Turbulence is a research field where high expectations have met with recurrent frustration. It is a common perception among physicists, mathematicians and engineers that there is a "big mystery" behind the phenomenon of turbulence. Its history has also remained anything but well researched. Unlike topics such as quantum theory, which began to attract physics historians as long as fifty years ago, turbulence has - until now - received only little professional historical investigation. This paper deals with hysteresis in the desired equilibrium exchange rate (DEER) arising from misalignment. When the actual real exchange rate departs from its DEER value, current account realizations--and consequently, debt service obligations--will differ from those assumed in the initial DEER calculation, necessitating its recomputation. The paper derives a formal expression for this hysteresis effect in the DEER, studies the convergence properties of a system in which the evolution of actual exchange rates depends on the DEER and provides illustrative calculations of its historical significance. Finally, the paper derives and applies rules of thumb for computing the hysteresis effect when considering the rate of approach of an exchange rate to its DEER value.

This paper applies nonparametric test procedures to test for a shift in the volatility of nominal and real exchange rates for ERM members and nonmembers. The results imply a reduction in volatility for the ERM members, especially during the second half of the period of operation of the ERM. We also demonstrate that this enhanced stability was not bought at the expense of increased interest rate volatility. The issue of interest rate volatility during sterling’s participation in the ERM is also examined.

An atmospheric phenomenon is considered as 'explained' when we have succeeded in deducing it on the basis of accepted principles of physics. (H. Ertel, Methods and problems of dynamical meteorolo gy,p. l) Until recently, noctilucent clouds were regarded merely as a curious atmos pheric phenomenon, the occurrence of which aroused only limited scientific attention. However, in the last two decades the interest they have been given has markedly increased. The clouds, usually pale blue in colour, may be seen on a clear night at high latitudes. Typical examples are illustrated in the book. Clouds looking like these in daytime would be classified as cirrostratus. What sets noctilucent clouds apart is their occurrence in the middle of the night, their very obvious pale blue colour, and their disappearance into the dawn close to the onset of civil twilight when the Sun is 6° below the horizon. as being set apart from ordinary Noctilucent clouds were first recognized clouds in 1884/1885 and in a series of sightings that followed their return in the summer of 1885. That year marked the beginning of observations and the interpretation of twilight phenomena. The impetus came from the extraordi nary Krakatoa eruption, which was not only one of the most spectacular volcanic eruptions in recorded history, but which also turned out to be a startling event in atmospheric science with repercussions even in our time.
Michael D. Friedman’s second edition of this stage history of Shakespeare’s Titus Andronicus adds an examination of twelve major theatrical productions and one film that appeared in the years 1989–2009. At the close of the Civil War, the Federal government undertook a sweeping reform of land tenure in the South with the passage of the Southern Homestead Act of 1866. Designed primarily to allow freedmen to settle public land and take part in the great agrarian program of establishing a nation of independent yeoman farmers, the act soon became the victim of political abuses, bureaucratic ineptitude, and burgeoning racism. In Agrarianism and Reconstruction Politics, Michael L. Lanza studies the conception, evolution, and demise of this critical aspect of Reconstruction history.Lanza deals with the formulation of the act in Congress, the implementation of new land regulations in the southern states, and the distribution of land to the hopeful body of southern freedmen. As Lanza points out, however, the homesteaders faced obstacles and disappointments at almost every turn. White southerners vehemently opposed black landownership and did everything possible to stand in the freemen's way. Furthermore, much of the land allocated to the homesteaders proved unfarmable. An unwieldy, sometimes dishonest bureaucracy and a lessening of support from the Republican party were additional barriers that prevented the Southern Homestead Act from living up to its promise. Lanza relies on letters written by many homesteaders to paint a vivid picture of their hopes, frustrations, achievements, and failures.Historians have long debated the centrality of land distribution policies to Reconstruction history. But until now one has fully considered the single most important measure adopted during Reconstruction to provide land to the landless.
