There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six "PB types" to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.

The field of policy studies has always been interested in analyzing and improving the sets of policy tools adopted by governments to correct policy problems, and better understanding and improving processes of policy analysis and policy formulation in order to do so. Past studies have helped clarify the role of historical processes, policy capacities and design intentions in affecting policy formulation processes, and more recently in understanding how the bundling of multiple policy elements together to meet policy goals can be better understood and done. While this work has progressed, however, the discussion of what goals policy designs should serve remains disjointed. Here it is argued that a central goal, in fact, 'the' central goal, of policy design is effectiveness. Effectiveness serves as the basic goal of any design, upon which is built other goals such as efficiency or equity.

A national map of legalized gambling from 1963 would show one state, Nevada, with casino gambling and no states with lotteries. Today's map shows eleven commercial casino states, most of them along the Mississippi River, forty-two states with state-owned lotteries, and racetrack betting, slot-machine parlors, charitable bingo, and Native American gambling halls flourishing throughout the nation. For the past twenty years, the South has wrestled with gambling issues. In How the South Joined the Gambling Nation, Michael Nelson and John Lyman Mason examine how modern southern state governments have decided whether to adopt or prohibit casinos and lotteries. Nelson and Mason point out that although the South participated fully in past gambling eras, it is the last region to join the modern movement embracing legalized gambling. Despite the prevalence of wistful, romantic images of gambling on southern riverboats, the politically and religiously conservative ideology of the modern South makes it difficult for states to toss their chips into the pot. The authors tell the story of the arrival or rejection of legalized gambling in seven southern states -- Mississippi, Louisiana, Tennessee, South Carolina, Georgia, Arkansas, and Alabama. The authors suggest that some states chose to legalize gambling based on the examples of other nearby states, as when Mississippi casinos spurred casino legalization in Louisiana and the Georgia lottery inspired lottery campaigns in neighboring South Carolina, Alabama, and Tennessee. Also important was the influence of Democratic policy entrepreneurs, such as Zell Miller in Georgia, Don Siegelman in Alabama, and Edwin Edwards in Louisiana, who wanted to sell the idea of gambling in order to sell themselves to voters. At the same time, each state had its own idiosyncrasies, such as certain provisions of their state constitutions weighing heavily as a factor. Nelson and Mason show that the story of gambling's spread in the South exemplifies the process of state policy innovation. In exploring how southern states have weighed the moral and economic risk of legalizing gambling, especially the political controversies that surround these discussions, Nelson and Mason employ a suspenseful, fast-paced narrative that echoes the oftentimes hurried decisions made by state legislators. Although each of these seven states fought a unique battle over gambling, taken together, these case studies help tell the larger story of how the South -- sometimes reluctantly, sometimes enthusiastically -- decided to join the gambling nation.
