Disability studies scholars and activists have long criticized and critiqued so-termed ’charitable’ approaches to disability where the capitalization of individual disabled bodies to invoke pity are historically, socially, and politically circumscribed by paternalism. Disabled individuals have long advocated for civil and human rights in various locations throughout the globe, yet contemporary human rights discourses problematically co-opt disabled bodies as ’evidence’ of harms done under capitalism, war, and other forms of conflict, while humanitarian non-governmental organizations often use disabled bodies to generate resources for their humanitarian projects. It is the connection between civil rights and human rights, and this concomitant relationship between national and global, which foregrounds this groundbreaking book’s contention that disability studies productively challenge such human rights paradigms, which troublingly eschew disability rights in favor of exclusionary humanitarianism. It relocates disability from the margins to the center of academic and activist debates over the vexed relationship between human rights and humanitarianism. These considerations thus productively destabilize able-bodied assumptions that undergird definitions of personhood in civil rights and human rights by highlighting intersections between disability, race, gender ethnicity, and sexuality as a way to interrogate the possibilities (and limitations) of human rights as a politicized regime.

On September 10, 1897, in the hamlet of Lattimer mines, Pennsylvania, an armed posse took aim and fired into a crowd of oncoming mine workers, who were marching in their corner of the coal-mining region to call their fellow miners out on strike. The marchers Poles, Slovaks, Hungarians, most of whom could not yet speak English were themselves armed only with an American flag and a timid, budding confidence in their new found rights as free men in their newly adopted country. The mine operators took another view of these rights and of the strange, alien men who claimed them. When the posse was done firing, nineteen of the demonstrators were dead and thirty-nine were seriously wounded. Some six months later a jury of their peers was to exonerate the deputies of any wrong-doing. This long-forgotten incident is here movingly retold by Michael Novak, himself the son of Slovak immigrants and one of our most gifted writers and social observers. In his hands, the so-called "Lattimer Massacre" becomes not only a powerful story in its own right (and an invaluable key to the history of the growth of the united mine Workers), but an allegory of that peculiarly American experience undergone over and over again throughout the land, and down to this very day; the experience of new immigrants, still miserable with poverty and bewilderment and suffering the trauma of culture shock, being confronted by the hostility and blind contempt of the "real" Americans. In Michael Novak's uniquely vivid account, the incident at Lattimer is seen as a tragedy brought on not so much by inhumanity as by the profound failure of majority WASP society to understand the needs and responses of "foreigners." The 50th volume of Progress in Botany appears in new guise. In cooperation with Springer-Verlag we have changed from the less attractive typewriter composition to the direct reproduction of a manuscript which was writ ten by means of a text editing system and produced by a laser printer. We, the editors, should like to take the appearance of Volume 50 as the occasion for a few short remarks. Our younger readers are perhaps not aware that our Book Series was founded in 1931 by Fritz von Wettstein, based on the following thoughts and considerations, aptly formulated by him in the Preface to the first volume. "One of the greatest dangers threatening progress in the science of botany is the absolutely unbelievable growth in volume of the literature. The quality of journals, books and individual works that are daily sent to us makes it impossible for anyone person to maintain a general view of the progress made in botany in all the specialized fields, let alone to find time for results from associated su bjects. For varying reasons, every botanist must find this state of matters insupportable. Let us endeavor, in the general interest, to retain a wide background of knowledge, and not become limited specialists. The vitally necessary connections between the specialized fields can only flourish, or even exist, if the general view of botany as a whole can be maintained.

These factors combine to contribute to the need for those who provide counseling to understand the elements involved in interacting with a wide spectrum of people. This book meets that need by providing a brief synopsis on such topics as common factors, values, universals, cross-cultural competence, and models, approaches, and psychological perspectives of human behavior (theories of personality). The emphasis is on material that relies more on the use of the scientific method and data instead of anecdotal and experiential literature. For the reader who is interested in obtaining information from which statements are derived, there are references to investigate the material further. Unlike other book that stress the barriers between counselor and client, this book adds the perspective that there are factors that facilitate interactions between the two. There are also frequent cross-cultural examples in the book. To facilitate awareness of similarities and differences in views of human behavior, samples of African, Arab, Chinese, and European/American perspectives are represented. There is also a relatively large section on applications. This consists of such subjects as cross-cultural aspects of psychological theories, ethics, research, tests, Euro-American approaches and experiences, client characteristics, client and counselor interactions, and therapeutic techniques. Many other topics are covered, as well. Students and professionals in the fields of counseling and psychology will find this book to be an invaluable addition to their library.
