge carriers. For the present author it is difficult to participate in this restriction on a single physical property (i. e. high electronic conductivities, technical applications, etc. ). The lecture note is hopefully a small contribution to enhance the general understanding of certain electronic properties in organo metallic polymers. Those problems have been considered in the first place that seem to form a theoretical deficit in one specific field of solid-state chemistry. For the reader it will become evident that this contribution is a compromise always guided and limited by boundaries: i) An attempt to present problems to a ·chemical· audience which have their roots in solid-state physics. ii) The model calculations are limited by the currently available computational facilities. This ·boundary· implies that the compu tational data a~e subject to severe theoretical approximations. iii) Theorists have often a strong tendency to identify their numeri cal results and models with physical effects. Also this lecture note is not free of this almost universal trend. Nevertheless the author hopes that this text leads to some insight into a rather modern research field. M. e. B6hm I.

Human visual perception is limited to the visual-optical spectrum. Machine vision is not. Cameras sensitive to the different infrared spectra can enhance the abilities of autonomous systems and visually perceive the environment in a holistic way. Relevant scene content can be made visible especially in situations, where sensors of other modalities face issues like a visual-optical camera that needs a source of illumination. As a consequence, not only human mistakes can be avoided by increasing the level of automation, but also machine-induced errors can be reduced that, for example, could make a self-driving car crash into a pedestrian under difficult illumination conditions. Furthermore, multi-spectral sensor systems with infrared imagery as one modality are a rich source of information and can provably increase the robustness of many autonomous systems. Applications that can benefit from utilizing infrared imagery range from robotics to automotive and from biometrics to surveillance. In this book, we provide a brief yet concise introduction to the current state-of-the-art of computer vision and machine learning in the infrared spectrum. Based on various popular computer vision tasks such as image enhancement, object detection, or object tracking, we first motivate each task starting from established literature in the visual-optical spectrum. Then, we discuss the differences between processing images and videos in the visual-optical spectrum and the various infrared spectra. An overview of the current literature is provided together with an outlook for each task. Furthermore, available and annotated public datasets and common evaluation methods and metrics are presented. Various brain areas of mammals can phyletically be traced back to homologous structures in amphibians. The amphibian brain may thus be regarded as a kind of "microcosm" of the highly complex primate brain, as far as certain homologous structures, sensory functions, and assigned ballistic (pre-planned and pre-pro grammed) motor and behavioral processes are concerned. A variety of fundamental operations that underlie perception, cognition, sensorimotor transformation and its modulation appear to proceed in primate's brain in a way understandable in terms of basic principles which can be investigated more easily by experiments in amphibians. We have learned that progress in the quantitative description and evaluation of these principles can be obtained with guidance from theory. Modeling - supported by simulation - is a process of transforming abstract theory derived from data into testable structures. Where empirical data are lacking or are difficult to obtain because of structural constraints, the modeler makes assumptions and approximations that, by themselves, are a source of hypotheses. If a neural model is then tied to empirical data, it can be used to predict results and hence again to become subject to experimental tests whose resulting data in tum will lead to further improvements of the model. By means of our present models of visuomotor coordination and its modulation by state-dependent inputs, we are just beginning to simulate and analyze how external information is represented within different brain structures and how these structures use these operations to control adaptive behavior.
