In the 1980s all that changed. Why and how these states dismantled their activist credit policies is the subject of Capital Ungoverned. The volume brings together five specialists in the economics and politics of these various states to assess the internal and global changes that prompted them to adopt financial liberalization.Comparison reveals the distinctive political and institutional logic that guided liberalization in each country--from the role of a newly dominant capitalist class in Korea to the replacement of state financing by private financing and self-financing in Japan, from the maneuvers of the banking establishment in Spain to attempts to attract foreign capital in Mexico. This book explores a hitherto unexamined possibility of justifiable disobedience opened up by John Rawls’ Law of Peoples. This is the possibility of disobedience justified by appeal to standards of decency that are shared by peoples who do not otherwise share commitments to the same principles of justice, and whose societies are organized according to very different basic social institutions. Justified by appeal to shared decency standards, disobedience by diverse state and non-state actors indeed challenge injustices in the international system of states. The book considers three case studies: disobedience by the undocumented, disobedient challenges to global economic inequities, and the disobedient disclosure of government secrets. It proposes a substantial analytical redefinition of civil disobedience in a global perspective, identifying the creation of global solidarity relations as its goal. Michael Allen breaks new ground in our understanding of global justice. Traditional views, such as those of Rawls, see justice as a matter of recognizing the moral status of all free and equal person as citizens in a state. Allen argues that this fails to see things from the global perspective. From this perspective disobedience is not merely a matter of social cooperation. Rather, it is a matter of self determination that guarantees the invulnerability of different types of persons and peoples to domination. This makes the disobedience by the undocumented justified, based on the idea that all persons are moral equals, so that all sovereign peoples need to reject dominating forms of social organization for all persons, and not just their own citizens. In an age of mass movements of people, Allen gives us a strong reason to change our practices in treating the undocumented. The book then gives an overview of Derrida’s teaching career and his famous “seminar” presentations, along with his own explicit reflections on pedagogy and educational institutions beginning in the mid-1970s. Naas then shows through a reading of three recently published seminars—on life death, theory and practice, and forgiveness—just how Derrida the teacher interrogated and deployed speech act theory in his seminars. Whether in a conference hall or a classroom, Naas demonstrates, Derrida was always interested in the way spoken or written words might do more than simply communicate some meaning or intent but might give rise to something like an event. A Derrida scholar traces the evolution of the philosopher’s final seminar in Paris as he contemplates the state of the world and his own mortality. For decades, philosopher Jacques Derrida held weekly seminars in Paris, spending years at a time on a single, complex theme. From 2001 to 2003, he delivered the final work in this series, entitled “The Beast and the Sovereign.” As this final seminar progressed, its central theme was diverted by questions of death, mourning, memory, and, especially, the end of the world. Now philosopher and Derrida scholar Michael Naas takes readers through the remarkable itinerary of Derrida’s final seminar in The End of the World and Other Teachable Moments. The book begins with Derrida’s analyses of the question of the animal in the context of his other published works on that subject. It then follows Derrida as a very different tone begins to emerge, one that wavers between melancholy and extraordinary lucidity with regard to the end of life. Focusing the entire second year on Daniel Defoe’s novel Robinson Crusoe and Martin Heidegger’s seminar “The Fundamental Concepts of Metaphysics,” Derrida explores questions of the end of the world and of an originary violence that is both creative and destructive. The End of the World and Other Teachable Moments follows Derrida from week to week as he responds to these emerging questions, as well as to important events unfolding around him, both world events—the aftermath of 9/11, the American invasion of Iraq—and more personal ones, from the death of Maurice Blanchot to intimations of his own death less than two years away.

Michael C. Webb explores a central question about postwar economic history: how has the growth of international markets affected the coordination of economic policy among nations? His analysis overturns the popular assumption that policy coordination has eroded as American hegemony has receded. Instead, he argues that the growing mobility of capital forced governments to abandon the strategies they had used in the 1950s and 60s to insulate monetary and fiscal policies from international influences, and to move toward more direct coordination of central economic strategies. Webb shows that since 1945 there has been a crucial shift in the pattern of international collaboration. He focuses on three types of adjustment policy: trade and capital controls, balance-of-payment lending and intervention in foreign-exchange markets, and monetary and fiscal policies. Noting that the first two types are no longer effective, he demonstrates that governments now rely more on monetary and fiscal policy coordination to regulate the global economy. As the expansion of international finance created greater turbulence in the global economy in the 1980s, the liberal system of international trade threatened to collapse. Webb examines in particular how the United States, Japan, and Germany took unprecedented steps to coordinate monetary and fiscal policies in the late 1980s and early 1990s, although domestic political obstacles—not any decline in U.S. power—limited the impact of this policy coordination. He concludes by assessing the effectiveness of these attempts to reconcile the goal of a stronger liberal system of economic exchange with the desire to maintain national autonomy.

The EU seeks to define a role for itself in power politics while remaining firm in its rejection of power politics. In order to make power compatible with the European project, EU debate has appended a number of progressive adjectives to the word "power," adjectives like "civilian" and "normative," among others. This book asks what is power, such that it can be modified, tamed, and modulated by adjectives, yet remain "powerful"? Loriaux passes EU debate on power through the mill of phenomenological and post-phenomenological analysis, juxtaposing it against writings by Machiavelli, Agamben, Thucydides, Nietzsche, Patocka, and Levinas. The book locates power in "power/play," the theatrical, staged representation of threat that generates aesthetic effect and undecidability. Power/play endows the word "power" with perlocutionary force, which the adjectives of EU "qualified" power actually enhance rather than moderate. Loriaux argues that EU discourse on power therefore risks inviting EU "exceptionalism," or risks lapsing into an expression of EU ressentiment, rather than advancing a new, progressive understanding of "power." If European Union is to remain steadfast in its opposition to power politics, it must represent itself as "anti-power." This book will be of interest to those who work in the area of EU foreign policy, as well as to those who have a more general theoretical interest in the concept of power.
