Much has been written about the religious and political conflicts of contemporary Jerusalem--and about the harsh realities of the intifada. But while analysts probe the violence in the "reunited city," its residents must go about their daily affairs. Focusing on the conduct of everyday life, rather than on ideology, Living Together Separately provides a rare look at the complex networks of practical relations developed by Jews and Arabs in over two decades of Israeli control of the city. The work begins with a brief historical review of Jerusalem as an Arab-Jewish city. Then, combining the perspectives of urban geography and social anthropology, it addresses a wide range of questions. How does the use of urban space and urban systems reflect both segregation and integration? How do ethnic identities influence interactions in adjoining neighborhoods, in workplaces, and in a hospital? What rules govern Arab-Jewish contacts in business, consumer, and political settings? In the final chapter the authors evaluate the Jerusalem situation in comparison with conditions in other deeply divided cities and in light of the intifada. Jerusalem’s formal political borders reveal neither the dynamics of power in the city nor the underlying factors that make an agreement between Israel and the Palestinians so difficult. The lines delineating Israeli authority are frequently different from those delineating segregated housing or areas of uneven service provision or parallel national electoral districts of competing educational jurisdictions. In particular, the city’s large number of holy sites and restricted religious compounds create enclaves that continually threaten to undermine the Israeli state’s authority and control over the city. This lack of congruity between political control and the actual spatial organization and everyday use of the city leaves many areas of occupied East Jerusalem in a kind of twilight zone where citizenship, property rights, and the enforcement of the rule of law are ambiguously applied. Michael Dumper plots a history of Jerusalem that examines this intersecting and multileveled matrix and in so doing is able to portray the constraints on Israeli control over the city and the resilience of Palestinian enclaves after forty-five years of Israeli occupation. Adding to this complex mix is the role of numerous external influences—religious, political, financial, and cultural—so that the city is also a crucible for broader contestation. While the Palestinians may not return to their previous preeminence in the city, neither will Israel be able to assert a total and irreversible dominance. His conclusion is that the city will not only have to be shared, but that the sharing will be based upon these many borders and the interplay between history, geography, and religion.

A research team from the United States has completed an examination of citizen participation experiments in seven European countries. The team included Donald Appleyard, Marc Draisen, David Godschalk, Chester Hartman, Janice Perlman, Hans Spiegel, John Zeisel, and ourselves. This book is a product of our joint efforts. Our studies are aimed at summarizing and sharing what can be learned from recent European efforts to enhance the effectiveness of local government through increased public involvement in the organization and management of public services and urban redevelopment. Almost a year was spent assembling the team, developing a shared framework for analysis and identifying appropriate case study cities. European and American public officials and citizen activists helped us assess the potential impact of such a study on current practice. A second year was spent visiting the European cities and preparing the case-study drafts. Finally, team members gathered in Washington, D. C. , with fifty American and European public officials, citizen activists, and scholars. A two-day symposium provided an exciting opportunity to present preliminary research findings and encourage an exchange of ideas between researchers, activists, and policymakers. The final versions of the case studies that appear in this book, along with several commentaries by symposium participants, are written especially for city officials and citizen activists. We have tried to translate the results of our scholarly inquiry into pragmatic suggestions for officials and activists.
